    A Phone Learning Model for Enhancing Productivity of Visually Impaired Civil Servants

    Phone-based learning in civil service is the use of voice technologies to deliver learning and capacity building training services to government employees. The Internet revolution and advancement in Information and Communications Technology (ICT) have given rise to online and remote staff training for the purpose of enhancing workers productivity. The need for civil servants in Nigeria to develop capacity that will enhance knowledge is a key requirement to having competitive advantage in the work place. Existing online learning platforms (such as web-based learning, mobile learning, etc) did not consider the plight of the visually impaired. These platforms provide graphical interfaces that require sight to access. The visually impaired civil servants require auditory access to functionalities that exist in learning management system on the Internet. Thus a gap exist between the able-bodied and visually impaired civil servants on accessibility to e-learning platform. The objective of this paper is to provide a personalized telephone learning model and a prototype application that will enhance the productivity of the visually impaired workers in Government establishments in Nigeria. The model was designed using Unified Modeling Language (UML) diagram. The prototype application was implemented and evaluated. With the proposed model and application, the visually and mobility impaired worker are able to participate in routine staff training and consequently enhances their productivity just like their able-bodied counterparts. The prototype application also serves as an alternative training platform for the able-bodied workers.     Enhancing Learning Management Systems Utility for Blind Students: A Task-oriented, User-Centered, Multi-Method Evaluation Technique

    This paper presents a novel task-oriented, user-centered, multi-method evaluation (TUME) tech-nique and shows how it is useful in providing a more complete, practical and solution-oriented assessment of the accessibility and usability of Learning Management Systems (LMS) for blind and visually impaired (BVI) students. Novel components of TUME include a purposeful integra-tion of a multi-theoretic foundation and multiple methods to accurately identify users’ accessibil-ity and usability problems in Web interaction and identify design problems and solutions to en-sure technical feasibility of recommendations. The problems identified by TUME remain hidden from extant evaluation methods - therefore, these problems remain in Web-based applications. As a result, evaluation of Web-based applications remains confounded by users’ Web interaction challenges; their utility for specific user types remains unclear. Without appropriate evaluation of users’ problems and challenges in using Web-based applications, we cannot begin to solve these problems and challenges. This paper demonstrates how TUME can be used to identify the unique problems and challenges of specific user types in using Web-based applications and suggests po-tential solutions. The outcome is an accurate understanding of specific design elements that pre-sent roadblocks and challenges for the user in interacting with the Web-based application and feasible design modifications to potentially improve the utility of these applications for specific user types

    Mi-Learn : an evaluation of an m-learning management system

    M-Learning is a novel concept concerned with delivering learning content over mobile devices, which today is being seen as a way to support for conventional and collaborative learning as well as for extending the scope of e-learning. This paper presents the work carried out on a research project named Mi-Learn, whose goal is that of gathering background knowledge within the field of m-learning, identification of related research problems, and creating an environment where solutions to these problems can be identified and evaluated. Pocket SCORM initiatives such as [ADL04] that are working towards a set of standards for m-learning have identified the restricted user interface and the requirement for offline learning sessions as the two major challenges in this area. The work presented in this paper forms part of the first phase of an m- learning research project and concentrates on the first of these challenges. By means of a pilot m-learning management system, an evaluation exercise was carried out in order to assess the impact of a restricted user interface on the learning experience. The evaluation carried out takes both the pedagogical and user interface aspects as the evaluation criteria. Evaluation results show that currently there seems to be a value for m-learning, but more as an extension for exiting e-learning programmes rather than a complete learning management system on its own. The results also helped in clarifying the research area and setting a direction for further research work.peer-reviewe

    Effective User Experience in Online Technical Communication Courses: Employing Multiple Methods within Organizational Contexts to Assess Usability

    In teaching online technical communication courses, shaping an electronic interface requires extensive consideration of the user experience, both for students and for faculty members who design and teach the courses. Technical communication faculty members should provide strong examples of effective user experiences and should be leaders in making the interfaces of online learning management systems as usable as possible. Principles of usability designed for general web sites may or may not apply to learning management systems designed for educational purposes. In order to create effective online technical communication courses, one needs to consider both usability concerns and pedagogical concerns. To assess the usability and pedagogical effectiveness of online courses, faculty members may use indirect means such as heuristic analyses. In addition, they may use direct means such as usability testing, student feedback, and analytic tools. Each approach has advantages as well as limitations. Faculty members will gain the richest information through using multiple approaches. In assessing usability and pedagogical effectiveness, faculty members also need to consider the situational constraints and resources in their unique contexts. Understanding and adapting their approaches to use resources well and to work within constraints will benefit their abilities to enhance their student users' experiences with online courses

    King Saud University is in the process of adopting and implementing the interactive Blackboard Learning Management Systems (LMSs) with features that allow members of staff and teachers from different faculties to access, upload assignments, send quizzes, download content, and evaluate the academic progress of the members of faculty. However, many faculty members complain about the accessibility and usability of the e-learning software because of the perceptions that the interactive features are not user friendly. Little research has been done to evaluate the accessibility and usability of the e-learning software. The current study was conducted to answer the research questions on the accessibility and usability of the blackboard vista e-learning software and the barriers of user experience when interacting with blackboard. The study was based on the hypothesis that Blackboard LMS is highly accessible and usable by teachers in the King Saud University and a hypothesis that stated otherwise. The elements that were evaluated using questionnaires include the design user interface, navigational features, and ease of use to answer the research questions. The results proved the hypothesis that ‘Blackboard LMS is accessible and usable by the teachers from different faculties for the delivery of content in the King Saud University. However, the study recommends that university should customize the e-learning software to the needs of the teachers to offer courses in English and in Arabic to increase and enhance the accessibility and usability of the software.

    Alexa Skill Voice Interface For The Moodle Learning Management System

    Most educational and training organizations today use some type of learning management system (LMS) to make course material available. Learning management system users want easy and fast access to learning materials. LMS access is typically provided through an online interface or a mobile application, both of which require the use of touch and sight on a computer or device. The last decade has brought considerable progress in voice technology, making the use of voice-enabled devices more common. Since both technology and usage are continuing to grow, voice interfaces will become even more important for modern applications. The purpose of this thesis is to develop a voice user interface for a learning management system: specifically, an Amazon Alexa skill for Moodle. The research thoroughly outlines the process of developing an Alexa skill for Moodle. An Alexa skill integration with Moodle will allow users to more quickly and conveniently access information from the LMS. Immediate benefits of the project include providing site announcements to all users, course announcements to students and teachers, and overall course grades and upcoming due dates to students. In the future, the application may be expanded to implement instructor capabilities and additional course content for students

    A Voice-Enabled Framework for Recommender and Adaptation Systems in E-Learning

    With the proliferation of learning resources on the Web, finding suitable content (using telephone) has become a rigorous task for voice-based online learners to achieve better performance. The problem with Finding Content Suitability (FCS) with voice E-Learning applications is more complex when the sight-impaired learner is involved. Existing voice-enabled applications in the domain of E-Learning lack the attributes of adaptive and reusable learning objects to be able to address the FCS problem. This study provides a Voice-enabled Framework for Recommender and Adaptation (VeFRA) Systems in E-learning and an implementation of a system based on the framework with dual user interfaces – voice and Web. A usability study was carried out in a visually impaired and non-visually impaired school using the International Standard Organization’s (ISO) 9241-11 specification to determine the level of effectiveness, efficiency and user satisfaction. The result of the usability evaluation reveals that the prototype application developed for the school has “Good Usability” rating of 4.13 out of 5 scale. This shows that the application will not only complement existing mobile and Web-based learning systems, but will be of immense benefit to users, based on the system’s capacity for taking autonomous decisions that are capable of adapting to the needs of both visually impaired and non-visually impaired learners
