Comparison of Approaches to Management of Large Marine Areas
In order to learn more about the different approaches to managing large-scale marine areas, their comparative merits, and the synergies and overlaps between them, Conservation International (CI) commissioned this independent analysis of several widely applied models. Since 2004, CI, together with a multitude of partners, has been developing the Seascapes model to manage large, multiple-use marine areas in which government authorities, private organizations, and other stakeholders cooperate to conserve the diversity and abundance of marine life and to promote human well-being. The definition of the Seascapes approach and the identification of the essential elements of a functioning Seascape were built from the ground up, informed by the extensive field experience of numerous marine management practitioners. Although the report was commissioned by CI, the views expressed in this report are those of the authors; they were charged with providing a critical examination of all the assessed approaches, including the Seascapes approach. This analysis provides a comprehensive understanding of the strengths and weaknesses of each approach. This will help us -- and, we hope, other readers -- to identify ways to work together to achieve even greater results through synergistic efforts

South Asia and societal challenges : a regional perspective
This paper is a summary of the South Asian regionâs status and interests concerning the seven thematic societal challenges identified under the EUâs Horizon 2020 research programme: Health, demographic change and wellbeing; Food security, sustainable agricultures, marine and maritime research and the bio-based economy; Clean and efficient energy; Smart, green and integrated transport; Climate action, resource efficiency and raw materials; A changing world - inclusive, innovative and reflective societies; and, Secure societies - protecting freedom and security of the country and its citizens.
This paper considers the position of seven countries in South Asia: Afghanistan; Bangladesh; Bhutan; Maldives; Nepal; Pakistan; and, Sri Lanka1. It also identifies national and regional priorities for the seven themes under consideration.
This paper is an output of the CASCADE project (Collaborative Action towards Societal Challenges through Awareness, Development, and Education) that aims to provide the foundation for a future International Cooperation Network programme targeting South Asian Countries, which will promote bi-regional coordination of Science & Technology cooperation.
The EU recognise a need to strengthen internationalisation through strategic policy action. The need for linkages with Asian countries has been highlighted given the regionâs rapidly growing research and innovation capacities and the urgency to address global challenges.
The project coincides with the launch of Horizon 2020, a Europe 2020 flagship initiative aimed at securing Europeâs global competitiveness. Running from 2014 to 2020 with a budget of just over âŹ80 billion, the EUâs new programme for research and innovation is part of the drive to tackle global societal challenges, and create new growth and jobs. International cooperation in research and innovation is an essential element for meeting the objectives of Europe 2020. Recognising the global nature of producing and using knowledge, Horizon 2020 builds on the success of international cooperation in previous framework programmes and is fully open to participation from third countries
Accredited qualifications for capacity development in disaster risk reduction and climate change adaptation
Increasingly practitioners and policy makers working
across the globe are recognising the importance of
bringing together disaster risk reduction and climate
change adaptation. From studies across 15 Pacific island
nations, a key barrier to improving national resilience
to disaster risks and climate change impacts has been
identified as a lack of capacity and expertise resulting
from the absence of sustainable accredited and quality
assured formal training programmes in the disaster risk
reduction and climate change adaptation sectors. In the
2016 UNISDR Science and Technology Conference
on the Implementation of the Sendai Framework for
Disaster Risk Reduction 2015â2030, it was raised that
most of the training material available are not reviewed
either through a peer-to-peer mechanism or by the
scientific community and are, thus, not following quality
assurance standards. In response to these identified
barriers, this paper focuses on a call for accredited formal
qualifications for capacity development identified in the
2015 United Nations landmark agreements in DRR and
CCA and uses the Pacific Islands Region of where this
is now being implemented with the launch of the Pacific
Regional Federation of Resilience Professionals, for
DRR and CCA. A key issue is providing an accreditation
and quality assurance mechanism that is shared across
boundaries. This paper argues that by using the United
Nations landmark agreements of 2015, support for a
regionally accredited capacity development that ensures
all countries can produce, access and effectively use
scientific information for disaster risk reduction and
climate change adaptation. The newly launched Pacific

work in disaster risk reduction and climate change
adaptation may offer a model that can be used more
widely
Implementation Action Plan for organic food and farming research
The Implementation Action Plan completes TP Organicsâ trilogy of key documents of the Research Vision to 2025 (Niggli et al 2008) and the Strategic Research Agenda (Schmid et al 2009). The Implementation Action Plan addresses important areas for a successful implementation of the Strategic Research Agenda. It explores the strength of Europeâs organic sector on the world stage with about one quarter of the worldâs organic agricultural land in 2008 and accounting for more than half of the global organic market. The aims and objectives of organic farming reflect a broad range of societal demands on the multiple roles of agriculture and food production of not only producing commodities but also ecosystem services. These are important for Europeâs economic success, the resilience of its farms and prosperity in its rural areas. The organic sector is a leading market for quality and authenticity: values at the heart of European food culture.
Innovation is important across the EU economy, and no less so within the organic sector. The Implementation Action Plan devotes its third chapter to considering how innovation can be stimulated through organic food and farming research and, crucially, translated into changes in business and agricultural practice. TP Organics argues for a broad understanding of innovation that includes technology, know-how and social/organisational innovations. Accordingly, innovation can involve different actors throughout the food sector. Many examples illustrate innovations in the organic sector includign and beyond technology. The various restrictions imposed by organic standards have driven change and turned organic farms and food businesses into creative living laboratories for smart and green innovations and the sector will continue to generate new examples. The research topics proposed by TP Organics in the Strategic Research Agenda can drive innovation in areas as wide ranging as production practices for crops, technologies for livestock, food processing, quality management, on-farm renewable energy or insights into the effects of consumption of organic products on disease and wellbeing and life style of citizens. Importantly, many approaches developed within the sector are relevant and useful beyond the specific sector.
The fourth chapter addresses knowledge management in organic agriculture, focusing on the further development of participatory research methods. Participatory (or trans-disciplinary) models recognise the worth and importance of different forms of knowledge and reduced boundaries between the generators and the users of knowledge, while respecting and benefitting from transparent division of tasks. The emphasis on joint creation and exchange of knowledge makes them valuable as part of a knowledge management toolkit as they have the capacity to enhance the translation of research outcomes into practical changes and lead to real-world progress. The Implementation Action Plan argues for the wider application of participatory methods in publicly-funded research and also proposes some criteria for evaluating participatory research, such as the involvement and satisfaction of stakeholders as well as real improvements in sustainability and delivery of public goods/services.
European agriculture faces specific challenges but at the same time Europe has a unique potential for the development of agro-ecology based solutions that must be supported through well focused research. TP Organics believes that the most effective approaches in agriculture and food research will be systems-based, multi- and trans-disciplinary, and that in the development of research priorities, the interconnections between biodiversity, dietary diversity, functional diversity and health must be taken into account. Chapter five of the action plan identifies six themes which could be used to organise research and innovation activities in agriculture under Europeâs 8th Framework Programme on Research Cooperation:
⢠Eco-functional intensification â A new area of agricultural research which aims to harness beneficial activities of the ecosystem to increase productivity in agriculture.
⢠The economics of high output / low input farming Developing reliable economic and environmental assessments of new recycling, renewable-based and efficiency-boosting technologies for agriculture.
⢠Health care schemes for livestock Shifting from therapeutics to livestock health care schemes based on good husbandry and disease prevention.
⢠Resilience and âsustainagilityâ Dealing with a more rapidly changing environment by focusing on âadaptive capacityâ to help build resilience of farmers, farms and production methods.
⢠From farm diversity to food diversity and health and wellbeing of citizens Building on existing initiatives to reconnect consumers and producers, use a âwhole food chainâ approach to improve availability of natural and authentic foods.
⢠Creating centres of innovation in farming communities A network of centres in Europe applying and developing trans-disciplinary and participatory scientific approaches to support innovation among farmers and SMEs and improving research capacities across Europe

Disaster Resilience Education and Research Roadmap for Europe 2030 : ANDROID Report
A disaster resilience education and research roadmap for Europe 2030 has been launched. This roadmap represents an important output of the ANDROID disaster resilience network, bringing together existing literature in the field, as well as the results of various analysis and study projects undertaken by project partners.The roadmap sets out five key challenges and opportunities in moving from 2015 to 2030 and aimed at addressing the challenges of the recently announced Sendai Framework for Disaster Risk Reduction 2015-2030. This roadmap was developed as part of the ANDROID Disaster Resilience Network, led by Professor Richard Haigh of the Global Disaster Resilience Centre (www.hud.ac.uk/gdrc ) at the School of Art, Design and Architecture at the University of Huddersfield, UK. The ANDROID consortium of applied, human, social and natural scientists, supported by international organisations and a stakeholder board, worked together to map the field in disaster resilience education, pool their results and findings, develop interdisciplinary explanations, develop capacity, move forward innovative education agendas, discuss methods, and inform policy development.
