    Towards an IT-based Planning Process Alignment: Integrated Route and Location Planning for Small Package Shippers

    To increase the efficiency of delivery operations in small package shipping (SPS), numerous optimization models for routeand location planning decisions have been proposed. This operations research view of defining independent problems hastwo major shortcomings: First, most models from literature neglect crucial real-world characteristics, thus making themuseless for small package shippers. Second, business processes for strategic decision making are not well-structured in mostSPS companies and significant cost savings could be generated by an IT-based support infrastructure integrating decisionmaking and planning across the mutually dependent layers of strategic, tactical and operational planning. We present anintegrated planning framework that combines an intelligent data analysis tool, which identifies delivery patterns and changesin customer demand, with location and route planning tools. Our planning approaches extend standard Location Routing andVehicle Routing models by crucial, practically relevant characteristics like the existence of subcontractors on both decisionlevels and the implicit consideration of driver familiarity in route planning

    Recent Mathematical Approaches to Service Territory Design

    Many companies and institutions operate a field service workforce to provide services at their customers\u27 sites. Examples include the sales force of consumer goods manufacturers, the field service technicians of engineering companies, and the nurses of home-health care providers. To obtain clearly defined areas of responsibility, the geographical region under study is in many cases subdivided into service territories, each of which is served by a single field worker or a team of field workers. The design of service territories is subject to various planning criteria. The most common ones are geographical compactness, contiguity, and balance in terms of workload or income potential, but there can be several additional criteria and requirements depending on the specific application. In this thesis, we deal with the development of mathematical models and methods for service territory design problems. Our focus is on planning requirements that are relevant for practice, but have received little attention in the existing literature on territory design so far. We address the question how these requirements can be incorporated into mathematical models and mathematical programming based solution methods. We first present requirements that restrict the feasible assignments of customers to field workers and provide components for their integration into mathematical models. We further consider the requirement that customers must be served multiple times during a given planning horizon. We introduce the resulting problem, which we call the multi-period service territory design problem (MPSTDP). It has not yet been studied in the literature. The emphasis is put on the scheduling task of the MPSTDP, which deals with the assignment of service visits to the days of the planning horizon. We formally define this task and devise a heuristic solution method. Our heuristic produces high-quality solutions and clearly outperforms the existing software product of our industry partner. Moreover, we present the first specially-tailored exact solution method for this task: a branch-and-price algorithm that incorporates specialized acceleration techniques, such as a fast pricing heuristic and symmetry reduction techniques. Ultimately, we study the design of territories for parcel delivery companies. We address the tactical design of the territories and their daily adjustment in order to cope with demand fluctuations. The problem involves determining the number of territories and assigning heterogeneous resources to the territories, a combination not yet addressed in literature. We propose different models as well as a heuristic solution approach, and we perform an extensive case study on real-world problem data

    Competition policy review

    This is the first comprehensive review of Australia’s competition laws and policy in over 20 years. The National Competition Policy Review (The Hilmer Review) of 1993 underpinned the development of the National Competition Policy – a co-operative initiative of the Commonwealth and State and Territory governments that the Productivity Commission found contributed to a surge in productivity, directly reduced some prices and stimulated business innovation. The subsequent Review of the Competition Provisions of the Trade Practices Act (The Dawson Review) of 2003 examined the operation of the competition laws and resulted in some strengthening of the provisions. There has been considerable change in the Australian economy since the Hilmer Report of the early 1990s and the boost in productivity that underpinned the growth in living standards over the past two decades is waning. The Competition Policy Review will examine the broader competition framework to ensure that it continues to play a role as a significant driver of productivity improvements and to ensure that the current laws are operating as intended and are effective for all businesses, big and small.   MESSAGE FROM THE PANEL This is our Final Report reviewing Australia’s competition policy, laws and institutions. The Panel undertook a stocktake of the competition policy framework across the Australian economy. Although reforms introduced following the Hilmer Review led to significant improvements in economic growth and wellbeing, the Panel believes that renewed policy effort is required to support growth and wellbeing now and into the future. To this end, we have reviewed Australia’s competition policy, laws and institutions to assess their fitness for purpose. Taken together, our recommendations comprise an agenda of reinvigorated microeconomic reform that will require sustained effort from all jurisdictions. We believe this commitment is necessary if Australia is to boost productivity, secure fiscal sustainability and position our economy to meet the challenges and opportunities of a rapidly changing world. Given the forces for change already bearing on the Australian economy, delaying policy action will make reform more difficult and more sharply felt. An early response will make the reform effort more manageable over time, allowing Australians to enjoy higher living standards sooner rather than later. The recommendations and views expressed in this Final Report draw upon the expertise and experience of each member of the Panel. Importantly, we have also had the benefit of hearing from a wide cross-section of the Australian community and from participants in all sectors of the economy

    Tactical Problems in Vehicle Routing Applications

    The class of Vehicle Routing Problems (VRPs) is one the most studied topics in the Operations Research community. The vast majority of the published papers focus on single-period problems, with a few branches of the literature considering multiperiod generalisations. All of these problems though, consider a short horizon and aim at optimising the decisions at an operational level, i.e. that will have to be taken in the near future. One step above are tactical problems, i.e. problems concerning a longer time horizon. Tactical problems are of a fundamental importance as they directly influence the daily operations, and therefore a part of the incurred costs, for a long time. The main focus of this thesis is to study tactical problems arising in routing applications. The first problem considered concerns the design of a fleet of vehicles. Transportation providers often have to design a fleet that will be used for daily operations across a long-time span. Trucks used for transportation are very expensive to purchase, maintain or hire. On the other side, the composition of the fleet strongly influences the daily plans, and therefore costs such as fuel or drivers’ wages. Balancing these two components is challenging, and optimisation models can lead to substantial savings or provide a useful basis for informed decisions. The second problem presented focuses on the use of a split deliveries policy in multi-period routing problems. It is known that the combined optimisation of delivery scheduling and routing can be very beneficial, and lead to significant reductions in costs. However, it also adds complexity to the model. The same is true when split deliveries are introduced. The problem studied considers the possibility of splitting the deliveries over different days. An analysis, both theoretical and numerical, of the impact of this approach on the overall cost is provided. Finally, a districting problem for routing applications is considered. These types of problems typically arise when transportation providers wish to increase their service consistency. There are several reasons a company may wish to do so: to strengthen the customer-driver relationship, to increase drivers’ familiarity with their service area, or, to simplify the management of the service area. A typical approach, considered here, is to divide the area under consideration in sectors that will be subsequently assigned to specific drivers. This type of problem is inherently of a multi-period and tactical nature. A new formulation is proposed, integrating standard routing models into the design of territories. This makes it possible to investigate how operational constraints and other requirements, such as having a fair workload division amongst drivers, influence the effectiveness of the approach.     Agency Law and the New Economy

    This article considers the status of workers in the new economy, defined as the sharing economy (e.g., Uber, Lyft) and the on-demand economy. The latter refers to the extensive and growing use of staffing companies by established businesses in many different industries to provide all or a portion of their workforce. Workers in both the sharing economy and the on-demand economy are, generally speaking, at a disadvantage in comparison to traditional employees. Uber drivers, for example, are typically considered independent contractors, not employees, and therefore are not covered under federal and state laws that protect or provide benefits to employees. Similarly, employees of a staffing company may consider themselves employees of the client company and, therefore, entitled to negotiate collectively with the client company and receive the same benefits as the client company\u27s employees, yet the client company may take the position that it is not the employer or even a joint employer of such workers. Courts considering the claims of these workers typically look to the common-law definition of employee, as legislatures have typically neglected to define employee when drafting laws to protect employees. The resulting litigation has generated judicial decisions that are difficult to parse and often treat workers unfairly. This article takes a fresh approach to this problem, considering the shortcomings of the common-law definition and suggesting solutions

    Platform work is a type of work using an online platform to intermediate between platform workers, who provide services, and paying clients. Platform work seems to be growing in size and importance. This study explores platform work in the EU28, Norway and Iceland, with a focus on the challenges it presents to working conditions and social protection, and how countries have responded through top-down (e.g. legislation and case law) and bottom-up actions (e.g. collective agreements, actions by platform workers or platforms). This national mapping is accompanied by a comparative assessment of selected EU legal instruments, mostly in the social area. Each instrument is assessed for personal and material scope to determine how it might impact such challenges. Four broad legal domains with relevance to platform work challenges are examined in stand-alone reflection papers. Together, the national mapping and legal analysis support a gap analysis, which aims to indicate where further action on platform work would be useful, and what form such action might take

    Sharing Economy Last Mile Delivery: Three Essays Addressing Operational Challenges, Customer Expectations, and Supply Uncertainty

    Last mile delivery has become a critical competitive dimension facing retail supply chains. At the same time, the emergence of sharing economy platforms has introduced unique operational challenges and benefits that enable and inhibit retailers’ last mile delivery goals. This dissertation investigates key challenges faced by crowdshipping platforms used in last mile delivery related to crowdsourced delivery drivers, driver-customer interaction, and customer expectations. We investigate the research questions of this dissertation through a multi-method design approach, complementing a rich archival dataset comprised of several million orders retrieved from a Fortune 100 retail crowdshipping platform, with scenario-based experiments. Specifically, the first study analyzes the impact of delivery task remuneration and operational characteristics that impact drivers’ pre-task, task, and post-task behaviors. We found that monetary incentives are not the sole factor influencing drivers’ behaviors. Drivers also consider the operational characteristics of the task when accepting, performing, and evaluating a delivery task. The second study examines a driver’s learning experience relative to a delivery task and the context where it takes place. Results show the positive impact of driver familiarity on delivery time performance, and that learning enhances the positive effect. Finally, the third study focuses on how delivery performance shape customers’ experience and future engagement with the retailer, examining important contingency factors in these relationships. Findings support the notion that consumers time-related expectations on the last mile delivery service influence their perceptions of the delivery performance, and their repurchase behaviors. Overall, this dissertation provides new insights in this emerging field that advance theory and practice
