    GPS water level measurements for Indonesia's Tsunami Early Warning System

    On Boxing Day 2004, a severe tsunami was generated by a strong earthquake in Northern Sumatra causing a large number of casualties. At this time, neither an offshore buoy network was in place to measure tsunami waves, nor a system to disseminate tsunami warnings to local governmental entities. Since then, buoys have been developed by Indonesia and Germany, complemented by NOAA's Deep-ocean Assessment and Reporting of Tsunamis (DART) buoys, and have been moored offshore Sumatra and Java. The suite of sensors for offshore tsunami detection in Indonesia has been advanced by adding GPS technology for water level measurements. <br><br> The usage of GPS buoys in tsunami warning systems is a relatively new approach. The concept of the German Indonesian Tsunami Early Warning System (GITEWS) (Rudloff et al., 2009) combines GPS technology and ocean bottom pressure (OBP) measurements. Especially for near-field installations where the seismic noise may deteriorate the OBP data, GPS-derived sea level heights provide additional information. <br><br> The GPS buoy technology is precise enough to detect medium to large tsunamis of amplitudes larger than 10 cm. The analysis presented here suggests that for about 68% of the time, tsunamis larger than 5 cm may be detectable

    Although remote sensing has been used in predicting, monitoring, and assessing hazards and disasters for over 50 years, its use in the transportation domain is still in its infancy. This study was conducted to identify the research needs involving the use of remote sensing for such applications within the transportation domain. The first step taken was to determine the current state of remote sensing applications in the transportation domain associated with the prediction, monitor, and assessment of hazards and disasters. The second step was to identify the impacts that such events may cause and the information needed to prevent or reduce their impacts. With the knowledge of the required information, remote sensing requirements and technology limitations were defined. Then according to the knowledge of the current state of research and the limitations of remote systems, future research needs were identified. Finally, the Analytic Hierarchy Process (AHP) was used to rank these research needs

    Automatic, real-time tsunami detection in sea-level measurements is a main component of a tsunami early warning system (TEWS). Although a great effort has been recently undertaken by the scientific and engineering community in developing new technologies (e.g. satellite altimetry, detectors of low-frequency elastic oscillations associated to a tsunami) capable of increasing the awareness of potential tsunamis in the minimum amount of time, at present direct detection in sea level measurements is still the main mean to confirm their actual generation and propagation, i.e. to upgrade or cancel the rapid initial warning usually given on the sole basis of seismic data. The paper describes the best available algorithms and numerical techniques which can be used for automatic real-time tsunami detection by using sea level measurements.     California and Japan both experience frequent seismic activity, which is often damaging to infrastructure. Seismologists have developed systems for detecting and analyzing earthquakes in real-time. JR East has developed systems to mitigate the damage to their facilities and personnel, including an early earthquake detection system, retrofitting of existing facilities for seismic safety, development of more seismically resistant designs for new facilities, and earthquake response training and exercises for staff members. These systems demonstrated their value in the Great East Japan Earthquake of 2011 and have been further developed based on that experience. Researchers in California are developing an earthquake early warning system for the state, and the private sector has seismic sensors in place. These technologies could contribute to the safety of the California High-Speed Rail Authority’s developing system, which could emulate the best practices demonstrated in Japan in the construction of the Los Angeles-to-San Jose segment

    A survey on tidal analysis and forecasting methods for Tsunami detection

    Accurate analysis and forecasting of tidal level are very important tasks for human activities in oceanic and coastal areas. They can be crucial in catastrophic situations like occurrences of Tsunamis in order to provide a rapid alerting to the human population involved and to save lives. Conventional tidal forecasting methods are based on harmonic analysis using the least squares method to determine harmonic parameters. However, a large number of parameters and long-term measured data are required for precise tidal level predictions with harmonic analysis. Furthermore, traditional harmonic methods rely on models based on the analysis of astronomical components and they can be inadequate when the contribution of non-astronomical components, such as the weather, is significant. Other alternative approaches have been developed in the literature in order to deal with these situations and provide predictions with the desired accuracy, with respect also to the length of the available tidal record. These methods include standard high or band pass filtering techniques, although the relatively deterministic character and large amplitude of tidal signals make special techniques, like artificial neural networks and wavelets transform analysis methods, more effective. This paper is intended to provide the communities of both researchers and practitioners with a broadly applicable, up to date coverage of tidal analysis and forecasting methodologies that have proven to be successful in a variety of circumstances, and that hold particular promise for success in the future. It is essential to develop systems to predict disasters and to generate and disseminate timely warnings. Recently, technologies such as the Internet of Things solutions have been integrated into alert systems to provide an effective method to gather environmental data and produce alerts. This work reviews the literature regarding Internet of Things solutions in the field of Early Warning for different natural disasters: floods, earthquakes, tsunamis, and landslides. The aim of the paper is to describe the adopted IoT architectures, define the constraints and the requirements of an Early Warning system, and systematically determine which are the most used solutions in the four use cases examined.     Impact Forecasting to Support Emergency Management of Natural Hazards

    Forecasting and early warning systems are important investments to protect lives, properties, and livelihood. While early warning systems are frequently used to predict the magnitude, location, and timing of potentially damaging events, these systems rarely provide impact estimates, such as the expected amount and distribution of physical damage, human consequences, disruption of services, or financial loss. Complementing early warning systems with impact forecasts has a twofold advantage: It would provide decision makers with richer information to take informed decisions about emergency measures and focus the attention of different disciplines on a common target. This would allow capitalizing on synergies between different disciplines and boosting the development of multihazard early warning systems. This review discusses the state of the art in impact forecasting for a wide range of natural hazards. We outline the added value of impact-based warnings compared to hazard forecasting for the emergency phase, indicate challenges and pitfalls, and synthesize the review results across hazard types most relevant for Europe
