    Generic Continuity of Operations/Continuity of Government Plan for State-Level Transportation Agencies, Research Report 11-01

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    Engineering education for mechatronics

    This paper defines mechatronics, explains mechatronics philosophy, and describes characteristics of mechatronics products and systems. It reviews some aspects of education and training for mechatronics and compares the two different approaches to engineering education: generalist engineering versus specialist engineering. It also examines the Japanese approach to product development strategies and mechatronics education and training. It also gives a bird's eye view of the mechatronics education in higher education institutions across the world with a specific reference to a typical mechatronics engineering degree program. Finally it concludes that, there will be an increasing need in the future for discipline-based mechatronics engineers

    ETSI reconfigurable radio systems: status and future directions on software defined radio and cognitive radio standards

    This article details the current work status of the ETSI Reconfigurable Radio Systems Technical Committee, positions the ETSI work with respect to other standards efforts (IEEE 802, IEEE SCC41) as well as the European Regulatory Framework, and gives an outlook on the future evolution. In particular, software defined radio related study results are presented with a focus on SDR architectures for mobile devices such as mobile phones. For MDs, a novel architecture and inherent interfaces are presented enabling the usage of SDR principles in a mass market context. Cognitive radio principles within ETSI RRS are concentrated on two topics, a cognitive pilot channel proposal and a Functional Architecture for Management and control of reconfigurable radio systems, including dynamic self-organizing planning and management, dynamic spectrum management, joint radio resource management.     In August of 1998 the Collaborative Agent Design Research Center (CADRC) of the California Polytechnic State University in San Luis Obispo (Cal Poly), approached Dr. Phillip Abraham of the Office of Naval Research (ONR) with the proposal for an annual workshop focusing on emerging concepts in decision-support systems for military applications. The proposal was considered timely by the ONR Logistics Program Office for at least two reasons. First, rapid advances in information systems technology over the past decade had produced distributed collaborative computer-assistance capabilities with profound potential for providing meaningful support to military decision makers. Indeed, some systems based on these new capabilities such as the Integrated Marine Multi-Agent Command and Control System (IMMACCS) and the Integrated Computerized Deployment System (ICODES) had already reached the field-testing and final product stages, respectively. Second, over the past two decades the US Navy and Marine Corps had been increasingly challenged by missions demanding the rapid deployment of forces into hostile or devastate dterritories with minimum or non-existent indigenous support capabilities. Under these conditions Marine Corps forces had to rely mostly, if not entirely, on sea-based support and sustainment operations. Particularly today, operational strategies such as Operational Maneuver From The Sea (OMFTS) and Sea To Objective Maneuver (STOM) are very much in need of intelligent, near real-time and adaptive decision-support tools to assist military commanders and their staff under conditions of rapid change and overwhelming data loads. In the light of these developments the Logistics Program Office of ONR considered it timely to provide an annual forum for the interchange of ideas, needs and concepts that would address the decision-support requirements and opportunities in combined Navy and Marine Corps sea-based warfare and humanitarian relief operations. The first ONR Workshop was held April 20-22, 1999 at the Embassy Suites Hotel in San Luis Obispo, California. It focused on advances in technology with particular emphasis on an emerging family of powerful computer-based tools, and concluded that the most able members of this family of tools appear to be computer-based agents that are capable of communicating within a virtual environment of the real world. From 2001 onward the venue of the Workshop moved from the West Coast to Washington, and in 2003 the sponsorship was taken over by ONR’s Littoral Combat/Power Projection (FNC) Program Office (Program Manager: Mr. Barry Blumenthal).     Assessing system of systems information security risk with OASoSIS.

    The term System of Systems (SoS) is used to describe the coming together of independent systems, collaborating to achieve a new or higher purpose. However, the SoS concept is often misunderstood within operational environments, providing challenges towards the secure design and operation of SoSs. Limitations in existing literature indicates a need for discovery towards identifying a combination of concepts, models, and techniques suitable for assessing SoS security risk and related human factor concerns for SoS Requirements Engineering. In this article, we present OASoSIS, representing an information security risk assessment and modelling process to assist risk-based decision making in SoS Requirements Engineering. A characterisation process is introduced to capture the SoS context, supporting a SoS security risk assessment process that extends OCTAVE Allegro towards a SoS context. Resulting risk data provides a focused means to assess and model the SoS information security risk and related human factors, integrating tool-support using CAIRIS. A medical evacuation SoS case study scenario was used to test, illustrate, and validate the alignment of concepts, models, and techniques for assessing SoS information security risks with OASoSIS, where findings provide a positive basis for future work
