    LOCAL GOVERNANCE AND TERRITORIAL DEVELOPMENT ON THE BASIS OF GIS

    The paper is contributing to the development concept through highlighting the issue of implementing a brand-new territorial management system based on GIS technology into the regional public governance of developing country (on the example of Zhytomyr oblast of Ukraine as a leader of decentralization processes in the state according the official statistics of forming the amalgamated communities). Three basic methods were used: monographic method — to identify the peculiarities of the GIS activities of regional government entities; comparative studies and benchmarking — to compare GIS managing models performed in the world and find the best relevant practices; project management analysis — to prepare solution for creating pilot model as a full turnkey intellectual product (ready for dissemination project application which include logical-structural matrix of project goals and results, stakeholders analysis, timing for activities, indicators for evaluation, budget etc). Project application is completed with an evaluation of the Zhytomyr regional geoportal, implemented on its basement. In particular, there have been analyzed geoportal functions, their impact from economic and social benefits point, existing problems related to the project implementation process, benefits and prospects for future activities. It is proved that performed model will allow to create more effective than already existing mechanism of public administration at the region; to develop algorithms for interaction between public authorities and communities, to enhance the process of decentralization and territorial development

    GIS-based multicriteria analysis as decision support in flood risk management

    In this report we develop a GIS-based multicriteria flood risk assessment and mapping approach. This approach has the ability a) to consider also flood risks which are not measured in monetary terms, b) to show the spatial distribution of these multiple risks and c) to deal with uncertainties in criteria values and to show their influence on the overall assessment. It can furthermore be used to show the spatial distribution of the effects of risk reduction measures. The approach is tested for a pilot study at the River Mulde in Saxony, Germany. Therefore, a GISdataset of economic as well as social and environmental risk criteria is built up. Two multicriteria decision rules, a disjunctive approach and an additive weighting approach are used to come to an overall assessment and mapping of flood risk in the area. Both the risk calculation and mapping of single criteria as well as the multicriteria analysis are supported by a software tool (FloodCalc) which was developed for this task. --

    In recent years, the issue of Brownfield site development - the re-use of previously used urban land - has gained a significant place in the planning agenda. However, not all Brownfield sites are derelict or contaminated land, some are significant as environmental amenities - be it part of wider ecosystem or a green area for the local population. The growing concern to include environmental aspects into the public debate have lead the Environment Agency, the Jackson Environment Institute and the Centre for Advanced Spatial Analysis to commission a short term pilot study to evaluate the contribution of a GIS for decision support and for "discussion support".In this paper, we describe how the state-of-the-art in geographic information (GI) and GI Science (GISc) can be used in a short term and limited project to achieve a practical and usable system.     Computer disk is unreadable.Soil conservation is an important activity for sustainable, productive landuse. To ensure sound effective soil conservation planning, the people who are involved in this activity - the planners and the decision makers - should know (among other things) how best to use a land resource inventory database, which has been stored in a computer. Using Geographic Information Systems (GIS) to analyse such data is a technique which is being widely advocated. Unfortunately, most GIS computer programs are too difficult for the people like soil conservation planners who usually have little knowledge of computers. To help them understand GIS and then use GIS for their planning, a user friendly interface to the GIS was created. Two systems were created for the Pijiharjo sub-watershed, Indonesia; one with a popup menu, the other with a pulldown menu. Both interfaces were created using the SML (Simple Macro Language) command which is available under pc ARC/Info version 3.4D Plus. Although they looked different to the user, both used the same commands to execute the various operations. Once the initial design was completed, an evaluation was held to check whether the design was satisfactory from the user's point of view. The result of the evaluation showed that both systems were simple and easy to understand. However, there were some aspects that should be revised, such as the HELP facility. Similar databases from other areas could be analysed using these interfaces with the only requirement being a modification to the introductory remarks. Ideas for the future development of such systems are also discussed

    Principles and Concepts of Agent-Based Modelling for Developing Geospatial Simulations

    The aim of this paper is to outline fundamental concepts and principles of the Agent-Based Modelling (ABM) paradigm, with particular reference to the development of geospatial simulations. The paper begins with a brief definition of modelling, followed by a classification of model types, and a comment regarding a shift (in certain circumstances) towards modelling systems at the individual-level. In particular, automata approaches (e.g. Cellular Automata, CA, and ABM) have been particularly popular, with ABM moving to the fore. A definition of agents and agent-based models is given; identifying their advantages and disadvantages, especially in relation to geospatial modelling. The potential use of agent-based models is discussed, and how-to instructions for developing an agent-based model are provided. Types of simulation / modelling systems available for ABM are defined, supplemented with criteria to consider before choosing a particular system for a modelling endeavour. Information pertaining to a selection of simulation / modelling systems (Swarm, MASON, Repast, StarLogo, NetLogo, OBEUS, AgentSheets and AnyLogic) is provided, categorised by their licensing policy (open source, shareware / freeware and proprietary systems). The evaluation (i.e. verification, calibration, validation and analysis) of agent-based models and their output is examined, and noteworthy applications are discussed.Geographical Information Systems (GIS) are a particularly useful medium for representing model input and output of a geospatial nature. However, GIS are not well suited to dynamic modelling (e.g. ABM). In particular, problems of representing time and change within GIS are highlighted. Consequently, this paper explores the opportunity of linking (through coupling or integration / embedding) a GIS with a simulation / modelling system purposely built, and therefore better suited to supporting the requirements of ABM. This paper concludes with a synthesis of the discussion that has proceeded.
