A Decade of Helping Civil Society Fight Corruption in the Philippines: Results and Lessons
This Report details the results and lessons of a decade long (2003-2013) Partnership for Transparency Fund (www.ptfund.org) support to Filipino civil society organizations to fight corruption. It celebrates the successes and reflects on challenges faced as PTF enters a new phase in its partnership. In 2014 PTF established a regional affiliate called PTF Asia as a foundation headquartered in Manila. As efforts worldwide and in the Philippines have evolved during these ten years, the discussion in this Report offers lessons in going forward towards this new phase as well as initiatives beyond the Philippine
The global integrated world ocean assessment: linking observations to science and policy across multiple scales
In 2004, the United Nations (UN) General Assembly approved a Regular Process to report on the environmental, economic and social aspects of the world's ocean. The Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects produced the first global integrated assessment of the marine environment in December 2016 (known as the first World Ocean Assessment). The second assessment, to be delivered in December 2020, will build on the baselines included in the first assessment, with a focus on establishing trends in the marine environment with relevance to global reporting needs such as those associated with the UN Sustainable Development Goals. Central to the assessment process and its outputs are two components. First, is the utilization of ocean observation and monitoring outputs and research to temporally assess physical, chemical, biological, social, economic and cultural components of coastal and marine environments to establish their current state, impacts currently affecting coastal and marine environments, responses to those impacts and associated ongoing trends. Second, is the knowledge brokering of ocean observations and associated research to provide key information that can be utilized and applied to address management and policy needs at local, regional and global scales. Through identifying both knowledge gaps and capacity needs, the assessment process also provides direction to policy makers for the future development and deployment of sustained observation systems that are required for enhancing knowledge and supporting national aspirations associated with the sustainable development of coastal and marine ecosystems. Input from the ocean observation community, managers and policy makers is critical for ensuring that the vital information required for supporting the science policy interface objectives of the Regular Process is included in the assessment. Hard Choices: Navigating the Economic Shock of Unemployment
During the Great Recession of 2007 to 2009, millions of Americans faced severe economic hardship, forcing difficult decisions about how to stabilize their families' financial well-being and prevent downward economic mobility. Americans with savings were forced to weigh immediate needs against long-term investments, choosing whether to deplete personal assets in order to stay afloat. Those without wealth to fall back on were in an even more precarious position, leading them to turn to family assistance, debt, and other public and private supports when available.This study examines how families weather economic shocks through a close focus on one particular event -- the experience of unemployment, with specific attention to differences by race and family income. The analysis used a nationally representative sample of working-age families from the Panel Study of Income Dynamics or PSID, following the same households from 1999 to 2009. To provide greater insight into the challenges and choices families faced, the report also drew on a unique longitudinal data set of in-depth interviews with 51 families that endured one month or more of unemployment between 1998 and 2012
Community Structure of the Physical Review Citation Network
We investigate the community structure of physics subfields in the citation
network of all Physical Review publications between 1893 and August 2007. We
focus on well-cited publications (those receiving more than 100 citations), and
apply modularity maximization to uncover major communities that correspond to
clearly-identifiable subfields of physics. While most of the links between
communities connect those with obvious intellectual overlap, there sometimes
exist unexpected connections between disparate fields due to the development of
a widely-applicable theoretical technique or by cross fertilization between
theory and experiment. We also examine communities decade by decade and also
uncover a small number of significant links between communities that are widely

Failure dynamics of the global risk network
Risks threatening modern societies form an intricately interconnected network
that often underlies crisis situations. Yet, little is known about how risk
materializations in distinct domains influence each other. Here we present an
approach in which expert assessments of risks likelihoods and influence
underlie a quantitative model of the global risk network dynamics. The modeled
risks range from environmental to economic and technological and include
difficult to quantify risks, such as geo-political or social. Using the maximum
likelihood estimation, we find the optimal model parameters and demonstrate
that the model including network effects significantly outperforms the others,
uncovering full value of the expert collected data. We analyze the model
dynamics and study its resilience and stability. Our findings include such risk
properties as contagion potential, persistence, roles in cascades of failures
and the identity of risks most detrimental to system stability. The model
provides quantitative means for measuring the adverse effects of risk
interdependence and the materialization of risks in the network
