    Intel's XL Permit: A Framework for Evaluation

    The paper develops a framework to evaluate permits granted to firms under the Environmental Protection Agency's Project XL � with emphasis on the novel air permit granted to the Intel Corporation. We describe the permit, the process that created it, and the types of costs and benefits likely to arise from this type of "facility-specific" regulatory arrangement. Among other things, the paper describes the permit's impact on environmental quality, production costs, transaction costs, and Intel's strategic market position. The paper also considers how an estimate of the costs and benefits � both to Intel and society � might be estimated. While facility-specific regulation typically conjures images of production cost savings as processes are re-engineered and low-cost abatement strategies pursued, the Intel case highlights perhaps a more important source of benefit: flexibility in the form of streamlined permitting. Flexibility in this form allows for accelerated product introductions, with potentially significant benefits to the firm and possibly to society.

    Costs and benefits of inter-departmental innovation collaboration

    Inter-departmental innovation collaboration facilitates innovation performance. At the same time, it has been identified as source of increased coordination costs. Using organizational information processing theory, this paper builds and tests hypotheses on the costs and benefits of innovation-related collaboration within firms. Based on a sample of 433 German manufacturing firms we show inter-departmental innovation collaboration to increase process innovation performance, but also to produce costs in terms of project delay and project termination. These costs, however, do not affect innovation performance at the firm level. This finding suggests firms to be well able to balance the costs and benefits of interdepartmental collaboration across their innovation project portfolio.     Trade related business climate and manufacturing export performance in Africa: A firm-level analysis

    Africa continues to be marginalised in world trade of manufactured goods, despite reductions in tariffs and non-tariff barriers. This paper investigates whether high business and trade costs associated with Africa’s trade-related infrastructure, trade institutions and the regulatory environment have contributed towards its mediocre trade performance. The paper focuses on eight African countries - Egypt, Kenya, Madagascar, Mauritius, Morocco, South Africa, Tanzania and Zambia - using the World Bank’s investment climate surveys. The results of the study suggest that the business climate, as measured using principal components for micro-level supply constraints, macroeconomic conditions and the legal environment, is closely associated with firm-level export propensity. Improvements in domestic policy may therefore have a considerable positive impact on manufacturing export performance in Africa

    Quantitative Assessment of the Impact of Automatic Static Analysis Issues on Time Efficiency

    Background: Automatic Static Analysis (ASA) tools analyze source code and look for code patterns (aka smells) that might cause defective behavior or might degrade other dimensions of software quality, e.g. efficiency. There are many potentially negative code patterns, and ASA tools typically report a huge list of them even in small programs. Moreover, so far, little evidence is available about the negative impact on performance of code patterns identified by such tools. A consequence is that programmers cannot appreciate the benefits of ASA tools and tend not to include them in their workflow. Aims: Quantitatively assess the impact of issues signaled by ASA tools on time efficiency. Method: We select 20 issues and for each of them we set up two source code fragments: one containing the issue and the corresponding refactored version, functionally identical but without the issue. We set up three different platforms, isolated from network and other user programs, then we execute the code fragments, and measure the execution time of both code versions. Results: We find that eleven issues have an actual negative impact on performance. We also compute for each issue an estimation for the delay provoked by a single execution. Conclusions: We produce a set of issues with a verified negative impact on performance. They can be checked easily with an analysis tool and code can be refactored to obtain a provably more efficient code. We also provide the estimated delay cost of each issue in the environments where we conduct the tests. These results can be improved with the help of other researchers: repeating the tests in several platforms would make it possible to build up a wider benchmar

    We present the detailed results of the application of mathematical optimization algorithms to transistor sizing in a full-adder cell design, to obtain the maximum expected fabrication yield. The approach takes into account all the fabrication process parameter variations specified in an industrial PDK, in addition to operating condition range and NBTI aging. The final design solutions present transistor sizing, which depart from intuitive transistor sizing criteria and show dramatic yield improvements, which have been verified by Monte Carlo SPICE analysis

    The Public performance indicator (PPI) is an important Key Performance Indicator for Network Rail and monitored carefully by the organisation and their external stakeholders. Condition monitoring is of increasing interest within network rail as a suitable method for increasing asset reliability and improving the PPI metric. As condition monitoring methods are identified each will need assessment to establish the cost and benefit. Benefit can be measured in cost savings as poor PPI performance results in fines. Within many industries Net Present Value (NPV) calculations are used to determine how quickly investments will break-even. Cost-risk is a term that is used to describe the financial impact of an unexpected event (a risk). This paper outlines a more detailed approach to calculating NPV which considers the cost-risk effect of changes of the denial of service charging rate. NPV prediction is of importance when assessing when to deploy different fault detection strategies to maintenance issues, and therefore the cost-risk of the NPV calculation should be used to support asset management decisions
