    Urban lighting project for a small town: comparing citizens and authority benefits

    The smart and resilient city evolves by slow procedures of mutation without radical changes, increasing the livability of its territory. The value of the city center in a Smart City can increase through urban lighting systems: its elements on the territory can collect and convey data to increase services to city users; the electrical system becomes the so-called Smart Grid. This paper presents a study of smart lighting for a small town, a touristic location inside a nature reserve on the Italian coast. Three different approaches have been proposed, from minimal to more invasive interventions, and their effect on the territory has been investigated. Based on street typology and its surroundings, the work analyzes the opportunity to introduce smart and useful services for the citizens starting from a retrofitting intervention. Smart city capabilities are examined, showing how it is possible to provide new services to the cities through ICT (Information and Communication Technology) without deep changes and simplifying the control of basic city functions. The results evidence an important impact on annual energy costs, suggesting smart grid planning not only for metropolis applications, but also in smaller towns, such as the examined one

    Technology Adoption and Innovation in Public Services.The Case of E-Government in Italy

    Using data on 1,176 Italian municipalities in 2005, this paper discusses a number of factors associated with the development of a particular type of innovative activities, namely e-government services supplied by local public administrations (PAs). We find that municipalities which got involved into e-government are larger, carry out more in-house ICT activities and are more likely to have intra-net infrastructures, relative to PAs that do not offer front office digitalised services. They are also generally located in regions with relatively large shares of firms using or producing ICT, where many other municipalities offer digitalised services, and where concentration of inhabitants in metropolitan areas is not very high. The range and quality of e-government services supplied by local PAs tend to increase with their stock of ICT competencies, with their efforts to train workers, and with their ability to organise efficient interfaces with end-users. Moreover, there is a correlation between the range and quality of e-government services offered and the broadband infrastructure development of the geographic area in which local PAs are located. In more general terms, we show that the combination of internal competencies and context specific factors is different when explaining the decision to start e-government activities vs. the intensity of such activities. Regional factors, relating to both demand and supply of services, appear to affect only the decision to enter e-government activities. Competencies needed to expand and improve the quality of services are much more numerous and complex than the ones associated with the mere decision to start e-government activities.Innovation system, Dynamic capabilities, Technology adoption, Electronic government, Innovation in services, Two-part model.

    The Report was commissioned by the European Federation of Nurses Associations (EFN) in November 2007 in order to support its policy statements on Patient Safety (June 2004). In that statement the EFN declares its belief that European Union health services should operate within a culture of safety that is based on working towards an open culture and the immediate reporting of mistakes; exchanging best practice and research; and lobbying for the systematic collection of information and dissemination of research findings. This Report adressess specifically the culture of highly reliable organisations using the work of James Reason (2000). Medication errors and hospital-acquired infections are examined in line with the Reprt´s parameters and a range of European studies are used as evidence. An extensive reference list is provided that allows EFN to explore work in greater detail as required

    Knowledge Management and Sustainable Agriculture:the Italian Case

    The contemporary knowledge-based economy requires global usage of information in all aspects of modern society. Pertinent information is an important asset for successful business, therefore an application of knowledge management in organisational practice has become a crucial factor for the viability and sustainable development of enterprises. This is particularly relevant for the agricultural context, which needs modern practices for enhancement and development. However, information and knowledge, due to their intangible character, seem difficult to manage and organize. Therefore the paper targeted at developing sustainable organizational model of knowledge management for small and medium enterprises. Italian agriculture is considered as a context for this study, and knowledge management was offered as a tool for facilitating agricultural performance and increasing competitiveness of agricultural sector. A wide concept of knowledge management and specified agricultural context require a theory-based approach to research and a survey. Thus, the research methodology includes the next four parts. The first one contains literature review and examines definitions, strategies, approaches and models of sustainable knowledge management. The second part includes content analysis of 105 scientific publications. The third part of methodology is based on the results of the two previous parts and includes creating the model of knowledge management. Verification of this model is the last part of the research. Verification was executed through on-line questionnaire distributed to Italian agricultural enterprises throughout the country on their intentions and awareness towards knowledge management and developed model of knowledge management. The results of the survey have demonstrated farmer’s incentives to implement the developed knowledge management model with flexible approach in its organisation

    Sustainable well-being in the rural areas directly depends on their sustainable development. However, sustainable management in contemporary agriculture does not come easy for farmers due to different challenges and quality standards. To meet these challenges and to achieve sustainable development, the agricultural enterprises need an informational support. Therefore this article offers knowledge management as a tool for facilitating agricultural performance and enhancing quality of rural life.Practical application of knowledge management is quite complicated due to its intangible characteristics. Hence, the paper is targeted at developing sustainable organizational model of knowledge management affordable for small and medium enterprises. This model was created after content-analysis of the literature and was verified through an executed survey. The Italian agriculture was considered as a context for this study
