    Water-Electricity-Light System: Technology Innovations

    This paper presents the design of the Water-Electricity-Light System (WELS) that is an integration of technologies composed of rain catcher, mechanical filter and UV irradiation, solar panel, charge converter, LED light, inverter and car battery. We traced back its development from a bulky and expensive system that was meant to generate drinking water into a more innovative water cleaning system that integrated lighting and cellphone charging. We tracked the improvements applied to the system to make the design more efficient yet simple enough to be replicated and customized in order to address varied needs. We shared the alterations made to the system components based on installation experiences in different contexts. We also explored ways to lower its cost and to make its power storage more durable. Initial results are shared in this paper. Having seen its usefulness and realized its successful implementation on the ground, we are proposing the pre-positioning of WELS to promote disaster resilience in a community level. We based this assertion on the review of all documentations done and feedback gathered from our ten-year experience of more than 140 WELS installations all over the Philippines

    Volcanic Activity: Processing of Observation and Remote Sensing Data (VAPOR)

    The World Bank makes a very clear distinction between disasters and natural phenomena. Natural phenomena are events like volcanic eruptions. A disaster only occurs when the ability of the community to cope with natural phenomenon has been surpassed, causing widespread human, material, economic or environmental losses. By these definitions, volcanic eruptions do not have to lead to disasters. On November 13, 1985, the second most deadly eruption of the twentieth century occurred in Colombia. Within a few hours of the eruption of the Nevado del Ruiz volcano, 23,000 people were dead because no infrastructure existed to respond to such an emergency. Six years later, the 1991 eruption of Mount Pinatubo in the Philippines was the largest volcanic eruption in the 21st century to affect a heavily populated area. Because the volcano was monitored, early warning of the eruption was provided and thousands of lives were saved. Despite these improvements, some communities still face danger from volcanic events and volcano-monitoring systems still require further development. There remain clear gaps in monitoring technologies, in data sharing, and in early warning and hazard tracking systems. A global volcano-monitoring framework such as the VIDA framework can contribute to filling these gaps. VIDA stands for “VAPOR Integrated Data-sharing and Analysis” and is also the Catalan and Spanish word for ‘life’. The ultimate goal for this project is to help save the lives of people threatened by volcanic hazards, while protecting infrastructure and contributing to decision support mechanisms in disaster risk management scenarios

    Drones for Conservation in Protected Areas: Present and Future

    Park managers call for cost-effective and innovative solutions to handle a wide variety of environmental problems that threaten biodiversity in protected areas. Recently, drones have been called upon to revolutionize conservation and hold great potential to evolve and raise better-informed decisions to assist management. Despite great expectations, the benefits that drones could bring to foster effectiveness remain fundamentally unexplored. To address this gap, we performed a literature review about the use of drones in conservation. We selected a total of 256 studies, of which 99 were carried out in protected areas. We classified the studies in five distinct areas of applications: “wildlife monitoring and management”; “ecosystem monitoring”; “law enforcement”; “ecotourism”; and “environmental management and disaster response”. We also identified specific gaps and challenges that would allow for the expansion of critical research or monitoring. Our results support the evidence that drones hold merits to serve conservation actions and reinforce effective management, but multidisciplinary research must resolve the operational and analytical shortcomings that undermine the prospects for drones integration in protected areas

    The project worked to increase capacity of coastal cities and vulnerable communities in the Philippines to adapt to climate and disaster risks, and move towards resilience in the context of rapid urbanization and economic expansion. Advocating for science-based decision-making, and operating through public-private transdisciplinary collaboration, coastal cities at risk in the Philippines (CCARPH) along with the National Resilience Council (NRC) helped integrate private sector roles in understanding, mitigating, and preventing risks associated with climate change.     Student Integrated ProjectIncludes supplementary materialThis technical report analyzed the Navy's proposed Riverine Force (RF) structure and capabilities for 2012. The Riverine Sustainment 2012 Team (RST) examined the cost and performance of systems of systems which increased RF sustainment in logistically barren environments. RF sustainment was decomposed into its functional areas of supply, repair, and force protection. The functional and physical architectures were developed in parallel and were used to construct an operational architecture for the RF. The RST used mathematical, agent-based and queuing models to analyze various supply, repair and force protection system alternatives. Extraction of modeling data revealed several key insights. Waterborne heavy lift connectors such as the LCU-2000 are vital in the re-supply of the RF when it is operating up river in a non-permissive environment. Airborne heavy lift connectors such as the MV-22 were ineffective and dominated by the waterborne variants in the same environment. Increase in manpower and facilities did appreciable add to the operational availability of the RF. Mean supply response time was the biggest factor effecting operational availability and should be kept below 24 hours to maintain operational availability rates above 80%. Current mortar defenses proposed by the RF are insufficient.N

    The occurrence and origin of salinity in non-coastal groundwater in the Waikato region

    Aims The aims of this project are to describe the occurrence, and determine the origin of non-coastal saline groundwater in the Waikato region. High salinity limits the use of the water for supply and agricultural use. Understanding the origin and distribution of non-coastal salinity will assist with development and management of groundwater resources in the Waikato. Method The occurrence of non-coastal groundwater salinity was investigated by examining driller’s records and regional council groundwater quality information. Selected wells were sampled for water quality analyses and temperatures were profiled where possible. Water quality analyses include halogens such as chloride, fluoride, iodide and bromide. Ratios of these ions are useful to differentiate between geothermal and seawater origins of salinity (Hem, 1992). Other ionic ratio approaches for differentiating sources and influences on salinity such as those developed by Alcala and Emilio (2008) and Sanchez-Martos et al., (2002), may also be applied. Potential sources of salinity include seawater, connate water, geothermal and anthropogenic influences. The hydrogeologic settings of saline occurrence were also investigated, to explore the potential to predict further occurrence. Results Numerous occurrences of non-coastal saline groundwater have been observed in the Waikato region. Where possible, wells with relatively high total dissolved solids (TDS) were selected for further investigation. Several groundwater samples are moderately saline and exceed the TDS drinking water aesthetic guideline of 1,000 g m-3 (Ministry of Health, 2008). Selected ion ratios (predominantly halogens) were used to assist in differentiating between influences on salinity such as seawater and geothermal. Bromide to iodide ratios, in particular, infer a greater geothermal influence on salinity, although other ratios are not definitive. The anomalously elevated salinity observed appears natural but nevertheless has constrained localised groundwater resource development for dairy factory, industrial and prison water supply use. Further work may show some relationship with geology or tectonics, which could assist prediction of inland saline groundwater occurrence

    Ecology-based planning. Italian and French experimentations

    This paper examines some French and Italian experimentations of green infrastructures’ (GI) construction in relation to their techniques and methodologies. The construction of a multifunctional green infrastructure can lead to the generation of a number of relevant bene ïŹ ts able to face the increasing challenges of climate change and resilience (for example, social, ecological and environmental through the recognition of the concept of ecosystem services) and could ease the achievement of a performance-based approach. This approach, differently from the traditional prescriptive one, helps to attain a better and more ïŹ‚ exible land-use integration. In both countries, GI play an important role in contrasting land take and, for their adaptive and cross-scale nature, they help to generate a res ilient approach to urban plans and projects. Due to their ïŹ‚ exible and site-based nature, GI can be adapted, even if through different methodologies and approaches, both to urban and extra-urban contexts. On one hand, France, through its strong national policy on ecological networks, recognizes them as one of the major planning strategies toward a more sustainable development of territories; on the other hand, Italy has no national policy and Regions still have a hard time integrating them in already existing planning tools. In this perspective, Italian experimentations on GI construction appear to be a simple and sporadic add-on of urban and regional plans
