    The evolving landscape of learning technology

    This paper provides an overview of the current and emerging issues in learning technology research, concentrating on structural issues such as infrastructure, policy and organizational context. It updates the vision of technology outlined by Squires’ (1999) concept of peripatetic electronic teachers (PETs) where Information and Communication Technologies (ICT) provide an enabling medium to allow teachers to act as freelance agents in a virtual world and reflects to what extent this vision has been realized The paper begins with a survey of some of the key areas of ICT development and provides a contextualizing framework for the area in terms of external agendas and policy drivers. It then focuses upon learning technology developments which have occurred in the last five years in the UK and offers a number of alternative taxonomies to describe this. The paper concludes with a discussion of the issues which arise from this work

    The 2015 edition of the Global Risks report completes a decade of highlighting the most significant long-term risks worldwide, drawing on the perspectives of experts and global decision-makers. Over that time, analysis has moved from risk identification to thinking through risk interconnections and the potentially cascading effects that result. Taking this effort one step further, this year's report underscores potential causes as well as solutions to global risks. Not only do we set out a view on 28 global risks in the report's traditional categories (economic, environmental, societal, geopolitical and technological) but also we consider the drivers of those risks in the form of 13 trends.     Scientific knowledge and scientific uncertainty in bushfire and flood risk mitigation: literature review

    EXECUTIVE SUMMARY The Scientific Diversity, Scientific Uncertainty and Risk Mitigation Policy and Planning (RMPP) project aims to investigate the diversity and uncertainty of bushfire and flood science, and its contribution to risk mitigation policy and planning. The project investigates how policy makers, practitioners, courts, inquiries and the community differentiate, understand and use scientific knowledge in relation to bushfire and flood risk. It uses qualitative social science methods and case studies to analyse how diverse types of knowledge are ordered and judged as salient, credible and authoritative, and the pragmatic meaning this holds for emergency management across the PPRR spectrum. This research report is the second literature review of the RMPP project and was written before any of the case studies had been completed. It synthesises approximately 250 academic sources on bushfire and flood risk science, including research on hazard modelling, prescribed burning, hydrological engineering, development planning, meteorology, climatology and evacuation planning. The report also incorporates theoretical insights from the fields of risk studies and science and technology studies (STS), as well as indicative research regarding the public understandings of science, risk communication and deliberative planning. This report outlines the key scientific practices (methods and knowledge) and scientific uncertainties in bushfire and flood risk mitigation in Australia. Scientific uncertainties are those ‘known unknowns’ and ‘unknown unknowns’ that emerge from the development and utilisation of scientific knowledge. Risk mitigation involves those processes through which agencies attempt to limit the vulnerability of assets and values to a given hazard. The focus of this report is the uncertainties encountered and managed by risk mitigation professionals in regards to these two hazards, though literature regarding natural sciences and the scientific method more generally are also included where appropriate. It is important to note that while this report excludes professional experience and local knowledge from its consideration of uncertainties and knowledge, these are also very important aspects of risk mitigation which will be addressed in the RMPP project’s case studies. Key findings of this report include: Risk and scientific knowledge are both constructed categories, indicating that attempts to understand any individual instance of risk or scientific knowledge should be understood in light of the social, political, economic, and ecological context in which they emerge. Uncertainty is a necessary element of scientific methods, and as such risk mitigation practitioners and researchers alike should seek to ‘embrace uncertainty’ (Moore et al., 2005) as part of navigating bushfire and flood risk mitigation

    "It's all up here": adaptation and improvisation within the modern project

    This paper considers organisational improvisation, and in particular, adaptation as a specific component of improvisational work(Miner et al., 2001), and how it may assist in resolving or assisting with some of the challenges surrounding recent shifts in our understanding of project-based management. Examples focus on the use of adaptation to cope with ambiguity and uncertainty, caused by execution in problematic and turbulent organisational environments. The literature on improvisation suggests that adapting previously successful interventions reduces and manages the risk of improvising by engaging with the 'adaptation component of organisational improvisation. This practice assists in ensuring that the additional risk of completely novel activity is avoided. This paper explores adaptation within the project domain, and also unpicks the rhetoric from the reality of adaptation within projects, confirming its benefits, setting out the circumstances where experience informs the practice, and offering readily usable and applicable insights

    Changing Course: Recommendations for Balancing Regional Growth and Water Resources in Northeastern Illinois

    In this new era of global environmental concerns and economic competition between the world's metropolitan areas, basic questions about the sustainability of the greater Chicago region must be considered. Foremost among these concerns are the increasing pressures on the supplies of two of our most vital and interrelated resources -- land and water. Factors like the amount of open space, density of new development and intensity of farming practices greatly affect the quantity and quality of the region's water resources. Conversely, the quality and quantity of the region's lakes, streams and underground aquifers have a major influence on local land use decisions. Sustainable land use practices are essential to meet increasing demands for clean water. Although the quality of surface water in northeastern Illinois has improved in the past three decades, the supply remains limited by pollution from stormwater runoff, U.S. Supreme Court decisions capping the amount that can be drawn from Lake Michigan, steadily increasing urbanization of the region, inefficient water supply systems and unregulated groundwater withdrawals. To determine how to address these problems across a 12-county region in northeastern Illinois, the Joyce Foundation provided support to the Metropolitan Planning Council and Openlands, in partnership with the Campaign for Sensible Growth, to undertake a study to examine the relationship between development practices, land use, and water quality and quantity. This study addresses five areas: the state of the region's water resources; the state and federal policies that impact water; regional watershed planning efforts; local development practices and model ordinances; and techniques for reducing the impacts of urbanization on regional water resources

    In this study Building Futures sets out to explore the future role of architects, asking: who will design our buildings in 2025; what roles will those trained in architecture be doing then and how will architectural practice have changed as a result? Through a series of one-to-one interviews and round table sessions the study aims to examine the breadth of those who shape the built environment: including traditional architects and those working in expanded fields of practice, as well as clients, consultants and contractors. The resulting speculations should be an opportunity for discussion and interrogation- an exploration of the imminent changes likely to affect the industry over the next 15 years
