    Multiobjective Tactical Planning under Uncertainty for Air Traffic Flow and Capacity Management

    We investigate a method to deal with congestion of sectors and delays in the tactical phase of air traffic flow and capacity management. It relies on temporal objectives given for every point of the flight plans and shared among the controllers in order to create a collaborative environment. This would enhance the transition from the network view of the flow management to the local view of air traffic control. Uncertainty is modeled at the trajectory level with temporal information on the boundary points of the crossed sectors and then, we infer the probabilistic occupancy count. Therefore, we can model the accuracy of the trajectory prediction in the optimization process in order to fix some safety margins. On the one hand, more accurate is our prediction; more efficient will be the proposed solutions, because of the tighter safety margins. On the other hand, when uncertainty is not negligible, the proposed solutions will be more robust to disruptions. Furthermore, a multiobjective algorithm is used to find the tradeoff between the delays and congestion, which are antagonist in airspace with high traffic density. The flow management position can choose manually, or automatically with a preference-based algorithm, the adequate solution.     Improverail aims are to further support the establishment of railway infrastructure management in accordance with Directive 91/440, as well as the new railway infrastructure directives, by developing the necessary tools for modelling the management of railway infrastructure; by evaluating improved methods for capacity and resources management, which allow the improvement of the Life Cycle Costs (LCC) calculating methods, including elements related to vehicle - infrastructure interaction and external costs; and by improving data background in support of charging for use of railway infrastructure.     Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.     Distributed QoS Guarantees for Realtime Traffic in Ad Hoc Networks

    In this paper, we propose a new cross-layer framework, named QPART ( QoS br>rotocol for Adhoc Realtime Traffic), which provides QoS guarantees to real-time multimedia applications for wireless ad hoc networks. By adapting the contention window sizes at the MAC layer, QPART schedules packets of flows according to their unique QoS requirements. QPART implements priority-based admission control and conflict resolution to ensure that the requirements of admitted realtime flows is smaller than the network capacity. The novelty of QPART is that it is robust to mobility and variances in channel capacity and imposes no control message overhead on the network

    Software-Defined Cloud Computing: Architectural Elements and Open Challenges

    The variety of existing cloud services creates a challenge for service providers to enforce reasonable Software Level Agreements (SLA) stating the Quality of Service (QoS) and penalties in case QoS is not achieved. To avoid such penalties at the same time that the infrastructure operates with minimum energy and resource wastage, constant monitoring and adaptation of the infrastructure is needed. We refer to Software-Defined Cloud Computing, or simply Software-Defined Clouds (SDC), as an approach for automating the process of optimal cloud configuration by extending virtualization concept to all resources in a data center. An SDC enables easy reconfiguration and adaptation of physical resources in a cloud infrastructure, to better accommodate the demand on QoS through a software that can describe and manage various aspects comprising the cloud environment. In this paper, we present an architecture for SDCs on data centers with emphasis on mobile cloud applications.     Cost Estimate Modeling of Transportation Management Plans for Highway Projects, Research Report 11-24

    Highway rehabilitation and reconstruction projects frequently cause road congestion and increase safety concerns while limiting access for road users. State Transportation Agencies (STAs) are challenged to find safer and more efficient ways to renew deteriorating roadways in urban areas. To better address the work zone issues, the Federal Highway Administration published updates to the Work Zone Safety and Mobility Rule. All state and local governments receiving federal aid funding were required to comply with the provisions of the rule no later than October 12, 2007. One of the rule’s major elements is to develop and implement Transportation Management Plans (TMPs). Using well-developed TMP strategies, work zone safety and mobility can be enhanced while road user costs can be minimized. The cost of a TMP for a road project is generally considered a high-cost item and, therefore, must be quantified. However, no tools or systematic modeling methods are available to assist agency engineers with TMP cost estimating. This research included reviewing TMP reports for recent Caltrans projects regarding state-of-the-art TMP practices and input from the district TMP traffic engineers. The researchers collected Caltrans highway project data regarding TMP cost estimating. Then, using Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software, the researchers performed case studies. Based on the CA4PRS outcomes of the case studies, a TMP strategy selection and cost estimate (STELCE) model for Caltrans highway projects was proposed. To validate the proposed model, the research demonstrated an application for selecting TMP strategies and estimating TMP costs. Regarding the model’s limitation, the proposed TMP STELCE model was developed based on Caltrans TMP practices and strategies. Therefore, other STAs might require adjustments and modifications, reflecting their TMP processes, before adopting this model. Finally, the authors recommended that a more detailed step-by-step TMP strategy selection and cost estimate process be included in the TMP guidelines to improve the accuracy of TMP cost estimates

    This memorandum is the seventh review of the status of supplemental projects for major Single Occupancy Vehicle (SOV) capacity-adding projects in the region's Transportation Improvement Programs (TIPs). The Delaware Valley Regional Planning Commission worked with project sponsors to identify or update Congestion Management Process (CMP) commitments for six projects, including five major SOV capacityadding projects in Pennsylvania that did not already have an approved table of supplemental commitments. Commitments for one project in New Jersey are updated in this memorandum. All projects reviewed were found to be making reasonable progress with supplemental projects in accordance with federal CMP regulations. The passage of Pennsylvania Act 89 of 2013 has led to the reactivation of many projects that were on hold for years due to lack of funding. Each of these projects was already in the project pipeline prior to being listed in the FY 2015 -- 2018 PA TIP for Final Design and Construction funds.
