    Migration, Mobility and Human Rights at the Eastern Border of the European Union - Space of Freedom and Security

    This edited collection of migration papers would like to emphasise the acute need for migration related study and research in Romania. At this time, migration and mobility are studied as minor subjects in Economics, Sociology, Political Sciences and European Studies only (mostly at post-graduate level). We consider that Romanian universities need more ‘migration studies’, while research should cover migration as a whole, migration and mobility being analysed from different points of view – social, economical, legal etc. Romania is part of the European Migration Space not only as a source of labourers for the European labour market, but also as source of quality research for the European scientific arena. Even a country located at the eastern border of the European Union, we consider Romania as part of the European area of freedom, security and justice, and therefore interested in solving correctly all challenges incurred by the complex phenomena of migration and workers’ mobility at the European level. The waves of illegal immigrants arriving continuously on the Spanish, Italian and Maltese shores, and the workers’ flows from the new Member States from Central and Eastern Europe following the 2004 accession, forced the EU officials and the whole Europe to open the debate on the economical and mostly social consequences of labour mobility. This study volume is our contribution to this important scientific debate. Starting with the spring of 2005, the Jean Monnet European Centre of Excellence and the School of High Comparative European Studies (SISEC), both within the West University of Timisoara, have proposed a series of events in order to raise the awareness of the Romanian scientific environment on this very sensitive issues: migration and mobility in the widen European Space. An annual international event to celebrate 9 May - The Europe Day was already a tradition for SISEC (an academic formula launched back in 1995 in order to prepare national experts in European affairs, offering academic post-graduate degrees in High European Studies). With the financial support from the Jean Monnet Programme (DG Education and Culture, European Commission), a first migration panel was organised in the framework of the international colloquium ‘Romania and the European Union in 2007’ held in Timisoara between 6 and 7 of May 2005 (panel Migration, Asylum and Human Rights at the Eastern Border of the European Union). Having in mind the positive welcoming of the migration related subjects during the 2005 colloquium, a second event was organised on 5 May 2006 in the framework of the European Year of Workers’ Mobility: the international colloquium Migration and Mobility: Assets and Challenges for the Enlargement of the European Union. In the same period, the Jean Monnet European Centre of Excellence, SISEC and The British Council in Bucharest have jointly edited two special issues of The Romanian Journal of European Studies, no.4/2005 and 5-6/2006, both dedicated to migration and mobility. Preliminary versions of many of the chapters of this volume were presented at the above mentioned international events. The papers were chosen according to their scientific quality, after an anonymously peer-review selection. The authors debate both theoretical issues and practical results of their research. They are renowned experts at international level, members of the academia, PhD students or experienced practitioners involved in the management of the migration flows at the governmental level. This volume was financed by the Jean Monnet Programme of the Directorate General Education and Culture, European Commission, throughout the Jean Monnet European Centre of Excellence (C03/0110) within the West University of Timisoara, Romania, and is dedicated to the European Year of Workers’ Mobility 2006.     Dependency, licensing, and the nature of grammatical relations

    Dependency is a general term that refers to different structural relations. We highlight three very general classes of phenomena that are often captured by this term: (i) the structural relation between a lexical head (e.g., V, N, A) and the functional structure projected by it such as the relation between a verb and an auxiliary or between a noun and a determiner; (ii) the local selectional relation between a lexical head and the constituents that are combined merged with it to satisfy its argument structure, as in the case of the verb and the direct and indirect objects; (iii) the structural relation created by two different constituents that share the same referential index. In the latter case, we observe two major types: a constituent is displaced, as in the case of the subject of a passive clause or a wh-constituent; or two constituents share the same referent but have different functions in the clause (or in different clauses), as is the case of pronouns and their antecedents

    Building cliques and alliances as practices to 'make things happen' in complex networks

    The Roma population has become a policy issue highly debated in the European Union (EU). The EU acknowledges that this ethnic minority faces extreme poverty and complex social and economic problems. 52% of the Roma population live in extreme poverty, 75% in poverty (Soros Foundation, 2007, p. 8), with a life expectancy at birth of about ten years less than the majority population. As a result, Romania has received a great deal of policy attention and EU funding, being eligible for 19.7 billion Euros from the EU for 2007-2013. Yet progress is slow; it is debated whether Romania's government and companies were capable to use these funds (EurActiv.ro, 2012). Analysing three case studies, this research looks at policy implementation in relation to the role of Roma networks in different geographical regions of Romania. It gives insights about how to get things done in complex settings and it explains responses to the Roma problem as a „wicked‟ policy issue. This longitudinal research was conducted between 2008 and 2011, comprising 86 semi-structured interviews, 15 observations, and documentary sources and using a purposive sample focused on institutions responsible for implementing social policies for Roma: Public Health Departments, School Inspectorates, City Halls, Prefectures, and NGOs. Respondents included: governmental workers, academics, Roma school mediators, Roma health mediators, Roma experts, Roma Councillors, NGOs workers, and Roma service users. By triangulating the data collected with various methods and applied to various categories of respondents, a comprehensive and precise representation of Roma network practices was created. The provisions of the 2001 „Governmental Strategy to Improve the Situation of the Roma Population‟ facilitated forming a Roma network by introducing special jobs in local and central administration. In different counties, resources, people, their skills, and practices varied. As opposed to the communist period, a new Roma elite emerged: social entrepreneurs set the pace of change by creating either closed cliques or open alliances and by using more or less transparent practices. This research deploys the concept of social/institutional entrepreneurs to analyse how key actors influence clique and alliance formation and functioning. Significantly, by contrasting three case studies, it shows that both closed cliques and open alliances help to achieve public policy network objectives, but that closed cliques can also lead to failure to improve the health and education of Roma people in a certain region

    Regional development at the borders of the European Union (proceedings of the Jean Monnet international conference, Oradea, 5th - 7th of November 2020)

    The present volume of studies and analyses, the second one in a series dedicated to investigating regional development at the borders of the European Union was conceived starting from the theoretical underpinnings presented above. However, it does not claim to be exhaustive. The chief purpose of its two sections is to improve approaches to regional development through new levels of analysing contemporary realities. At the same time, its aim is to bring to the attention of the academic community, researchers and policy makers the particularities in the development of the EU's eastern border regions. The topics were discussed during the international conference Jean Monnet Regional Development at the Borders of the European Union, organized in Oradea in November 2019, within the project "Development of the border regions in Central and Eastern Europe countries", funded by the Erasmus + program of European Union, the Jean Monnet Program.     Social Dimension of Intra-EU Mobility: Impact on Public Services

    Freedom of movement of citizens constitutes one of the core values of the European Union and is closely linked to European citizenship. There is, however, a heated debate in many of the destination Member States about the impact of intra-EU mobility on their public services. The debate centres on the ‘welfare magnet hypothesis’, which holds that migrants, including mobile citizens from the central and eastern European Member States, are attracted by the better quality of these services and easier access to them in the host countries. The issue has become highly politicised recently, especially as a consequence of the economic crisis and the increased inflow of these EU mobile citizens. The main objective of this research project is to explore whether there is any evidence to support the welfare magnet hypothesis. It examines the take-up of benefits and social services by mobile citizens from 10 central and eastern European Member States (EU10 mobile citizens) in 9 host countries – Austria, Denmark, Germany, Ireland, Italy, the Netherlands, Spain, Sweden and the UK – compared to the native populations and other citizen groups. It also seeks to identify the obstacles to their integration in the host countries and initiatives to aid their integration
