A theoretical model for the application of Web 2.0 in e-Government

Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. Responding to Cross Border Child Trafficking in South Asia: An Analysis of the Feasibility of a Technologically Enabled Missing Child Alert System

This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking

Open budget data: mapping the landscape

This report offers analysis of the emerging issue of open budget data, which has begun to gain traction amongst advocates and practitioners of financial transparency. Issues and initiatives associated with the emerging issue of open budget data are charted in different forms of digital media. The objective is to enable practitioners – in particular civil society organisations, intergovernmental organisations, governments, multilaterals and funders – to navigate this developing field and to identify trends, gaps and opportunities for supporting it. How public money is collected and distributed is one of the most pressing political questions of our time, influencing the health, well-being and prospects of billions of people. Decisions about fiscal policy affect everyone - determining everything from the resourcing of essential public services, to the capacity of public institutions to take action on global challenges such as poverty, inequality or climate change. Digital technologies have the potential to transform the way that information about public money is organised, circulated and utilised in society, which in turn could shape the character of public debate, democratic engagement, governmental accountability and public participation in decision-making about public funds. Moving from Data-Constrained to Data-Enabled Research: Experiences and Challenges in Collecting, Validating and Analyzing Large-Scale e-Commerce Data

Widespread e-commerce activity on the Internet has led to new opportunities to collect vast amounts of micro-level market and nonmarket data. In this paper we share our experiences in collecting, validating, storing and analyzing large Internet-based data sets in the area of online auctions, music file sharing and online retailer pricing. We demonstrate how such data can advance knowledge by facilitating sharper and more extensive tests of existing theories and by offering observational underpinnings for the development of new theories. Just as experimental economics pushed the frontiers of economic thought by enabling the testing of numerous theories of economic behavior in the environment of a controlled laboratory, we believe that observing, often over extended periods of time, real-world agents participating in market and nonmarket activity on the Internet can lead us to develop and test a variety of new theories. Internet data gathering is not controlled experimentation. We cannot randomly assign participants to treatments or determine event orderings. Internet data gathering does offer potentially large data sets with repeated observation of individual choices and action. In addition, the automated data collection holds promise for greatly reduced cost per observation. Our methods rely on technological advances in automated data collection agents. Significant challenges remain in developing appropriate sampling techniques integrating data from heterogeneous sources in a variety of formats, constructing generalizable processes and understanding legal constraints. Planning and implementation of effective collaboration in construction projects

The 21st century is now seen as the time for the construction industry to embrace new ways of working if it is to continue to be competitive and meet the needs of its ever demanding clients. Collaborative working is considered by many to be essential if design and construction teams are to consider the whole lifecycle of the construction product. Much of the recent work on collaborative working has focused on the delivery of technological solutions with a focus on web (extranets), CAD (visualisation), and knowledge management technologies. However, it is now recognised that good collaboration does not result from the implementation of information technology solutions alone. The organisational and people issues, which are not readily solved by pure technical systems, need to be resolved. However, approaches that exclusively focus on organisational and people issues will not reap the benefits derived from the use of technology, especially in the context of distributed teams which are the norm in construction. Work currently being undertaken at Loughborough University aims to bring together the benefits enabled by the technology, with the organisational, and its people issues to provide a framework enabling high level strategic decisions to be made to implement effective collaboration.
