    The non-use and influence of UK energy sector indicators

    This paper presents the results from a case study on the role in policymaking of UK Energy Sector Indicators (ESIs), introduced by the government in 2003. The findings show that the ESIs constituted a very minor element within the broader evidence-base used by policymakers, and that this indicator set and its objectives were poorly known even to central players in the sector. The findings of this research provide further evidence for the observation that scientific knowledge (including evaluations, assessments and indicators) seldom play an instrumental role in policymaking, and are more likely to produce indirect, conceptual and political impacts. The analysis provides a number of tentative conclusions concerning such potential indirect impacts that accrue mainly through processes of dialogue and argumentation both during the preparation of the indicators and after their publication as part of the annual reporting by the UK energy department. The ESIs have played various conceptual and political roles, yet the concrete outcomes in terms of policy change remain to be explored. The conclusions highlight the limitations of rationalist notions of direct, instrumental use in the efforts to understand the role of indicators in policymaking. The paper concludes by three tentative propositions concerning the explanations to the absence of instrumental role of the ESIs, which could be usefully explored in future research: the characteristics of the energy sector; the characteristics of the UK policy culture; and the exceptionality of the ESIs in the general evidence-base of UK energy sector

    Labour market policies, poverty and insecurity

    The paper sets out to evaluate the performance in terms of poverty alleviation of conventional labour market and social policies and arrangements in the era of globalised labour markets. To this end, it develops a framework based on five policy evaluation principles, centred on the normative notion of social justice, whereby the expansion of full freedom requires basic economic security for all. It concludes that most of the labour market interventions reviewed have suffered from common failures such as lack of transparency and accountability, high costs, chronic inefficiency in terms of misused resources and ineffective targeting, thus failing most of the time to reach the poorest and to reduce inequalities in labour markets. They rarely meet any of the policy evaluation principles proposed in the paper. Yet, countries are still encouraged to use these conventional policies, which were developed in the context of industrialised countries. The message is, thus, that not too much can be expected from labour market policies. These policies may help in making labour markets function better but their contribution towards overcoming poverty and economic insecurity can only be limited. Labour markets are part of the broader economic system: policymakers should look to social policies in order to deal with poverty and the misdistribution of income rather than expect labour markets to deal with these fundamental features of a market economy

    United Nations Development Assistance Framework for Kenya

    The United Nations Development Assistance Framework (2014-2018) for Kenya is an expression of the UN's commitment to support the Kenyan people in their self-articulated development aspirations. This UNDAF has been developed according to the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF's full alignment to Government priorities and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF narrative includes five recommended sections: Introduction and Country Context, UNDAF Results, Resource Estimates, Implementation Arrangements, and Monitoring and Evaluation as well as a Results and Resources Annex. Developed under the leadership of the Government, the UNDAF reflects the efforts of all UN agencies working in Kenya and is shaped by the five UNDG programming principles: Human Rights-based approach, gender equality, environmental sustainability, capacity development, and results based management. The UNDAF working groups have developed a truly broad-based Results Framework, in collaboration with Civil Society, donors and other partners. The UNDAF has four Strategic Results Areas: 1) Transformational Governance encompassing Policy and Institutional Frameworks; Democratic Participation and Human Rights; Devolution and Accountability; and Evidence-based Decision-making, 2) Human Capital Development comprised of Education and Learning; Health, including Water, Sanitation and Hygiene (WASH), Environmental Preservation, Food Availability and Nutrition; Multi-sectoral HIV and AIDS Response; and Social Protection, 3) Inclusive and Sustainable Economic Growth, with Improving the Business Environment; Strengthening Productive Sectors and Trade; and Promoting Job Creation, Skills Development and Improved Working Conditions, and 4) Environmental Sustainability, Land Management and Human Security including Policy and Legal Framework Development; and Peace, Community Security and Resilience. The UNDAF Results Areas are aligned with the three Pillars (Political, Social and Economic) of the Government's Vision 2030 transformational agenda

    How to monitor sustainable mobility in cities? Literature review in the frame of creating a set of sustainable mobility indicators

    The role of sustainable mobility and its impact on society and the environment is evident and recognized worldwide. Nevertheless, although there is a growing number of measures and projects that deal with sustainable mobility issues, it is not so easy to compare their results and, so far, there is no globally applicable set of tools and indicators that ensure holistic evaluation and facilitate replicability of the best practices. In this paper, based on the extensive literature review, we give a systematic overview of relevant and scientifically sound indicators that cover different aspects of sustainable mobility that are applicable in different social and economic contexts around the world. Overall, 22 sustainable mobility indicators have been selected and an overview of the applied measures described across the literature review has been presented
