    Chapter 3 - Mobility on demand (MOD) and mobility as a service (MaaS): early understanding of shared mobility impacts and public transit partnerships

    Technology is changing the way we move and reshaping cities and society. Shared and on-demand mobility represent notable transportation shifts in the 21st century. In recent years, mobility on demand (MOD)—where consumers access mobility, goods, and services on-demand by dispatching shared modes, courier services, public transport, and other innovative strategies—has grown rapidly due to technological advancements; changing consumer preferences; and a range of economic, environmental, and social factors. New attitudes toward sharing, MOD, and mobility as a service (MaaS) are changing traveler behavior and creating new opportunities and challenges for public transportation. This chapter discusses similarities and differences between the evolving concepts of MaaS and MOD. Next, it characterizes the range of existing public transit and MOD service models and enabling partnerships. The chapter also explores emerging trends impacting public transportation. While vehicle automation could result in greater public transit competition in the future, it could also foster new opportunities for transit enhancements (e.g., microtransit services, first- and last-mile connections, reduced operating costs). The chapter concludes with a discussion of how MOD/MaaS partnerships and automation could enable the public transit industry to reinvent itself, making it more attractive and competitive with private vehicle ownership and use

    Understanding consumer demand for new transport technologies and services, and implications for the future of mobility

    The transport sector is witnessing unprecedented levels of disruption. Privately owned cars that operate on internal combustion engines have been the dominant modes of passenger transport for much of the last century. However, recent advances in transport technologies and services, such as the development of autonomous vehicles, the emergence of shared mobility services, and the commercialization of alternative fuel vehicle technologies, promise to revolutionise how humans travel. The implications are profound: some have predicted the end of private car dependent Western societies, others have portended greater suburbanization than has ever been observed before. If transport systems are to fulfil current and future needs of different subpopulations, and satisfy short and long-term societal objectives, it is imperative that we comprehend the many factors that shape individual behaviour. This chapter introduces the technologies and services most likely to disrupt prevailing practices in the transport sector. We review past studies that have examined current and future demand for these new technologies and services, and their likely short and long-term impacts on extant mobility patterns.     Architecture and Information Requirements to Assess and Predict Flight Safety Risks During Highly Autonomous Urban Flight Operations

    As aviation adopts new and increasingly complex operational paradigms, vehicle types, and technologies to broaden airspace capability and efficiency, maintaining a safe system will require recognition and timely mitigation of new safety issues as they emerge and before significant consequences occur. A shift toward a more predictive risk mitigation capability becomes critical to meet this challenge. In-time safety assurance comprises monitoring, assessment, and mitigation functions that proactively reduce risk in complex operational environments where the interplay of hazards may not be known (and therefore not accounted for) during design. These functions can also help to understand and predict emergent effects caused by the increased use of automation or autonomous functions that may exhibit unexpected non-deterministic behaviors. The envisioned monitoring and assessment functions can look for precursors, anomalies, and trends (PATs) by applying model-based and data-driven methods. Outputs would then drive downstream mitigation(s) if needed to reduce risk. These mitigations may be accomplished using traditional design revision processes or via operational (and sometimes automated) mechanisms. The latter refers to the in-time aspect of the system concept. This report comprises architecture and information requirements and considerations toward enabling such a capability within the domain of low altitude highly autonomous urban flight operations. This domain may span, for example, public-use surveillance missions flown by small unmanned aircraft (e.g., infrastructure inspection, facility management, emergency response, law enforcement, and/or security) to transportation missions flown by larger aircraft that may carry passengers or deliver products. Caveat: Any stated requirements in this report should be considered initial requirements that are intended to drive research and development (R&D). These initial requirements are likely to evolve based on R&D findings, refinement of operational concepts, industry advances, and new industry or regulatory policies or standards related to safety assurance

This revised listing includes 66 vertical matters beginning in 1994 through April 2020. It includes challenges and certain proposed transactions that were abandoned in the face of Agency concerns.     Advanced space system concepts and their orbital support needs (1980 - 2000). Volume 1: Executive summary

    The likely system concepts which might be representative of NASA and DoD space programs in the 1980-2000 time period were studied along with the programs' likely needs for major space transportation vehicles, orbital support vehicles, and technology developments which could be shared by the military and civilian space establishments in that time period. Such needs could then be used by NASA as an input in determining the nature of its long-range development plan. The approach used was to develop a list of possible space system concepts (initiatives) in parallel with a list of needs based on consideration of the likely environments and goals of the future. The two lists thus obtained represented what could be done, regardless of need; and what should be done, regardless of capability, respectively. A set of development program plans for space application concepts was then assembled, matching needs against capabilities, and the requirements of the space concepts for support vehicles, transportation, and technology were extracted. The process was pursued in parallel for likely military and civilian programs, and the common support needs thus identified
