The users may communicate via mobile or hand-held terminals, which may also provide access to terrestrial cellular communications services. While the first and second International Mobile Satellite Conferences (IMSC) mostly concentrated on technical advances, this Third IMSC also focuses on the increasing worldwide commercial activities in Mobile Satellite Services. Because of the large service areas provided by such systems, it is important to consider political and regulatory issues in addition to technical and user requirements issues.     This book is a rewrite of Campus Telecommunications Systems: Managing Change, a book that was written by ACUTA in 1995. In the past decade, our industry has experienced a thousand-fold increase in data rates as we migrated from 10 megabit links (10 million bits per second) to 10 gigabit links (10 billion bits per second), we have seen the National Telecommunications Policy completely revamped; we have seen the combination of voice, data, and video onto one network; and we have seen many of our service providers merge into larger corporations able to offer more diverse services. When this book was last written, A CUT A meant telecommunications, convergence was a mathematical term, triple play was a baseball term, and terms such as iPod, DoS, and QoS did not exist. This book is designed to be a communications primer to be used by new entrants into the field of communications in higher education and by veteran communications professionals who want additional information in areas other than their field of expertise. There are reference books and text books available on every topic discussed in this book if a more in-depth explanation is desired. Individual chapters were authored by communications professionals from various member campuses. This allowed the authors to share their years of experience (more years than many of us would care to admit to) with the community at large.     Enhancement of perceived quality of service for voice over internet protocol systems

    Voice over Internet Protocol (WIP) applications are becoming more and more popular in the telecommunication market. Packet switched V61P systems have many technical advantages over conventional Public Switched Telephone Network (PSTN), including its efficient and flexible use of the bandwidth, lower cost and enhanced security. However, due to the IP network's "Best Effort" nature, voice quality are not naturally guaranteed in the VoIP services. In fact, most current Vol]P services can not provide as good a voice quality as PSTN. IP Network impairments such as packet loss, delay and jitter affect perceived speech quality as do application layer impairment factors, such as codec rate and audio features. Current perceived Quality of Service (QoS) methods are mainly designed to be used in a PSTN/TDM environment and their performance in V6IP environment is unknown. It is a challenge to measure perceived speech quality correctly in V61P system and to enhance user perceived speech quality for VoIP system. The main goal of this project is to evaluate the accuracy of the existing ITU-T speech quality measurement method (Perceptual Evaluation of Speech Quality - PESQ) in mobile wireless systems in the context of V61P, and to develop novel and efficient methods to enhance the user perceived speech quality for emerging V61P services especially in mobile V61P environment. The main contributions of the thesis are threefold: (1) A new discovery of PESQ errors in mobile VoIP environment. A detailed investigation of PESQ performance in mobile VoIP environment was undertaken and included setting up a PESQ performance evaluation platform and testing over 1800 mobile-to-mobile and mobileto- PSTN calls over a period of three months. The accuracy issues of PESQ algorithm was investigated and main problems causing inaccurate PESQ score (improper time-alignment in the PESQ algorithm) were discovered . Calibration issues for a safe and proper PESQ testing in mobile environment were also discussed in the thesis. (2) A new, simple-to-use, V611Pjit ter buffer algorithm. This was developed and implemented in a commercial mobile handset. The algorithm, called "Play Late Algorithm", adaptively alters the playout delay inside a speech talkspurt without introducing unnecessary extra end-to-end delay. It can be used as a front-end to conventional static or adaptive jitter buffer algorithms to provide improved performance. Results show that the proposed algorithm can increase user perceived quality without consuming too much processing power when tested in live wireless VbIP networks. (3) A new QoS enhancement scheme. The new scheme combines the strengths of adaptive codec bit rate (i. e. AMR 8-modes bit rate) and speech priority marking (i. e. giving high priority for the beginning of a voiced segment). The results gathered on a simulation and emulation test platform shows that the combined method provides a better user perceived speech quality than separate adaptive sender bit rate or packet priority marking methods

    A new security extension for SCTP

    In 2000, the Signaling Transport (SIGTRAN) working group of the IETF defined the Stream Control Transmission Protocol (SCTP) as a new transport protocol. SCTP is a new multi-purpose reliable transport protocol. Due to its various features and easy extensibility it is a valid option not only for already standardised applications but also in many new application scenarios. SCTP has several advantages over TCP and UDP. The analysis of already standardised as well as potential SCTP application scenarios clearly indicates that secure end-to-end transport is one of the crucial requirements for SCTP in the future. Up to now there exist two standardised SCTP security solutions which are called TLS over SCTP [37] and SCTP over IPSec [12]. The goal of this thesis was to evaluate existing SCTP security solutions and find an optimised and efficient security solution. Several drawbacks of the standardised SCTP security solutions identified during the analysis are mainly related to features distinguishing SCTP from TCP and UDP. To avoid these drawbacks a new security solution for SCTP, called Secure SCTP (S-SCTP), is proposed which integrates the cryptographic functions into SCTP. One main requirement was that S-SCTP should be fully compatible with standard SCTP while additionally providing strong security i.e. data confidentiality, integrity and authentication. This also means that all features, options and extensions available for standard SCTP have to be supported. Furthermore, S-SCTP should have advantages with respect to performance over all parameter ranges of SCTP and be user-friendly. To specify the S-SCTP protocol extension several new control messages and new message parameters have been defined. Furthermore, procedures for initialisation, rekeying, and termination of secure sessions have been specified and modelled in SDL. Based on an SCTP implementation available in our group and an open source implementation of TLS, TLS over SCTP and S-SCTP have been implemented. These implementations as well as an SCTP over IPSec configuration were used to do comparative performance studies in a lab testbed. These experiments show that the S-SCTP concept achieves its design goals. It supports all features and current extensions of SCTP. Furthermore, it avoids the inefficiencies of the other solutions over a wide range of application scenarios and protocol parameter settings

    Automotive applications of high precision GNSS

    This thesis aims to show that Global Navigation Satellite Systems (GNSS) positioning can play a significant role in the positioning systems of future automotive applications. This is through the adoption of state-of-the-art GNSS positioning technology and techniques, and the exploitation of the rapidly developing vehicle-to-vehicle concept. The merging together of these two developments creates greater performance than can be achieved separately. The original contribution of this thesis comes from this combination: Through the introduction of the Pseudo-VRS concept. Pseudo-VRS uses the princples of Network Real Time Kinematic (N-RTK) positioning to share GNSS information between vehicles, which enables absolute vehicle positioning. Pseudo-VRS is shown to improve the performance of high precision GNSS positioning for road vehicles, through the increased availability of GNSS correction messages and the rapid resolution of the N-RTK fixed solution. Positioning systems in the automotive sector are dominated by satellite-based solutions provided by GNSS. This has been the case since May 2001, when the United States Department of Defense switched off Selective Availability, enabling significantly improved positioning performance for civilian users. The average person most frequently encounters GNSS when using electronic personal navigation devices. The Sat Nav or GPS Navigator is ubiquitous in modern societies, where versions can be found on nomadic devices such as smartphones and dedicated personal navigation devices, or built in to the dashboards of vehicles. Such devices have been hugely successful due to their intrinsic ability to provide position information anywhere in the world with an accuracy of approximately 10 metres, which has proved ideal for general navigation applications. There are a few well known limitations of GNSS positioning, including anecdotal evidence of incorrect navigation advice for personal navigation devices, but these are minor compared to the overall positioning performance. Through steady development of GNSS positioning devices, including the integration of other low cost sensors (for instance, wheel speed or odometer sensors in vehicles), and the development of robust map matching algorithms, the performance of these devices for navigation applications is truly incredible. However, when tested for advanced automotive applications, the performance of GNSS positioning devices is found to be inadequate. In particular, in the most advanced fields of research such as autonomous vehicle technology, GNSS positioning devices are relegated to a secondary role, or often not used at all. They are replaced by terrestrial sensors that provide greater situational awareness, such as radar and lidar. This is due to the high performance demand of such applications, including high positioning accuracy (sub-decimetre), high availability and continuity of solutions (100%), and high integrity of the position information. Low-cost GNSS receivers generally do not meet such requirements. This could be considered an enormous oversight, as modern GNSS positioning technology and techniques have significantly improved satellite-based positioning performance. Other non-GNSS techniques also have their limitations that GNSS devices can minimise or eliminate. For instance, systems that rely on situational awareness require accurate digital maps of their surroundings as a reference. GNSS positioning can help to gather this data, provide an input, and act as a fail-safe in the event of digital map errors. It is apparent that in order to deliver advanced automotive applications - such as semi- or fully-autonomous vehicles - there must be an element of absolute positioning capability. Positioning systems will work alongside situational awareness systems to enable the autonomous vehicles to navigate through the real world. A strong candidate for the positioning system is GNSS positioning. This thesis builds on work already started by researchers at the University of Nottingham, to show that N-RTK positioning is one such technique. N-RTK can provide sub-decimetre accuracy absolute positioning solutions, with high availability, continuity, and integrity. A key component of N-RTK is the availability of real-time GNSS correction data. This is typically delivered to the GNSS receiver via mobile internet (for a roving receiver). This can be a significant limitation, as it relies on the performance of the mobile communications network, which can suffer from performance degradation during dynamic operation. Mobile communications systems are expected to improve significantly over the next few years, as consumers demand faster download speeds and wider availability. Mobile communications coverage already covers a high percentage of the population, but this does not translate into a high percentage of a country's geography. Pockets of poor coverage, often referred to as notspots, are widespread. Many of these notspots include the transportation infrastructure. The vehicle-to-vehicle concept has made significant forward steps in the last few years. Traditionally promoted as a key component of future automotive safety applications, it is now driven primarily by increased demand for in-vehicle infotainment. The concept, which shares similarities with the Internet of Things and Mobile Ad-hoc Networks, relies on communication between road vehicles and other road agents (such as pedestrians and road infrastructure). N-RTK positioning can take advantage of this communication link to minimise its own communications-related limitations. Sharing GNSS information between local GNSS receivers enables better performance of GNSS positioning, based on the principles of differential GNSS and N-RTK positioning techniques. This advanced concept is introduced and tested in this thesis. The Pseudo VRS concept follows the protocols and format of sharing GNSS data used in N-RTK positioning. The technique utilises the latest GNSS receiver design, including multiple frequency measurements and high quality antennas
