    Characterizing Service Level Objectives for Cloud Services: Motivation of Short-Term Cache Allocation Performance Modeling

    Service level objectives (SLOs) stipulate performance goals for cloud applications, microservices, and infrastructure. SLOs are widely used, in part, because system managers can tailor goals to their products, companies, and workloads. Systems research intended to support strong SLOs should target realistic performance goals used by system managers in the field. Evaluations conducted with uncommon SLO goals may not translate to real systems. Some textbooks discuss the structure of SLOs but (1) they only sketch SLO goals and (2) they use outdated examples. We mined real SLOs published on the web, extracted their goals and characterized them. Many web documents discuss SLOs loosely but few provide details and reflect real settings. Systematic literature review (SLR) prunes results and reduces bias by (1) modeling expected SLO structure and (2) detecting and removing outliers. We collected 75 SLOs where response time, query percentile and reporting period were specified. We used these SLOs to confirm and refute common perceptions. For example, we found few SLOs with response time guarantees below 10 ms for 90% or more queries.     The Responsibility of the RuleMaker: Comparative Approaches to Patent Administration Reform

    Patent administrators across the globe currently face the most challenging operating environment they have ever known. Soaring application rates, lean fiscal policies and an increasingly ambitious range of patentable subject matter are among the difficulties faced by the world\u27s leading patent offices. These trends have resulted in persistent concerns over the quality of issued patents. Responding to recent writings questioning the value of maintaining high levels of patent quality, Professor Jay Thomas asserts both that patent quality matters, and that increasing the responsibilities of patent applicants provides a fair and efficient mechanism for improving patent office work product. This Article then assesses recent reform agendas pursued by the European Patent Office, Japanese Patent Office and U.S. Patent and Trademark Office that have elevated applicant obligations. After distilling broader policy trends from these distinct programs, Professor Thomas presents several proposals for patent administration reform

    Marginal productivity index policies for scheduling a multiclass delay-/loss-sensitive queue

    We address the problem of scheduling a multiclass M/M/1 queue with a finite dedicated buffer for each class. Some classes are delay-sensitive, modeling real-time traffic (e.g. voice, video), whereas others are loss-sensitive, modeling nonreal-time traffic (e.g. data). Different levels of tolerance to delay and loss are modeled by appropriate linear holding cost and rejection cost rates. The goal is to design well-grounded and tractable scheduling policies which nearly minimize the discounted or long-run average expected cost objective. We develop new dynamic index policies, prescribing to give higher service priority to classes with larger index values, where the priority index of a class measures the marginal productivity of work at its current state. To construct the indices, we deploy the theory of marginal productivity indices (MPIs) and PCL-indexability we have introduced in recent work, and further introduce significant extensions to such theory motivated by phenomena observed in the model of concern. The MPI policies are shown to furnish new, insightful structural results, and to exhibit a nearly optimal performance in a computational study

    Pilot workload and fatigue: A critical survey of concepts and assessment techniques

    The principal unresolved issues in conceptualizing and measuring pilot workload and fatigue are discussed. These issues are seen as limiting the development of more useful working concepts and techniques and their application to systems engineering and management activities. A conceptual analysis of pilot workload and fatigue, an overview and critique of approaches to the assessment of these phenomena, and a discussion of current trends in the management of unwanted workload and fatigue effects are presented. Refinements and innovations in assessment methods are recommended for enhancing the practical significance of workload and fatigue studies

    Parallel I/O scheduling in the presence of data duplication on multiprogrammed cluster computing systems

    The widespread adoption of cluster computing as a high performance computing platform has seen the growth of data intensive scientific, engineering and commercial applications such as digital libraries, climate modeling, computational chemistry, computational fluid dynamics and image repositories. However, I/O subsystem performance has not been keeping pace with processor and memory performance, and is fast becoming the dominant factor in overall system performance.&nbsp; Thus, parallel I/O has become a necessity in the face of performance improvements in other areas of computing systems. This paper addresses the problem of parallel I/O scheduling on cluster computing systems in the presence of data replication.&nbsp; We propose two new I/O scheduling algorithms and evaluate the relative performance of the proposed policies against two existing approaches.&nbsp; Simulation results show that the proposed policies perform substantially better than the baseline policies.<br /
