Data about migration flows of the population between the Republic of Belarus and certain countries of EU and Eastern Partnership are cited. The influence of globalizing and regional socio-political and economic factors on migration processes of the population of the Republic of Belarus are examined. The emphasis is primarily laid on the demographic consequences for the Republic of Belarus

The possibilities of using alternative energy sources with consideration for the climatic features of the Republic of Belarus are considered. The efficiency of production and use of biogas along with possible alternative energy sources is analyzed, and possible options for the production and use of biogas as different energy carriers are proposed

THE DEVELOPMENT OF THE HEDGING INSTITUTION IN THE REPUBLIC OF BELARUS I. STROGANOVАРаскрывается актуальность управления валютным риском со стороны нефинансовых организаций. Отмечается необходимость развития института хеджирования в Республике Беларусь в условиях действующего рыночного механизма курсообразования и волатильности валютных курсов. Указывается на имеющиеся проблемы на рынке производных финансовых инструментах срочного рынка. Обобщены факторы, препятствующие развитию института хеджирования валютных рисков нефинансовыми организациями в Республике Беларусь. На основе изученного мирового опыта предложены практические рекомендации для совершенствования законодательной базы Республики Беларусь, регулирующей правоотношения в области совершения операций с производными финансовыми инструментами (в том числе и в целях хеджирования валютных рисков) и для расширения номенклатуры обращающихся на финансовом рынке Беларуси производных финансовых инструментов. Вносятся предложения по совершенствованию инфраструктуры хеджирования в Республике Беларусь.= The relevance of currency risk management by non-financial organizations is disclosed. The necessity of the development of the hedging institution in the Republic of Belarus in the conditions of the current market mechanism for the exchange rate formation and its volatility is noted. The existing problems in the derivatives market are indicated. The factors preventing the development of the institution of currency risks hedging by non-financial organizations in the Republic of Belarus are summarized. Based on the world experience, practical recommendations for improving the legislative framework of the Republic of Belarus regulating legal relations in the field of transactions with derivative financial instruments (including those for currency risks hedging) are offered as well as recommendations for expanding the range of financial derivatives traded on the financial market of Belarus. Proposals to improve the hedging infrastructure in the Republic of Belarus are made

MODEL OF INFLATION PROCESSES IN THE REPUBLIC OF BELARUS

This paper discusses the econometric model of inflation processes in the Republic of Belarus which makes it possible to explain major factors determining the dynamics of the GDP deflator, consumer price index and producer price index during the period 1994 - 2003. For estimation of the model the author used the statistical tools of nonstationary time series econometrics: cointegration analysis and error-correction models. The model has good statistical properties, it demonstrates stability of the coefficients and enables one to conduct analysis of the various choices in the field of monetary and foreign exchange policies, as well as in the area of labour remuneration, prices and tariffs.inflation, GDP deflator, consumer price index, producer price index, Belarus, cointegration

FORMS OF LAW ENFORCEMENT ACTIVITIES OF CUSTOMS BODIES AND THE FEATURES OF THEIR IMPLEMENTATION J. LUTSEVICHРассматриваются особенности правоохранительной деятельности таможенных органов Республики Беларусь, освещаются особенности правового статуса таможенных органов как правоохранительных органов с позиции норм Таможенного кодекса Таможенного союза, Таможенного кодекса Евразийского экономического союза, Закона Республики Беларусь «О таможенном регулировании в Республике Беларусь» и иных документов. Акцентировано внимание на научных подходах к определению форм правоохранительной деятельности, а также изучены их особенности. Отмечена неоднородность трактовки как самой правоохранительной деятельности, так и ее форм. На основании проведенного анализа форм правоохранительной деятельности предложена и обоснована собственная классификация форм правоохранительной деятельности таможенных органов Республики Беларусь.=The peculiarities of law enforcement activity of customs bodies of the Republic of Belarus are considered in the article, particularities of the legal status of customs bodies as law enforcement bodies from the standpoint of the norms of the Customs Code of the Customs Union, the Customs Code of the Eurasian Economic Union, the Law of the Republic of Belarus "On Customs Regulation in the Republic of Belarus" and other documents are highlighted. In the system of customs bodies, the status of state law enforcement bodies is attached to the State Customs Committee of the Republic of Belarus and customs. The author draws attention to the approaches of scientists to the definition of forms of law enforcement activity, and also reveals their essential features. It should be noted that scientists interpret both law enforcement activities and its forms are not uniform. Based on the analysis of forms of law enforcement activities allocated by scientists, the author proposes and justifies his own classification of forms of law enforcement activity of the customs bodies of the Republic of Belarus

Особое внимание уделяется анализу практики исполнения актов Конституционного Суда Республики Беларусь государственными органами и их должностными лицами, а также проблемам реализации правовых позиций органа конституционного правосудия. Обосновывается необходимость совершенствования законодательства о конституционном судопроизводстве в части определения срока и исполнения решений Конституционного Суда Республики Беларусь об устранении в нормативных правовых актах пробелов, исключении коллизий и правовой неопределенности.= This article is a research of the influence of the Constitutional Court of the Republic of Belarus on the development of rulemaking and enforcement within the constitutional framework. Particular attention is paid to the analysis of practice execution of acts of the Constitutional Court of the Republic of Belarus by public authorities and their officials, and also to the problems which are connected with realization of legal positions of the constitutional body justice. It justifies the need to improve the legislation on constitutional proceedings in the field of determining the length of a term and in the field of the execution of decisions of the Constitutional Court of the Republic of Belarus on elimination of gaps in normative legal acts, elimination of conflict and legal uncertainty
