    The climate is not the only aspect in this world that is changing. We notice a number of societal trends – a shift towards individual responsibility to receive rain water on private property and to encourage individuals to seek insurance rather than depend on a safety net to be provided by the government; increasing pressure on rural land use because of urbanisation processes, together with development to combine land use functions; decisions to develop large scale housing projects that do not take into account the potential impact of climate change; and, inter alia, the development of innovative solutions such as floating houses and brackish agriculture. We also notice the development of new organizational arrangements, such as multilevel agreements between policy actors, a more horizontal approach to land use planning, and a shift form national to European nature policies.     A Study on Green Economy Indicators and Modeling: Russian Context

    This article aims to assess and forecast the dynamics of a regional green economy. The research relevance is determined by the need to develop theoretical and methodological basis of the green economy for the transition period and to identify criteria basis for assessing the state and regional level of it. The authors applied the modern methods, which allowed to model criteria considering data uncertainty and both static and dynamic criteria. The research process involved the methods of scientific analysis, comparison and synthesis, the theory of fuzzy sets, and fuzzy modeling. The main principles and methodology of the criteria evaluation for a regional green economy are proposed. The principal methodological approach in this research combines the current state and dynamics of the green economy in evaluating and forecasting the conditions of data uncertainty. The research results form a theoretical, methodological, and practical basis for assessing the current state and level of a regional green economy development, determining the effectiveness of environmental and economic programs, optimizing financial management, conducting environmental monitoring, and developing state plans.The research was funded by the grant of the Ministry of Education and Science of the Russian Federation to Perm National Research Polytechnic University # 26.6884.2017/8.9 "Sustainable development of urban areas and the improvement of the human environment.

    Intermodal passenger transport and destination competitiveness in Greece

    Effective transport is impeded by a number of caveats, including problems of accessibility to the destination, poor infrastructure, social, and environmental issues. In this context, the implementation of intermodal solutions is essential to meet customer demand, resolve problems of transport supply, and enhance destination competitiveness. Based on a suitable theoretical framework, this paper examines the attitude of Greek passengers towards intermodal transport and their willingness-to-pay more to be provided with such a seamless service to allow for (partial at least) cost recovery of the related transport infrastructure. The findings suggest that there are many respondents who would actually pay more to be provided with a door-to-door intermodal travel experience; answers are highly dependent on their place of residence

    Latin American busways: Moving people not cars

    The rapid growth of Latin America urban centres beginning in the 1970s placed a heavy strain upon urban transport service providers. Facing high population growth from a citizenry dependent upon public transport and having limited financial resources to develop car-based infrastructure, Latin American municipal planners were challenged to create a new transport paradigm. One ingenious response to this dilemma was the busway, a surface metro system that utilizes exclusive right-of-way bus lanes. The developers of the Latin American busways astutely observed that the ultimate objective was to swiftly, efficiently, and cost-effectively move people rather than cars. Examples of innovative busway systems are presented from Curitiba, Bogota, Porto Alegre, Quito, and Sao Paulo. The low cost, flexibility, and speed of the exclusive busways all contribute to extremely high levels of customer satisfaction. Innovative approaches to the design of busway loading stations and simplified ticketing have also helped to reduce operating costs and improve customer flows. Additionally, clear system maps, colour-coded routing, system safety and cleanliness, and superior customer service have helped direct consumer preference towards the busway. The success of busways has also proved that costly subway systems or uncontrolled sprawl are not the only options available to municipal planners. The Latin American busway corridors provide high peak capacities that permit busway corridors to serve the transit requirements of most medium to large-sized cities. When integrated with progressive land-use policies, busways can also form the basis of more sustainable urban design by encouraging development corridors with high-density, mixed-use land use. The environmental benefits and calming influences afforded cities by busway systems have translated into dramatically improved levels of quality of life indicators, including improvements in health, crime reduction, and poverty alleviation. The user-friendliness and cost-effectiveness of busway systems have convinced municipal leaders in North America, Europe, and Australia to develop similar systems of their own.     Which conceptual foundations for environmental policies? An institutional and evolutionary framework of economic change

    This paper draws on institutional and evolutionary economics and contributes to an approach to environmental policy which diverges from mainstream prescriptions. The 'socio-technical system' is the core concept: this is a complex made of co-evolving institutions, technologies, markets and actors that fulfils an overall societal need (such as housing, production, mobility, etc.). A systemic and dynamic analysis of those structural changes which are needed to create more sustainable socio-technical systems is provided; actors – and their ability to influence politics and policy – are explicitly taken into consideration. Unsustainable socio-technical systems feature a relevant resistance to change, because they are embedded in the very structure of our society and because of the conservative action of dominant stakeholders; this is why no environmental policy will be effective unless it aims at 'unlocking' our societies from their dominance. But also a constructive side of environmental policy is needed in order to establish new and more sustainable socio-technical systems; consistently, environmental policy is viewed as a combination of actions that can trigger, make viable and align those institutional, technological and economic changes which are needed to reach sustainability. Again, actors (for change) are at the heart of this vision of environmental policy: as subject, because the creation of new and sustainable socio-technical systems is made possible by (coalitions of) actors for change; as object, because environmental policy – to be effective – must actively support the empowerment, legitimation and social networking of such coalitions. A ‘chicken and egg’ problem remains: who comes first?
