    European E-Democracy in Practice

    This open access book explores how digital tools and social media technologies can contribute to better participation and involvement of EU citizens in European politics. By analyzing selected representative e-participation projects at the local, national and European governmental levels, it identifies the preconditions, best practices and shortcomings of e-participation practices in connection with EU decision-making procedures and institutions. The book features case studies on parliamentary monitoring, e-voting practices, and e-publics, and offers recommendations for improving the integration of e-democracy in European politics and governance. Accordingly, it will appeal to scholars as well as practitioners interested in identifying suitable e-participation tools for European institutions and thus helps to reduce the EU’s current democratic deficit.     Regulation and best practices in public and nonprofit marketing

    The volume contains the papers presented during the 9th International Congress of the International Association on Public and Nonprofit Marketing (IAPNM) entitled "Regulation and Best Practices in Public and Nonprofit Marketing". Structured in accordance with the sessions of the mentioned Congress, the volume includes papers and relevant contributions on marketing research development in the public administration, healthcare and social assistance, higher education, local development and, more generally, nonprofit organizations. The social marketing specific issues take an important part of the volume giving the diversity of the approached topics as well as the large number of researchers concerned with this matter. Though of small dimensions, the contents of the sessions dedicated the revival and reinvention of public marketing must be underlined, as well as of the transfer of public marketing best practices to the South-Eastern European states. Publishing this volume represents a term of the interest expressed by over 40 academic and research groups in Europe and other continents with interests in the public and nonprofit marketing field, as well as in other European states’ bodies that develop specific empirical studies

    The role of the Internet in the European Union's public communication strategy and the emerging European public sphere

    The focus of this thesis is on the vertical Europeanisation of the online public debate and more specifically on the EU's online public communication strategy, i.e. the top-down process of the unmediated, direct, online communication between the EU and the general public. The empirical data has been collected in four stages, namely public communication policy-making; public communication policy implementation online; online public communication policy impact on key Internet audiences; and interviews with key senior Commission officials. The review of the EU public communication documents has shown that the Commission has unambiguously committed to facilitate direct communication with the EU public as part of the process of building the EU citizens' trust towards its institutions and in addressing the issues of transparency and democratic legitimation of the EU's decision-making process, while the Internet is seen as a key tool in facilitating direct communication. However, after monitoring three of the EU's official websites for a year and analyzing the views of 221 Internet users on the EU's Information and Communication strategy online, it has become evident that the Commission has not yet fulfilled these commitments. The interviews with key Commission officials have revealed that behind this gap between policy and online implementation lie: a) an institutional culture which conflicts with the aims of the Commission's public communication strategy; and b) constant institutional restructuring in the last six years. Very recently the Commission has begun to address some of the shortfalls in the online implementation of its public communication strategy, yet there is no indication that the results of the online debate regarding the EU's future will be incorporated in the decision-making process, while further study is required in the future in order to assess any change in the institutional culture in relation to its public communication strategy.EThOS - Electronic Theses Online ServiceGBUnited Kingdo

    The effect of online journalism on the freedom of the press: the case of Kuwait

    Online journalism has brought new features of journalism practices for local journalists and forced the expansion of their freedom. The Internet as a whole became the tool for freedom of expression for many suppressed countries, and online journalism became an alternative for press freedom in cyberspace. The diffusion of information enabled more opportunities for freedom of expression and speech prosperity, leading to a higher level of freedom in local press. This research project aims to examine the effect of online journalism on the freedom of the local press in the state of Kuwait. Since mid 1990s, when the Internet was introduced in Kuwait, a new phenomenon of press freedom started to rise. After many decades of relying heavily on local newspapers and controlled radio and TV, many Kuwaitis switched to the Internet to obtain information, news and political analysis. The political dispute of power after the death of Kuwaiti Emir Sheikh Jabber Al-Ahmad Al-Sabah on 15 of January 2006, followed by the public demand to change the electoral constituencies voting system of the National Assembly, and the dissolving of the National Assembly in May 2006 forced many Kuwaitis to go online to get the latest news and analysis regarding the two issues. Kuwaiti online journalism became the source for instant updated information during the disputes. Many local writers praised their work on local press. Mohammad Abdul Qader Al-Jasim, a columnist and former editor in chief for Alwatan local newspaper, in his online Web site ‘Meezan’, provided non-censored detailed analysis of these situations without any restrictions or fear of government interference which was considered as a taboo “red line” no one was permitted to cross. The researcher used three different tools (survey, online content analysis, and interviews) to determine the effect of online journalism on journalist’s practices and the freedom of the press in Kuwait, focusing on the most popular Kuwaiti personal writers’ sites, weblogs and forums. The results show that online journalism affected journalist’s practices but did not replace the traditional practices. The Internet became a source and communication platform for many local journalists. At the same time, online journalism became one of the tools that helped increase the level of freedom in the local press. The language of online journalism took a different direction from the local press with more freedom to write, discuss, and share ideas online with less fear of government retribution. What was considered a taboo “red line” in the local press became an acceptable “green line” online. Local press officials recognized this effect on the local freedom, but disagree on the factors that really caused the freedom of the local press to increase

    Fostering e-participation sustainability through a BPM-driven semantic model

    According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation, the present research suggested that, rather than project-oriented efforts, the cornerstone for successfully implementing e-Participation in public institutions as a sustainable added-value activity is a systematic organisational planning, embodying the principles of open-governance and open-engagement. It further suggested that BPM, as a management discipline, can act as a catalyst to enable the desired transformations towards value creation throughout the policy-making cycle, including political, organisational and, ultimately, citizen value. Following these findings, the primary objective of this research was to provide an instrumental model to foster e-Participation sustainability across Government and Public Administration towards a participatory, inclusive, collaborative and deliberative democracy. The developed artefact, consisting in an e-Participation Organisational Semantic Model (ePOSM) underpinned by a BPM-steered approach, introduces this vision. This approach to e-Participation was modelled through a semi-formal lightweight ontology stack structured in four sub-ontologies, namely e-Participation Strategy, Organisational Units, Functions and Roles. The ePOSM facilitates e-Participation sustainability by: (1) Promoting a common and cross-functional understanding of the concepts underlying e-Participation implementation and of their articulation that bridges the gap between technical and non-technical users; (2) Providing an organisational model which allows a centralised and consistent roll-out of strategy-driven e-Participation initiatives, supported by operational units dedicated to the execution of transformation projects and participatory processes; (3) Providing a standardised organisational structure, goals, functions and roles related to e-Participation processes that enhances process-level interoperability among government agencies; (4) Providing a representation usable in software development for business processes’ automation, which allows advanced querying using a reasoner or inference engine to retrieve concrete and specific information about the e-Participation processes in place. An evaluation of the achieved outcomes, as well a comparative analysis with existent models, suggested that this innovative approach tackling the organisational planning dimension can constitute a stepping stone to harness e-Participation value

    E-governance in the new democracies: the case of Taiwan

    It is expected that the ICTs can maximise the benefits for improved governance and electronic democracy in the information age. This study explores the impact of e-government upon citizens and demonstrates how this kind of electronic medium affects the quality of democracy in the context of the new democracies. Taiwan's peculiar characteristics, which combine a Confucian context, a new democracy and a leading performance in e-government, offers an interesting example of the conceptual diversity of e-government in itself, especially in relation to the level of democracy. Thus, this study uses the Taiwanese experience of developing, using and understanding e-government to identify the effect of e-governance in the new democracies. It integrates larger theoretical and empirical evidence, drawing upon several disciplines, including political science and public administration, communications studies, education and the sociology of technology. The research methods deployed are: documentary analysis, secondary analysis, content analysis and interview. The data are cross-referred and the analysis is presented in different sections. In this study, four themes are discussed: civil education, the policy initiatives, the public use and the public understanding of e-government. I first indicate that civic education in Taiwan has gradually paid more attention to the mode of participation, but the values supporting democracy have not yet been fully instilled. Secondly, the Taiwanese government has been more inclined to use e-government to reorganise itself than to incorporate more of the public in its operation. Thirdly, democratic participation has not yet extended in the public use of e-government in Taiwan. Fourthly, e-government in Taiwan has a modem format, but lacks political efficacy, since it lacks the mechanisms through which people can affect public policy. I conclude that e-government has been used as a modem means to rework authoritarianism. People suffer from a 'democratic deficit' in their understanding and use of e-government. The effects of e-governance have been constrained by the legacy of authoritarianism and the public's democratic deficit. Therefore, in the new democracies, the prospects of electronic democracy should not be overestimated. E-government may be over-rated as a weapon for consolidating democracy
