    IMPROVING PRODUCTIVITY IN THE PUBLIC SECTOR THROUGH E-GOVERNANCE PROGRAMMES

    In the recent times, governments all over the world have adopted the use Information and Communication Technologies (ICTs) to improve the quality of administration especially in the public sector. This is in line with the general advocacy to reform the public sector to serve the citizens better and to enhance public sector productivity. Thus, a combination of e-governance factors with democratic ideas will make governments more effective. In addition, it can promote cordial relationship with the citizens in order to achieve national development. This paper explores the emerging role of e-governance in promoting service delivery in the Nigerian public sector. It also takes a cursory look at the methodologies for using ICTs to improve the quality of service delivery in the public sector. The paper concludes that for governments to achieve success in service delivery, certain measure must be taken to ensure proper implementation of ICT policies in order to achieve the desired goals and to serve the citizens better. It therefore recommends that Nigerian government should embrace e-governance by promoting the use of ICT facilities among the citizens and government agencies and to make policies that would sustain ICT projects in order to achieve efficiency and effectiveness in the public sector

Access to quality health care is declared a basic human right globally, yet there are many factors that still make it hard for countries to make this a reality. Issues such as shortage of skilled healthcare workers, high costs of healthcare provision and poor economic outlooks are some of the major contributors to gaps in provision of equitable healthcare services. Information and Communication Technology (ICT) has become an integral part of our daily life. The study aimed to investigate the role that ICT can play in improving the efficiency of healthcare delivery processes and spreading access to communities that are left behind in the provision of this basic human need. A quantitative methodology was used to evaluate the perception of professionals with regards to the adoption of ICT and its impact on healthcare services delivery at the radiology department. The target population was made up of administrators, radiographers and radiologists at the radiology department of Inkosi Albert Luthuli Central Hospital. Data was collected through questionnaires which were physically administered on site. A convenience sampling technique was used to identify and recruit study participants. The results revealed that 70% of respondents agree that ICT adoption does indeed increase efficiency of healthcare service delivery. The study did not find significant relationship between users’ attitude towards ICT adoption and the ability of ICT to improve efficiency in a healthcare facility. It is recommended that healthcare facilities adopting ICT should invest more time and resources in training and offering technical support to end users. The study can benefit healthcare facilities who seek to improve the quality, speed, accuracy of healthcare services by using ICT systems

    Moderating Effect of Information Technology Utilization on the Relationship between Service Quality and Customer Satisfaction

    Service quality is important in service industry and hospitality industry on classified star hotels. The aim of this study was to determine the moderating effect of information technology communication (ICT) utilization on the relationship between service quality and customer satisfaction. Descriptive research design was adopted for this study. The target population was 6067 customers at classified star hotels in Nairobi Kenya and a sample size of 375 was obtained using proportionate sampling from categorized star hotels. Data was collected using a 5 Likert-scale questionnaire. Data was analyzed using multiple regression analysis. The study established that Service Quality (β= .194, p-value = 0.003) as a relationship marketing practice is an important elements that affect customer satisfaction. The study rejected H02 since β≠0 and p-value was less than α. The study explains 4.9% of variance above and beyond the variance by Service Quality. Service quality has a significant effect on customer satisfaction in classified star hotels and an important element to consider when making decisions. Responsiveness, good environment or ambience and reliability of services are critical for classified star hotels to improve their customer satisfaction. Hotels management should pay attention to all service quality dimensions of assurance, reliability, responsiveness, convenience and empathy.     In the process of implementing learning, it is the duty of educators to provide an effective learning process. This study aims to determine the development of an ICT (Information Communication and Technology) based learning model in the era of the industrial revolution 4.0. This socialization was carried out at Budi Dharma Sidamanik High School. The purpose of this community service in the form of socialization is to increase the competence of teachers in Indonesia in creating, developing and implementing ICT-based learning media. ICT learning is computer- and multimedia-based learning. This research was conducted to increase teachers' understanding and knowledge of ICT-based learning development procedures. The dissemination of this research is subject teachers at SMA Budi Dharma Sidamanik. With an effective and efficient ICT-based learning model, it can attract and stimulate students' creativity to improve the learning process in schools in the era of the industrial revolution 4.0.     Madrasah Aliyah Mu'allimin Mu'allimat Rembang (M3R) during the Covid-19 M3R pandemic held distance education using online methods. However, the problem of online learning models cannot be done optimally because of the lack of ability of teachers in creating learning content / materials. Teachers also do not have the ability to make video-based material to support the learning process. Through this activity, it is hoped that it can improve the quality of learning and education. So that by providing community service programs through these trainings, teachers are able to improve their abilities as professional teaching staff who understand the importance of ICT in learning activity.

    Paud Assibyan and Paud KBK HI Kuntum Mekar are one of the Paud located in the Baros Serang Banten District. Their learning system still uses conventional learning media. This is because the limited facilities and infrastructure and the Paud teacher do not understand using ICT to support the learning process. Lack of knowledge of the Paud teacher using ICT in the learning process has an impact on students to become out of focus in the lesson and children easily get bored with class activities. The purpose of the community service program carried out by the authors in the Baros sub-district of Serang Banten Regency is: 1) to improve the teaching knowledge of teachers for Paud children using ICT; and 2) improve the quality of children's learning while playing, independence, creative and innovative by utilizing visual media. This PKM activity involves various PAUD managers and higher education institutions as a form of community service. The method used for community service activities is through a constructive and visual approach between us as a lecturer and PAUD teachers. The expected results are that teachers begin to use ICT as one of the interactive learning media for their students

With these considerations, the proposer wants to apply knowledge and technology by making mathematics learning media tutorials so that they can increase understanding and attract students' interest in learning and help improve the quality of mathematics education and teaching.     E-filing users’ satisfaction: A study on Malaysia petroleum upstream taxpayers

    E-filing is one of the e-government applications that implement Information and Communication Technology (ICT) to enable e-government to improve the efficiency of government services provided to citizens. The purpose of e-filing service is to encourage every taxpayer to submit their income tax return through online. This study attempted to examine user satisfaction in using e-filing among Malaysia petroleum upstream taxpayers. The data were collected from 80 respondents using survey method from all petroleum upstream taxpayers in Malaysia. User satisfaction was measured by system quality, information quality and service quality. The result indicates that information quality and service quality significantly affect user satisfaction using the e-filing system among Malaysia petroleum upstream taxpayers. Consequently, this finding will assist the Inland Revenue Board of Malaysia (IRBM) in improving their e-filing system

    ADOPTING A SERVICE-DOMINANT LOGIC TO PREDICTION OF PREGNANCY COMPLICATIONS: AN EXPLORATORY STUDY OF MATERNAL HEALTHCARE IN UGANDA

    The United Nations listed maternal mortality as a major problem especially in developing countries. Predictive models that predict pregnancy complications have been suggested as an intervention to reduce maternal mortality but at the moment, many are not used in clinical practice. This study proposes a service-dominant perspective as an alternative use of predictive models to create value for maternal healthcare. We conducted an exploratory study in south-eastern Uganda in which we held semi-structured interviews with health practitioners to understand how the maternal healthcare system in Uganda works and how pregnancy complications are predicted. Results were analyzed using components from the service innovation framework. We find that overall, ICT has not been fully exploited to improve access to quality care, improve predictions and to improve collaboration among different practitioners in Uganda. Our findings suggest that by adapting a service-dominant perspective, we can enable predictive models and other technologies to assume an active role in maternal healthcare thereby supporting health practitioners with different skills and knowledge to predict pregnancy complications and hence trigger collaborative value creation. We believe that such an intervention will reduce maternal mortality

    Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered
