    Third Revolution Digital Technology in Disaster Early Warning

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations. The recognition performance was assessed against two different video image frame rate variations: 25 and 2 fps. The assessment included a range of objective and subjective criteria. The obtained results show that the effects of the frame rate variations on the performance are statistically insignificant. This paper belongs to the process of development of a novel system for navigation of visually impaired pedestrians. The navigation system includes a remote vision facility, and the visual recognition of the environmental hazards by the sighted human guide is a basic activity in aiding the visually impaired user of the system in mobility

    Gender equity in disaster early warning systems

    Capacities of societies, communities and individuals or a social-ecological system to deal with adverse consequences and the impacts of hazard events define the resilience. New and innovative Emergency Communications, Warning Systems (ECWS) technologies and solutions improve resilience of the nations. Research shows that different types of systems (e.g. decision support, resource management, early warning, communications, and inter-agency) are highly valued in emergency and disaster events reducing live losses. As many individuals have online access today and young women have increased their online communication and young men tend to explore technology resources, the potential of using user friendly third revolution digital technology such as semantic features and devices (e.g. SMART phones) have the potential to improve the access to early warning/risk in-formation supporting community decision making saving lives. These personal and social relations that reflect gender dimensions can certainly be examined improving resilience making communities more prepared for disasters with proactive decision making for early warning. Fostering awareness about gender equity which is the recognition of women and men as active participants in development can tailor made within the context of resilience and more specifically within early warning systems saving lives of the people at immediate risk including the dependence of mother’s care (children and older people). In this context, this paper attempts to synthesis literature on the topic of gender equity within disaster early warning systems

    Accommodation requirements for microgravity science and applications research on space station

    Scientific research conducted in the microgravity environment of space represents a unique opportunity to explore and exploit the benefits of materials processing in the virtual abscence of gravity induced forces. NASA has initiated the preliminary design of a permanently manned space station that will support technological advances in process science and stimulate the development of new and improved materials having applications across the commercial spectrum. A study is performed to define from the researchers' perspective, the requirements for laboratory equipment to accommodate microgravity experiments on the space station. The accommodation requirements focus on the microgravity science disciplines including combustion science, electronic materials, metals and alloys, fluids and transport phenomena, glasses and ceramics, and polymer science. User requirements have been identified in eleven research classes, each of which contain an envelope of functional requirements for related experiments having similar characteristics, objectives, and equipment needs. Based on these functional requirements seventeen items of experiment apparatus and twenty items of core supporting equipment have been defined which represent currently identified equipment requirements for a pressurized laboratory module at the initial operating capability of the NASA space station

    Following the tragic Asian tsunami on 26 December 2004, the Prime Minister asked the Government’s Chief Scientific Adviser, Sir David King, to convene a group of experts (the Natural Hazard Working Group) to advise on the mechanisms that could and should be established for the detection and early warning of global physical natural hazards. 2. The Group was asked to examine physical hazards which have high global or regional impact and for which an appropriate early warning system could be put in place. It was also asked to consider the global natural hazard frameworks currently in place and under development and their effectiveness in using scientific evidence; to consider whether there is an existing appropriate international body to pull together the international science community to advise governments on the systems that need to be put in place, and to advise on research needed to fill current gaps in knowledge. The Group was asked to make recommendations on whether a new body was needed, or whether other arrangements would be more effective

    The Homeland Security Presidential Directive 20 (HSPD-20) requires all local, state, tribal and territorial government agencies, and private sector owners of critical infrastructure and key resources (CI/KR) to create a Continuity of Operations/Continuity of Government Plan (COOP/COG). There is planning and training guidance for generic transportation agency COOP/COG work, and the Transportation Research Board has offered guidance for transportation organizations. However, the special concerns of the state-level transportation agency’s (State DOT’s) plan development are not included, notably the responsibilities for the entire State Highway System and the responsibility to support specific essential functions related to the State DOT Director’s role in the Governor’s cabinet. There is also no guidance on where the COOP/COG planning and organizing fits into the National Incident Management System (NIMS) at the local or state-level department or agency. This report covers the research conducted to determine how to integrate COOP/COG into the overall NIMS approach to emergency management, including a connection between the emergency operations center (EOC) and the COOP/COG activity. The first section is a presentation of the research and its findings and analysis. The second section provides training for the EOC staff of a state-level transportation agency, using a hybrid model of FEMA’s ICS and ESF approaches, including a complete set of EOC position checklists, and other training support material. The third section provides training for the COOP/COG Branch staff of a state-level transportation agency, including a set of personnel position descriptions for the COOP/COG Branch members

    Combined automotive safety and security pattern engineering approach

    Automotive systems will exhibit increased levels of automation as well as ever tighter integration with other vehicles, traffic infrastructure, and cloud services. From safety perspective, this can be perceived as boon or bane - it greatly increases complexity and uncertainty, but at the same time opens up new opportunities for realizing innovative safety functions. Moreover, cybersecurity becomes important as additional concern because attacks are now much more likely and severe. However, there is a lack of experience with security concerns in context of safety engineering in general and in automotive safety departments in particular. To address this problem, we propose a systematic pattern-based approach that interlinks safety and security patterns and provides guidance with respect to selection and combination of both types of patterns in context of system engineering. A combined safety and security pattern engineering workflow is proposed to provide systematic guidance to support non-expert engineers based on best practices.
