    Technology Development in Transition - The Case of Hungarian Industry -

    The reform of 1989 exposed Hungarian industry to foreign competition and confronted it to the loss of the vast and undemanding COMECON market, the withdrawal of public support and the need for privatisation. Based on twenty-four interviews in pharmaceutical, electronics, automotive and textile companies, this paper gives insight into the efforts made by Hungarian industry to upgrade its technology in response to these pressures. The patterns found reflect the shift away from the old strategy of autarchic imitation of western technology based on own research and development towards catch-up through acquisition of western product and process know-how. The firms' modernisation activities were heavily driven by foreign investment and financial support from public agencies, but there are drawbacks associated with both, especially foreign investment which has in some cases contributed to the erosion of indigenous research capability. Science and technology institutions played an important role in the upgrading of industrial technology before the reform, but linkages with industry have eroded in the 1990s as a result of the drastic decline in state funding for science and technology and the financial crisis in industry. Financial support from the European Union for science and technology in the sample firms is reviewed and a number of suggestions are made for its improvement, so as to better reflect Hungary's current needs in the context of its increasing integration with the European Union.

    Managing competences in entrepreneurial technology firms: a comparative institutional analysis of Germany, Sweden and the UK

    Innovative firms face two major kinds of risks in developing new technologies: competence destruction and appropriability. High levels of technical uncertainty and radical changes in knowledge in some fields generate high technical failure risks and make it difficult to plan research and development programmes. They therefore encourage high levels of flexibility in acquiring and using skilled staff. Appropriability risks, on the other hand, encourage innovative firms to develop organisation-specific competences through investing in complementary assets, such as marketing and distribution capabilities, that involve longer-term employer-employee commitments to building complex organisations. These connections between technology risks and employment policies help to explain why different kinds of market economies with contrasting labour market institutions develop varied innovation patterns. This study focuses on subsectors of the computer software and biotechnology industries in three distinct Europea n countries, UK, Germany and Sweden, that vary in their level of technical change and appropriability.n/a

    Second Annual Transformative Vertical Flight Concepts Workshop: Enabling New Flight Concepts Through Novel Propulsion and Energy Architectures

    On August 3rd and 4th, 2015, a workshop was held at the NASA Ames Research Center, located at the Moffett Federal Airfield in California to explore the aviation communities interest in Transformative Vertical Flight (TVF) Concepts. The Workshop was sponsored by the AHS International (AHS), the American Institute of Aeronautics and Astronautics (AIAA), the National Aeronautics and Space Administration (NASA), and hosted by the NASA Aeronautics Research Institute (NARI). This second annual workshop built on the success and enthusiasm generated by the first TVF Workshop held in Washington, DC in August of 2014. The previous Workshop identified the existence of a multi-disciplinary community interested in this topic and established a consensus among the participants that opportunities to establish further collaborations in this area are warranted. The desire to conduct a series of annual workshops augmented by online virtual technical seminars to strengthen the TVF community and continue planning for advocacy and collaboration was a direct outcome of the first Workshop. The second Workshop organizers focused on four desired action-oriented outcomes. The first was to establish and document common stakeholder needs and areas of potential collaborations. This includes advocacy strategies to encourage the future success of unconventional vertiport capable flight concept solutions that are enabled by emerging technologies. The second was to assemble a community that can collaborate on new conceptual design and analysis tools to permit novel configuration paths with far greater multi-disciplinary coupling (i.e., aero-propulsive-control) to be investigated. The third was to establish a community to develop and deploy regulatory guidelines. This community would have the potential to initiate formation of an American Society for Testing and Materials (ASTM) F44 Committee Subgroup for the development of consensus-based certification standards for General Aviation scale vertiport capable flight systems. These standards need to accommodate novel fixed wing concepts that do not fit within the existing Federal Aviation Administration (FAA) rotorcraft certification framework (Code of Federal Regulations, Title 14, Chapter I, Subchapter C, Part 27). The fourth desired outcome was to launch an information campaign to ensure key U.S. Government agencies understand the potential benefits and industry interest in establishing new vertiport capable flight markets.     The neurocognitive gains of diagnostic reasoning training using simulated interactive veterinary cases

    The present longitudinal study ascertained training-associated transformations in the neural underpinnings of diagnostic reasoning, using a simulation game named “Equine Virtual Farm” (EVF). Twenty participants underwent structural, EVF/task-based and resting-state MRI and diffusion tensor imaging (DTI) before and after completing their training on diagnosing simulated veterinary cases. Comparing playing veterinarian versus seeing a colorful image across training sessions revealed the transition of brain activity from scientific creativity regions pre-training (left middle frontal and temporal gyrus) to insight problem-solving regions post-training (right cerebellum, middle cingulate and medial superior gyrus and left postcentral gyrus). Further, applying linear mixed-effects modelling on graph centrality metrics revealed the central roles of the creative semantic (inferior frontal, middle frontal and angular gyrus and parahippocampus) and reward systems (orbital gyrus, nucleus accumbens and putamen) in driving pre-training diagnostic reasoning; whereas, regions implicated in inductive reasoning (superior temporal and medial postcentral gyrus and parahippocampus) were the main post-training hubs. Lastly, resting-state and DTI analysis revealed post-training effects within the occipitotemporal semantic processing region. Altogether, these results suggest that simulation-based training transforms diagnostic reasoning in novices from regions implicated in creative semantic processing to regions implicated in improvised rule-based problem-solving

    The role of low-load diesel in improved renewable hosting capacity within isolated power systems

    Isolated communities are progressively integrating renewable generation to reduce the societal, economic and ecological cost of diesel generation. Unfortunately, as renewable penetration and load variability increase, systems require greater diesel generation reserves, constraining renewable utilisation. Improved diesel generator flexibility can reduce the requirement for diesel reserves, allowing increased renewable hosting. Regrettably, it is uncommon for utilities to modify diesel generator control during the integration of renewable source generation. Identifying diesel generator flexibility and co-ordination as an essential component to optimising system hosting capacity, this paper investigates improved diesel generator flexibility and coordination via low-load diesel application. Case study comparisons for both high- and low-penetration hybrid diesel power systems are presented in King Island, Australia, and Moloka`i, Hawai`i, respectively. For King Island, the approach details a 50% reduction in storage requirement, while for Moloka`i the application supports a 27% increase in renewable hosting capacity
