    Prediction of dynamic pairwise wake vortex separations for approach and landing

    Design and performance of the Wake Vortex Prediction and Monitoring System WSVBS are described. The WSVBS has been developed to tactically increase airport capacity for approach and landing on single runways as well as closely-spaced parallel runways. It is thought to dynamically adjust aircraft separations dependent on weather conditions and the resulting wake vortex behavior without compro-mis>ing safety. Dedicated meteorological instrumentation and short-term numerical terminal weather prediction provide the input to the prediction of wake-vortex behavior and respective safety areas. LIDAR monitors the correctness of WSVBS predictions in the most critical gates at low altitude. The WSVBS is integrated in the arrival manager AMAN of DLR. Performance tests of the WSVBS have been accomplished at Frankfurt airport in winter 2006/07 and at Munich Airport in summer 2010. Aircraft separations for landings on single runways have been compared employing the concepts of either heavy-medium weight class combinations or dynamic pairwise separations where individual aircraft type pairings are considered. For the very conservative baseline setup of the WSVBS the potential capacity gains of dynamic pairwise operations for single runways appear to be very small. On the other hand, the consideration of individual aircraft types and their respective wake characteristics may almost double the fraction of time when radar separation could be applied

    Does Global Climate Policy Promote Low-Carbon Cities? Lessons Learnt From The CDM

    An increasing proportion of greenhouse gas emissions is produced in urban areas in industrializing and developing countries. Recent research shows that per capita emissions in cities like Bangkok, Cape Town or Shanghai have already reached the level of cities like London, New York or Toronto. Large parts of the building stock and service infrastructure in cities in rapidly developing countries is built in the coming decade or two. Decisions taken in this sector today may therefore lock in a high emissions path. Based upon a survey of projects under the Clean Development Mechanism (CDM) of the Kyoto Protocol, we find that only about 1% of CDM projects have been submitted by municipalities, mostly in the waste management sector. This low participation is probably due to a lack of technical know how to develop CDM projects and an absence of motivation due to the long project cycle and the limited “visibility” of the projects for the electorate. Projects in the buildings and transport sector are rare, mainly due to heavy methodological challenges. A case study of the city network ICLEI and its experience with cities’ participation in the CDM adds insights from the practitioner side. We conclude that CDM reforms may make it easier for municipalities to engage in the CDM, and that new forms of cooperation between municipalities and project developers, potentially facilitated by ICLEI, are required to help to realize the urban CDM potential.CDM, cities, energy, climate policy, mitigation, transport, waste, local authorities

Short-paper was submitted for peer-review and appears in proceedings of the conference.This study investigates the effect of daily changes in levels of PM10 on the daily volume of respiratory and cardiovascular admissions in Nicosia, Cyprus during 1995-2004. After controlling for long- (year and month) and short-term (day of the week) patterns as well as the effect of weather in Generalized Additive Poisson models, some positive associations were observed with all-cause and cause-specific admissions. Risk of hospitalization increased stepwise across quartiles of days with increasing levels of PM10 by 1.3% (-0.3, 2.8), 4.9% (3.3, 6.6), 5.6% (3.9, 7.3) as compared to days with the lowest concentrations. For every 10μg/m3 increase in daily average PM10 concentration, there was a 1.2% (-0.1%, 2.4%) increase in cardiovascular admissions. With respects to respiratory admissions, an effect was observed only in the warm season with a 1.8% (-0.22, 3.85) increase in admissions per 10μg/m3 increase in PM10. The effect on respiratory admissions seemed to be much stronger in women and, surprisingly, restricted to people of adult age

    Simulating the Impact of Traffic Calming Strategies

    This study assessed the impact of traffic calming measures to the speed, travel times and capacity of residential roadways. The study focused on two types of speed tables, speed humps and a raised crosswalk. A moving test vehicle equipped with GPS receivers that allowed calculation of speeds and determination of speed profiles at 1s intervals were used. Multi-regime model was used to provide the best fit using steady state equations; hence the corresponding speed-flow relationships were established for different calming scenarios. It was found that capacities of residential roadway segments due to presence of calming features ranged from 640 to 730 vph. However, the capacity varied with the spacing of the calming features in which spacing speed tables at 1050 ft apart caused a 23% reduction in capacity while 350-ft spacing reduced capacity by 32%. Analysis showed a linear decrease of capacity of approximately 20 vphpl, 37 vphpl and 34 vphpl when 17 ft wide speed tables were spaced at 350 ft, 700 ft, and 1050 ft apart respectively. For speed hump calming features, spacing humps at 350 ft reduced capacity by about 33% while a 700 ft spacing reduced capacity by 30%. The study concludes that speed tables are slightly better than speed humps in terms of preserving the roadway capacity. Also, traffic calming measures significantly reduce the speeds of vehicles, and it is best to keep spacing of 630 ft or less to achieve desirable crossing speeds of less or equal to 15 mph especially in a street with schools nearby. A microscopic simulation model was developed to replicate the driving behavior of traffic on urban road diets roads to analyze the influence of bus stops on traffic flow and safety. The impacts of safety were assessed using surrogate measures of safety (SSAM). The study found that presence of a bus stops for 10, 20 and 30 s dwell times have almost 9.5%, 12%, and 20% effect on traffic speed reductions when 300 veh/hr flow is considered. A comparison of reduction in speed of traffic on an 11 ft wide road lane of a road diet due to curbside stops and bus bays for a mean of 30s with a standard deviation of 5s dwell time case was conducted. Results showed that a bus stop bay with the stated bus dwell time causes an approximate 8% speed reduction to traffic at a flow level of about 1400 vph. Analysis of the trajectories from bust stop locations showed that at 0, 25, 50, 75, 100, 125, 150, and 175 feet from the intersection the number of conflicts is affected by the presence and location of a curbside stop on a segment with a road diet

The conclusions on the market and operating environment indicate that the regional airlines are moving toward more modern and effective fleets with greater passenger capacity and comfort, reduced noise levels, increased speed, and longer range. This direction leads to a nearly 'seamless' service and continued code-sharing agreements with the major carriers. Whereas the benefits from individual technologies may be small, the overall integration in existing and new aircraft designs can produce improvements in direct operating cost and competitiveness. Production costs are identified as being equally important as pure technical advances

    Analytical methods and simulation models to assess innovative operational measures and technologies for rail port terminals: the case of Valencia Principe Felipe terminal

    The topic of freight transport by rail is a complex theme and, in recent years, a main issue of European policy. The legislation evolution and the White Paper 2011 have demonstrated the European intention to re-launch this sector. The challenge is to promote the intermodal transport system to the detriment of road freight transport. In this context intermodal freight terminals, play a primary role for the supply chain, they are the connection point between the various transport nodes and the nodal points where the freight are handled, stored and transferred between different modes to final customer. To achieve the purpose, it is strengthen the improvement of existing intermodal freight terminals and the development of innovative intermodal freight terminals towards higher performance (ERRAC, 2012). Many terminal performances improvements have been proposed and sometime experimented. They are normally basing on combinations of operational measures and innovative technologies (e.g. automatic horizontal and parallel storage and handling, automated gate and sensors for tracking systems data exchange) tested in various terminals, with often-contradictory results. The research work described in this paper (developed within the Capacity4Rail EU project) focusses on the assessment of effects that these innovations can have in the intermodal freight terminals combined in various alternative consistent effective scenarios. The methodological framework setup to assess these innovations is basing on a combination of analytical methods based on sequential algorithms and discrete events simulation models. The output of this assessment method are key performance indicators (KPIs) selected according to terminals typologies and related to different aspects (e.g. management, operation and organization). The present paper illustrates the application of the methodological framework, tuned on the operation of various intermodal terminals, for the validation on today operation and the assessment of possible future scenarios to the case study of the Principe Felipe sea-rail terminal in Valencia
