The long and winding road: Routine creation and replication in multi-site organizations
Prior research on organizational routines in the âcapabilitiesâ literature has either studied how new routines are created during an exploratory process of variation and selection or how existing routines are replicated during a phase of exploitation. Few studies have analyzed the life cycle of new routine creation and replication as an integrated process. In an in-depth case study of Englandâs Highways Agency, this paper shows that the creation and replication of a new routine across multiple sites involves four sequential steps: envisioning, experimenting, entrenching and enacting. We contribute to the capabilities research in two ways: first, by showing how different organizational levels, capabilities and logics (cognitive and behavioural) shape the development of new routines; and second, by identifying how distinct evolutionary cycles of variation and selective retention occur during each step in the process. In contrast with prior research on replication as an exact copy of a template or existing routine, our study focuses on the replication of an entirely new routine (based on novel principles) that is adapted to fit local operational conditions during its large-scale replication across multiple sites. We draw upon insights from adjacent âpractice researchâ and suggest how capabilities and practice studies may complement each other in future research on the evolution of routines

Innovations in Monitoring Vital Events:Mobile Phone SMS Support to Improve Coverage of Birth and Death Registration: A Scalable Solution
Civil Registration (CR) of births and deaths is an essential component of any health information system.\ud
Globally, across low income countries, CR suffers from unacceptably poor quality coverage. This Health\ud
Information Systems Knowledge Hub (HIS Hub) working paper summarises and reports the results, conclusions and outlook from a small six-month project that investigated the potential of introducing a mobile phone step into the routine CR system in a rural district in Tanzania. The project developed a computer application that could receive SMS messagesâfrom existing basic mobile phones of community-based CR officersâand feed them directly to the District Registrarâs office and computer. The message contained the details from the birth or death notification form. The system provided instant access to notifications and automatic feedback to the Village Executive Officer (VEO) if the family that experienced the birth or death event failed to register the event for certification. It also prompted the VEO to follow up with the family by conducting a questionnaire, administered by mobile phone, to determine and communicate the reasons for the non-registration. The District Civil Registrar was also able to monitor trends in these notifications via a user-friendly webbased browser and dashboard. The system was tested for six months and validated against an independent prospective household surveillance system that monitors pregnancies, births and deaths in the same period. In summary, the findings showed that the routine CR system notified only 28% of total births in the period. Adding the SMS step increased this to 51% of births. The routine CR system notified only 2.1% of deaths in the period. Adding the SMS step increased this to 14% of deaths. The SMS step therefore made significant improvements in the notification step (and modest improvements in the registration step) of routine CR. However, both notifications and registrations still fell well short of reality at community level. The most important finding of this pilot is that the current CR system in at least the study district, and likely in most of rural Tanzania, is essentially unable to provide adequate registration coverage for births and deaths, and that coverage is so low that even log order improvements are insufficient to lift it to satisfactory levels (in excess of 90%). This, as yet, says nothing regarding the quality of the data. No overwhelming reason is provided by families for the low reporting rate, suggesting that the problems are highly systemic and will need a radical redesign of CR processes to solve. To the extent that similar problems prevail in other low-income countries, it is clear that whatever these processes will be, some form of scalable real-time mobile communication such as SMS will greatly facilitate coverage levels. that such technology is feasible. But these results also emphasise the need for an end-to-end overhaul of the\ud
architecture and processes of how CR systems are built and integrated into the information fabric of a country. Small incremental technical fixes will not suffice\u
The politics of journalistic creativity: expressiveness, authenticity and de-authorization
This article begins with the assertion that creativity in journalism has moved from being a matter of guile and ingenuity to being about expressiveness, and that this reflects a broader cultural shift from professional expertise to the authenticity of personal expression as dominant modes of valorization. It then seeks to unpack the normative baggage that underpins the case for creativity in the cultural industries. First, there is a prioritization of agency, which does not stand up against the phenomenological argument that we do not own our own practices. Second, creative expression is not necessarily more free, simply alternately structured. As with Judith Butlerâs performativity model, contemporary discourses of creativity assume it to have a unique quality by which it eludes determination (relying on tropes of fluidity), whereas it can be countered that it is in spontaneous, intuitive practice that we are at our least agencical. Third, the article argues against the idea that by authorizing journalists (and audiences) to express themselves, creativity is democratizing, since the always-already nature of recognition means that subjects can only voice their position within an established terrain rather than engage active positioning
Performance, Politics and Media: How the 2010 British General Election leadership debates generated âtalkâ amongst the electorate.
During the British General Election 2010 a major innovation was introduced in part to improve engagement: a series of three live televised leadership debates took place where the leader of each of the three main parties, Labour, Liberal Democrat and Conservative, answered questions posed by members of the public and subsequently debated issues pertinent to the questions. In this study we consider these potentially ground breaking debates as the kind of event that was likely to generate discussion. We investigate various aspects of the âtalkâ that emerged as a result of watching the debates. As an exploratory study concerned with situated accounts of the participants experiences we take an interpretive perspective. In this paper we outline the meta-narratives (of talk) associated with the viewing of the leadership debates that were identified, concluding our analysis by suggesting that putting a live debate on television and promoting and positioning it as a major innovation is likely to mean that is how the audience will make sense of it â as a media event

I show that a supervisor may get comprehensively involved into activities of a subordinate although a better option of delegation is available. A 10-Point Agenda for Comprehensive Telecom Reform
Changing committee chairmanships in Congress and a leadership shakeup at the Federal Communications Commission have once again opened a window of opportunity for comprehensive telecommunications policy reform. While new faces are taking over within Congress and at the FCC, however, old issues continue to dominate the telecom policy landscape. This is largely due to the fact that, when Congress last attempted to address these matters five years ago by passing the historic Telecommunications Act of 1996, legislators intentionally avoided providing clear deregulatory objectives for the FCC and instead delegated broad and remarkably ambiguous authority to the agency. That left the most important deregulatory decisions to the FCC, and, not surprisingly, the agency did a very poor job of following through with a serious liberalization agenda. The Telecom Act, with its backward-looking focus on correcting the market problems of a bygone era, has been a failure. Instead of thoroughly clearing out the regulatory deadwood of the past, legislators and regulators have engaged in an effort to rework regulatory paradigms that where outmoded decades ago. In short, it was an analog act for an increasingly digital world. The new leadership in Congress and the FCC should adopt a fresh approach based on deregulation and free markets
Structures of authority : postwar masculinity and the British police
The British police procedural novel of the 1950s has attracted little critical attention, perhaps because the decade is seen as a âgolden ageâ of police legitimacy (Loader and Mulcahy, 2003). This perception is reinforced by the cinema of the period, where the police are predominantly represented as embodying traditional masculinities and demonstrating familiar national virtues. They are also shown to be policing a society that was itself fundamentally homogenous. Yet this template bore little resemblance to the realities of crime in the late 1940s and early 1950s, and it needs to be set against developments in the crime novel. While cinema used the genre to reassure, it is less clear whether the police procedural of the period attempted or achieved the same end. This hypothesis is explored through an examination of John Creaseyâs popular Gideon books. Characterised by open endings and a disturbing level of violence, these novels demonstrate a significant transition in the representation of the police in British crime fiction, suggesting that the 1950s procedural was not a source of reassurance, but a textual space that recognised and negotiated the pressures of a changing society.PostprintPeer reviewe
