Vibrational exciton-mediated quantum state transfert: a simple model
A communication protocol is proposed in which quantum state transfer is
mediated by a vibrational exciton. We consider two distant molecular groups
grafted on the sides of a lattice. These groups behave as two quantum computers
where the information in encoded and received. The lattice plays the role of a
communication channel along which the exciton propagates and interacts with a
phonon bath. Special attention is paid for describing the system involving an
exciton dressed by a single phonon mode. The Hamiltonian is thus solved exactly
so that the relevance of the perturbation theory is checked. Within the
nonadiabatic weak-coupling limit, it is shown that the system supports three
quasi-degenerate states that define the relevant paths followed by the exciton
to tunnel between the computers. When the model parameters are judiciously
chosen, constructive interferences take place between these paths.
Phonon-induced decoherence is minimized and a high-fidelity quantum state

Assessing Devolution in the Canadian North: A Case Study of the Yukon Territory
Despite a rich literature on the political and constitutional development of the Canadian territorial North, few scholars have examined the post-devolution environment in Yukon. This lacuna is surprising since devolution is frequently cited as being crucial to the well-being of Northerners, leading both the Government of Nunavut and the Government of the Northwest Territories to lobby the federal government to devolve lands and resources to them. This paper provides an updated historical account of devolution in Yukon and assesses its impact on the territory since 2003. Relying mainly on written resources and 16 interviews with Aboriginal, government, and industry officials in the territory, it highlights some broad effects of devolution and specifically analyzes the processes of obtaining permits for land use and mining. Our findings suggest that devolution has generally had a positive effect on the territory, and in particular has led to more efficient and responsive land use and mining permit processes
Remobilisation of Zn and Pb in a mountain stream contaminated by mining wastes during a moderate flood event (AriĂšge, France)
The Lez stream drains an orphan mining (Zn and Pb) district, whose tailings are sources of contamination. The evolution of the dissolved and particular Zn and Pb content was studied to evaluate the role of a moderate flood event on the downstream metal tranfert. Although Zn and Pb behave differently, floods appear for both elements as preferential periods for metal fluxes
Asymptotic law of likelihood ratio for multilayer perceptron models
We consider regression models involving multilayer perceptrons (MLP) with one
hidden layer and a Gaussian noise. The data are assumed to be generated by a
true MLP model and the estimation of the parameters of the MLP is done by
maximizing the likelihood of the model. When the number of hidden units of the
true model is known, the asymptotic distribution of the maximum likelihood
estimator (MLE) and the likelihood ratio (LR) statistic is easy to compute and
converge to a law. However, if the number of hidden unit is
over-estimated the Fischer information matrix of the model is singular and the
asymptotic behavior of the MLE is unknown. This paper deals with this case, and
gives the exact asymptotic law of the LR statistics. Namely, if the parameters
of the MLP lie in a suitable compact set, we show that the LR statistics is the
supremum of the square of a Gaussian process indexed by a class of limit score

The Remittances Framework in Lesotho: Assessment of Policies and Programmes Promoting the Multiplier Effect
This study explored policies and programmes aimed at facilitating remittances inflows through formal channels and leveraging remittances for development in Lesotho. The study also looked into regulations and laws on remittances. In order to answer key questions of this study, semiâstructured questionnaires were administered to 29 institutions, including commercial banks, an asset manager, insurance companies, telecommunication companies, government ministries, parastatals, a research institution, a retailer, a savings and credit cooperative and non-governmental organizations. The gaps revealed by this study can be summarised as: the Deferred Pay Act is the only policy driving officially recorded remittance inflows to Lesotho and which facilitated the creation of remittancesâlinked savings product by the banking sector; there are restrictions on remittance outflows for immigrants working in the country, though planned to be eliminated; most of remittances transfer products offered by various institutions suit regular income earners with bank accounts, the adoption of mobileâphone based transfers adoption is low and the mobileâphone based transfer products cannot be used to make international transfers; there is lack of adoption of remittancesâlinked financial products by financial intermediaries and relevant government ministries; the benefits packaged with the remittancesâ linked savings accounts are less attractive; and most of the remittances services providers are concentrated in urban centres. These findings show there is a need to develop policies and programmes for harnessing remittances for development. This study concluded by suggesting policy options for facilitating remittances inflows through regular channels and promoting positive impact of remittances on development
