    Measurement and reporting of climate-smart agriculture: technical guidance for a countrycentric process

    Given the extent of climate-smart agriculture (CSA) initiatives at project, national, regional and global levels, there is increasing interest in tracking progress in implementing CSA at national level. CSA is also expected to contribute to higher-level goals (e.g., the Paris Agreement, Africa Union’s Vision 25x25, and the Sustainable Development Goals [SDGs], etc.). Measurement and reporting of climate-smart agriculture (MR of CSA) provides intelligence on necessary the status, effectiveness, efficiency and impacts of interventions, which is critical for meeting stakeholders’ diverse management and reporting needs. In this paper, we build the case for a stakeholder-driven, country-centric framework for MR of CSA, which aims to increase coordination and coherence across stakeholders’ MR activities, while also aligning national reporting with reporting on international commitments. We present practical guidance on how to develop an integrated MR framework, drawing on findings from a multi-country assessment of needs, opportunities and capacities for national MR of CSA. The content of a unified MR framework is determined by stakeholders’ activities (how they promote CSA), needs (why MR is useful to them) and current capacities to conduct periodic monitoring, evaluation and reporting (how ready are institutions, staff and finances). Our analysis found that explicit demand for integration of data systems and active engagement of stakeholders throughout the entire process are key ingredients for building a MR system that is relevant, useful and acted upon. Based on these lessons, we identify a seven-step framework for stakeholders to develop a comprehensive information system for MR of progress in implementing CSA

    Recent advances in networking, handheld computing and sensor technologies have driven forward research towards the realisation of Mark Weiser's dream of calm and ubiquitous computing (variously called pervasive computing, ambient computing, active spaces, the disappearing computer or context-aware computing). In turn, this has led to the emergence of smart environments as one significant facet of research in this domain. A smart environment, or space, is a region of the real world that is extensively equipped with sensors, actuators and computing components [1]. In effect the smart space becomes a part of a larger information system: with all actions within the space potentially affecting the underlying computer applications, which may themselves affect the space through the actuators. Such smart environments have tremendous potential within many application areas to improve the utility of a space.     This report contains eight linked feasibility studies conducted in Cairns during 2010. These exploratory studies examine the complex challenges of compiling and sharing information about incidents of person-to-person violence in a late night entertainment precinct (LNEP). The challenges were methodological as well as logistical and ethical. The studies look at how information can be usefully shared, while preserving the confidentiality of those involved. They also examine how information can be compiled from routinely collected sources with little or no additional resources, and then shared by the agencies that are providing and using the information.Although the studies are linked, they are also stand-alone and so can be published in peer-reviewed literature. Some have already been published, or are ‘in press’ or have been submitted for review. Others require the NDLERF board’s permission to be published as they include data related more directly to policing, or they include information provided by police.The studies are incorporated into the document under section headings. In each section, they are introduced and then presented in their final draft form. The final published form of each paper, however, is likely to be different from the draft because of journal and reviewer requirements.     The impact of a night confinement policy on patients in a high secure inpatient mental health service.

    Purpose – From 2012, all high-secure forensic mental health services in England began operating a policy of confining patients to their locked bedrooms overnight to increase service efficiency and reduce costs. The purpose of this paper is to assess the views of staff and patients concerning the policy and examine the specific impact of the policy on patients. Design/methodology/approach – Measures of patients’ sleep hygiene, patients’ behaviour, ward atmosphere, engagement with therapy and adverse incidents were taken both before and after the night confinement (NC) policy was implemented. Both patients and staff also expressed their views of the impact of the NC policy. Findings – Results provide converging evidence that the impact of the NC policy on patients is negligible. There were no consistent negative effects of confining patients overnight. Rather, patients and staff were broadly positive about the impact that the practice had on patients. Practical implications – Confining patients to locked bedrooms overnight does not exert any consistent influence, positive or negative, on patients’ sleep hygiene, behaviour or engagement with therapy, and patients expressed a broadly positive view of the practice of NC. Thus, a NC policy may have a contribution to make to the provision an effective high-secure mental health service. Originality/value – The study provides convincing evidence that secure inpatient mental health services that are considering the adoption of a NC policy may do so without fear of a negative impact on patients

    The non-use and influence of UK energy sector indicators

    This paper presents the results from a case study on the role in policymaking of UK Energy Sector Indicators (ESIs), introduced by the government in 2003. The findings show that the ESIs constituted a very minor element within the broader evidence-base used by policymakers, and that this indicator set and its objectives were poorly known even to central players in the sector. The findings of this research provide further evidence for the observation that scientific knowledge (including evaluations, assessments and indicators) seldom play an instrumental role in policymaking, and are more likely to produce indirect, conceptual and political impacts. The analysis provides a number of tentative conclusions concerning such potential indirect impacts that accrue mainly through processes of dialogue and argumentation both during the preparation of the indicators and after their publication as part of the annual reporting by the UK energy department. The ESIs have played various conceptual and political roles, yet the concrete outcomes in terms of policy change remain to be explored. The conclusions highlight the limitations of rationalist notions of direct, instrumental use in the efforts to understand the role of indicators in policymaking. The paper concludes by three tentative propositions concerning the explanations to the absence of instrumental role of the ESIs, which could be usefully explored in future research: the characteristics of the energy sector; the characteristics of the UK policy culture; and the exceptionality of the ESIs in the general evidence-base of UK energy sector

    The SECURE collaboration model

    The SECURE project has shown how trust can be made computationally tractable while retaining a reasonable connection with human and social notions of trust. SECURE has produced a well-founded theory of trust that has been tested and refined through use in real software such as collaborative spam filtering and electronic purse. The software comprises the SECURE kernel with extensions for policy specification by application developers. It has yet to be applied to large-scale, multi-domain distributed systems taking different application contexts into account. The project has not considered privacy in evidence distribution, a crucial issue for many application domains, including public services such as healthcare and police. The SECURE collaboration model has similarities with the trust domain concept, embodying the interaction set of a principal, but SECURE is primarily concerned with pseudonymous entities rather than domain-structured systems

    South Asia and societal challenges : a regional perspective

    This paper is a summary of the South Asian region’s status and interests concerning the seven thematic societal challenges identified under the EU’s Horizon 2020 research programme: Health, demographic change and wellbeing; Food security, sustainable agricultures, marine and maritime research and the bio-based economy; Clean and efficient energy; Smart, green and integrated transport; Climate action, resource efficiency and raw materials; A changing world - inclusive, innovative and reflective societies; and, Secure societies - protecting freedom and security of the country and its citizens. This paper considers the position of seven countries in South Asia: Afghanistan; Bangladesh; Bhutan; Maldives; Nepal; Pakistan; and, Sri Lanka1. It also identifies national and regional priorities for the seven themes under consideration. This paper is an output of the CASCADE project (Collaborative Action towards Societal Challenges through Awareness, Development, and Education) that aims to provide the foundation for a future International Cooperation Network programme targeting South Asian Countries, which will promote bi-regional coordination of Science & Technology cooperation. The EU recognise a need to strengthen internationalisation through strategic policy action. The need for linkages with Asian countries has been highlighted given the region’s rapidly growing research and innovation capacities and the urgency to address global challenges. The project coincides with the launch of Horizon 2020, a Europe 2020 flagship initiative aimed at securing Europe’s global competitiveness. Running from 2014 to 2020 with a budget of just over €80 billion, the EU’s new programme for research and innovation is part of the drive to tackle global societal challenges, and create new growth and jobs. International cooperation in research and innovation is an essential element for meeting the objectives of Europe 2020. Recognising the global nature of producing and using knowledge, Horizon 2020 builds on the success of international cooperation in previous framework programmes and is fully open to participation from third countries

    Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) [CFDA 84.418P]

    Over the past two decades, New York State (NYS) has been actively and collaboratively engaged in systems change across three primary domains: 1) to develop a comprehensive employment system to reduce barriers to work and improve employment outcomes of individuals with disabilities; 2) to enhance the post-school adult outcomes of youth with disabilities, by collaboratively advancing evidence-based secondary transition practices at the regional, school district and individual student levels; and, 3) to support the return-to-work efforts of individuals with disabilities who receive Social Security Administration (SSA) disability benefits under the Supplemental Security Income (SSI) program and Social Security Disability Insurance (SSDI). These domains have been supported by numerous federal and state initiatives including: the US Department of Education’s Office of Special Education and Rehabilitation Services (OSERS)-sponsored Transition Systems Change grant; the SSA-sponsored State Partnership Initiative (NYWORKS); two Youth Transition Demonstrations (YTD); the Benefits Offset National Demonstration (BOND); and, three cycles of funding for the National Work Incentives Support Center (WISC); the US Department of Labor (DOL)-sponsored Work Incentive Grant, Disability Program Navigator Initiative, and Disability Employment Initiative; three rounds of funding from the Center for Medicaid and Medicare Services (CMS) for Medicaid Infrastructure Grants (MIG, NY Makes Work Pay); the NYS Education Department (NYSED) sponsored Model Transition Program (MTP); and three multi-year cycles of the statewide Transition Coordination Site network. Most recently, NYS has sponsored the Statewide Transition Services Professional Development Support Center (PDSC); the NYS Developmental Disability Planning Council (DDPC)-sponsored Transition Technical Assistance Support Program (T-TASP), NYS Work Incentives Support Center (NYS WISC), and NYS Partners in Policy Making (PIP); the NYS Office of Mental Health (OMH)-sponsored Career Development Initiative; and others. The growing statewide and gubernatorial emphasis on employment for New Yorkers with disabilities developed over the past two decades stemming from these initiatives, supported by service innovations and shared vision across state agencies and employment stakeholders, establishes a strong foundation for implementing and sustaining a research demonstration to “Promote the Readiness of Minors in Supplemental Security Income” (PROMISE). The NYS PROMISE will build upon NYS’ past successes and significantly support NYS in removing systems, policy and practice barriers for transition-age youth who receive SSI and their families. The NYS OMH through the Research Foundation for Mental Hygiene (RFMH), with their management partners the New York Employment Support System (NYESS) Statewide Coordinating Council (SCC) and Cornell University Employment and Disability Institute, along with the proposed research demonstration site community, join the NYS Governor’s Office in designing and implementing a series of statewide strategic service interventions to support the transition and employment preparation of youth ages 14-16 who receive SSI

    Big Data on Cloud application is growing rapidly. When the cloud is attacked, the investigation relies on digital forensics evidence. This paper proposed the data collection via Raspberry Pi devices, in a healthcare situation. The significance of this work is that could be expanded into a digital device array that takes big data security issues into account. There are many potential impacts in health area. The field of Digital Forensics Science has been tagged as a reactive science by some who believe research and study in the field often arise as a result of the need to respond to event which brought about the needs for investigation; this work was carried as a proactive research that will add knowledge to the field of Digital Forensic Science. The Raspberry Pi is a cost-effective, pocket sized computer that has gained global recognition since its development in 2008; with the wide spread usage of the device for different computing purposes. Raspberry Pi can potentially be a cyber security device, which can relate with forensics investigation in the near future. This work has used a systematic approach to study the structure and operation of the device and has established security issues that the widespread usage of the device can pose, such as health or smart city. Furthermore, its evidential information applied in security will be useful in the event that the device becomes a subject of digital forensic investigation in the foreseeable future. In healthcare system, PII (personal identifiable information) is a very important issue. When Raspberry Pi plays a processor role, its security is vital; consequently, digital forensics investigation on the Raspberry Pies becomes necessary
