    From Artifacts to Aggregations: Modeling Scientific Life Cycles on the Semantic Web

    In the process of scientific research, many information objects are generated, all of which may remain valuable indefinitely. However, artifacts such as instrument data and associated calibration information may have little value in isolation; their meaning is derived from their relationships to each other. Individual artifacts are best represented as components of a life cycle that is specific to a scientific research domain or project. Current cataloging practices do not describe objects at a sufficient level of granularity nor do they offer the globally persistent identifiers necessary to discover and manage scholarly products with World Wide Web standards. The Open Archives Initiative's Object Reuse and Exchange data model (OAI-ORE) meets these requirements. We demonstrate a conceptual implementation of OAI-ORE to represent the scientific life cycles of embedded networked sensor applications in seismology and environmental sciences. By establishing relationships between publications, data, and contextual research information, we illustrate how to obtain a richer and more realistic view of scientific practices. That view can facilitate new forms of scientific research and learning. Our analysis is framed by studies of scientific practices in a large, multi-disciplinary, multi-university science and engineering research center, the Center for Embedded Networked Sensing (CENS).Comment: 28 pages.     A policy context - eLib and the emergence of the subject gateways

    This brief paper outlines some of the features of the policy environment which led to the setting up of the influential 'subject gateways' as part of the Electronic Libraries Programme. It has the modest and partial ambition of putting some of the discussions of the time on record. It should be read as a companion piece to two other articles. The first, Law 1994, develops the historical context for the emergence of the data centres, a central component of JISC information infrastructure, and collaterally discusses the broad thrust of JISC's developing informational activity. The second, Dempsey 2000, upon which this piece is partly based, provides a broad discussion of the emergence of the subject gateways and the historical trajectory which led to the setting up of the Resource Discovery Network (RDN), which now provides an umbrella for JISC-funded subject-gateway activity. This article has a particular focus: it looks at some aspects of the policy background which led to the funding of the subject gateways. It does not discuss emerging services and approaches that also influenced developments

It describes some recent thesaurus projects undertaken to facilitate resource description and discovery and access to wide-ranging information resources on the Internet. Types of thesauri available on the Web, thesauri integrated in databases and information retrieval systems, and multiple-thesaurus systems for cross-database searching are also discussed.     This paper provides an overview of the current and emerging issues in learning technology research, concentrating on structural issues such as infrastructure, policy and organizational context. It updates the vision of technology outlined by Squires’ (1999) concept of peripatetic electronic teachers (PETs) where Information and Communication Technologies (ICT) provide an enabling medium to allow teachers to act as freelance agents in a virtual world and reflects to what extent this vision has been realized The paper begins with a survey of some of the key areas of ICT development and provides a contextualizing framework for the area in terms of external agendas and policy drivers. It then focuses upon learning technology developments which have occurred in the last five years in the UK and offers a number of alternative taxonomies to describe this. The paper concludes with a discussion of the issues which arise from this work

    A design view of capability

    In order to optimise resource deployment in a rapid changing operational environment, capability has received increasing concerns in terms of maximising the utilisation of resources. As a result of such extant research, different domains were seen to endow different meanings to capability, indicating a lack of common understanding of the true nature of capability. This paper presents a design view of capability from design artefact knowledge perspective. Capability is defined as an intrinsic quality of an entity closely related to artefact behavioural and structural knowledge. Design artefact knowledge was categorised across expected, instantiated, and interpreted artefact knowledge spaces (ES, IsS, and ItS). Accordingly, it suggests that three types of capability exist in the three spaces, which can be used in employing resources. Moreover, Network Enabled Capability (NEC), the capability of a set of linked resources within a specific environment is discussed, with an example of how network resources are deployed in a Virtual Integration Platform (VIP)
