Development of the UPWP provides local agencies participating in the transportation planning process with an opportunity to identify transportation planning needs, objectives and products. Within the guidelines set by the U.S. Department of Transportation, the UPWP sets priorities for local transportation planning activities. [From the document

    A preliminary study of the Soviet civil space program. Volume 1: Organization and Operations

    The organization, planning, and personnel is focused of Soviet space, advantage is taken of glasnost and improved foreign relations to explore a hitherto obscure subject. The way in which the civil space program obtains approval and funding is altered. Missions must be approved before the Supreme Soviet, and public opinion is beginning to play a greater role in the legislature's budget decision. The Soviet civil space program remains a collection of disparate elements, not unified by any national, centralized space agency. An attempt was made to catalog and delineate the relationships between the components proves helpful. There is little or no coordination of independent associations' efforts, and the planning process relied on previously to set priorities and allocate resources appears to be currently inoperative or in a state of flux. The civil space program is moving in new directions: toward budget tautness, more international interactions, an emphasis on civilian over military applications, commercialization, and fiscal accountability. This study is a snapshot of a dynamic subject, but hopefully on which has highlighted the critical elements to track

    Earth Resources photographs from Apollo 6, 7, and 9 and photographs taken during Gemini 4, were used in the research along with high altitude and conventional aerial photography. A unified land use and resource analysis system was devised and used to develop a mapping legend. The natural vegetation, land use, macrorelief, and landforms of northern Maricopa County, Arizona, were analyzed and inventoried. This inventory was interpreted in relation to the critical problem of urban expansion and agricultural production in the study area. The central thrust of the research program has been to develop methods for use of space and small-scale, high-altitude aerial photography to develop information for land use planning and resource allocation decisions

    Critical Thinking in the Upper Elementary Grades: A Program Evaluation of Write from the Beginning and Beyond: Response to Literature

    The purpose of this study was to determine the impact the integration of critical thinking through Write from the Beginning and Beyond: Response to Literature had on planning, instruction, and assessment. Based on the school’s end-of-grade reading tests scores, educators determined students struggled in reading and designed an action plan using a logic model. The teachers at the intermediate school in the piedmont of North Carolina were previously trained to use the program and determined the program was being implemented as intended. The logic model guided this study to meet medium-term goals. The impact of the program was measured qualitatively using teacher observations, teacher focus-group interviews, and through document analysis of lesson plans and the program guide. Quantitative data were collected using teacher surveys. The results from this study led the researcher to conclude Write from the Beginning and Beyond: Response to Literature is a support system to assist with the integration of critical thinking in the English language arts classroom as recommended by the P21 Framework and positively impacted teachers’ planning, instruction, and assessment. Professional development implemented as PLCs positively developed the teachers’ continued understanding of using the program. Establishing one definition of critical thinking provided guidance and unified understanding for the teachers. Critical thinking integrated through the program was observable in teachers’ planning, instruction, and assessment using Scriven and Paul’s critical thinking action words: conceptualizing, applying, analyzing, synthesizing, and evaluating

    The evaluation of public relations programmes has been a topic of keen interest to the public relations community for many years. A number of three level/stage models have been proposed to describe and explain the evaluation process. They have not been successful in terms of practitioner acceptance and have been criticised for being unrealistic and lacking feedback mechanisms. More recently the short-term and continuing models have been developed in response to these criticisms. This paper suggests a Unified Evaluation model which uses an established analysis of the communication/persuasion process as a framework to integrate and unify existing models that describe the public relations evaluation process. The proposed testing of this model in a European, transnational context is then outlined

Through a survey of leaders in 385 districts, we assessed districts' capacity with respect to arts education, explored early spending choices, and examined the relationship between the two. We also studied changes in arts education since the new resources became available and worked to understand the barriers that continue to stand in the way of comprehensive arts education for all California students
