    Integrity in Self-Organizing Societies: The Case of Libor

    From a cross-disciplinary social science perspective, it is evident that financial and economic development is not a matter simply of a propern social structure (e.g., Laissez-faire free-market) but also requires good individual leadership (competence and honesty). Financial systems require both structure and leadership, despite some economic scholars holding to the idea of an economic structural mechanism of a ‘perfect market’. However, good leadership and proper societal structure together is not a simple process, nor certainly obtained, as empirically there are no societal ‘mechanisms’. A case, such as Libor, clearly illustrated the importance of both structure and leadership in the proper operation of societal systems. Bad leadership can corrupt a societal structure; and a corrupt societal structure can enable bad leadership. The case of Libor provides empirical evidence for the social science proposition that a financial system requires both proper government regulation and integrity in private sector operations. But this is not easily achieved in societies of self-organizing systems. We apply a cross-disciplinary framework of systems dynamics to analyze the Libor event, as a kind of challenge in the control of self-organizing societies, which are facilitated by information technology processes

    Environmental accounting for ecosystem conservation: Linking societal and ecosystem metabolisms

    This paper proposes an approach to environmental accounting useful for studying the feasibility of socio-economic systems in relation to the external constraints posed by ecological compatibility. The approach is based on a multi-scale analysis of the metabolic pattern of ecosystems and societies and it provides an integrated characterization of the resulting interaction. The text starts with a theoretical part explaining (i) the implicit epistemological revolution implied by the notion of ecosystem metabolism and the fund-flow model developed by Georgescu-Roegen applied to environmental accounting, and (ii) the potentials of this approach to create indicators to assess ecological integrity and environmental impacts. This revolution also makes it possible to carry out a multi-scale integrated assessment of ecosystem and societal metabolisms at the territorial level. In the second part, two applications of this approach using an indicator of the negentropic cost show the possibility to characterize in quantitative and qualitative terms degrees of alteration (crop cultivation, tree plantations)for different biomes (tropical and boreal forests). Also, a case study for land use scenarios has been included. The proposed approach represents an integrated multi-scale tool for the analysis of nature conservation scenarios and strategies.Comment: 29 pages including 6 figure

    Science and Technology Governance and Ethics - A Global Perspective from Europe, India and China

    This book analyzes the possibilities for effective global governance of science in Europe, India and China. Authors from the three regions join forces to explore how ethical concerns over new technologies can be incorporated into global science and technology policies. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. Chapter Four discusses public engagement in the governance of science and technology, and Chapter Five reviews science and technology governance and European values. The sixth chapter describes and analyzes values demonstrated in the constitution of the People’s Republic of China. Chapter Seven describes emerging evidence from India on the uses of science and technology for socio-economic development, and the quest for inclusive growth. In Chapter Eight, the authors propose a comparative framework for studying global ethics in science and technology. The following three chapters offer case studies and analysis of three emerging industries in India, China and Europe: new food technologies, nanotechnology and synthetic biology. Chapter 12 gathers all these threads for a comprehensive discussion on incorporating ethics into science and technology policy. The analysis is undertaken against the backdrop of different value systems and varying levels of public perception of risks and benefits. The book introduces a common analytical framework for the comparative discussion of ethics at the international level. The authors offer policy recommendations for effective collaboration among the three regions, to promote responsible governance in science and technology and a common analytical perspective in ethics

    Differentiation of actors derives primarily from the distribution of power and wealth in a society, and thus it has always played an exceptionally significant role. However, as a consequence of the hierarchical organisation of the society this differentiation was noticeably asymmetrical. The non-equivalence of partial subjects/actors of regional development has led to the understandable domination of ‘deterministic’ relations and the plurality of interests and then to the dominance of ‘competitive’ relations. Only gradually do interactions of a cooperative kind successively break through the growth of mutual interconnections, linkages and necessity of social elements and partial systems, and thus the increasing of organic nature of (geo)societal systems. This will be finally illustrated through the difference between ‘symmetric’ systems of actors in developed countries and the ‘asymmetric’ global system

    Towards Principled Responsible Research and Innovation: Employing the Difference Principle in Funding Decisions

    Responsible Research and Innovation (RRI) has emerged as a science policy framework that attempts to import broad social values into technological innovation processes whilst supporting institutional decision-making under conditions of uncertainty and ambiguity. When looking at RRI from a ‘principled’ perspective, we consider responsibility and justice to be important cornerstones of the framework. The main aim of this article is to suggest a method of realising these principles through the application of a limited Rawlsian Difference Principle in the distribution of public funds for research and innovation. There are reasons why the world's combined innovative capacity has spewed forth iPhones and space shuttles but not yet managed to produce clean energy or universal access to clean water. (Stilgoe 2013, xii) I derive great optimism from empathy's evolutionary antiquity. It makes it a robust trait that will develop in virtually every human being so that society can count on it and try to foster and grow it. It is a human universal. (de Waal 2009, 209) Responsible Research and Innovation (RRI) has emerged as a science policy framework that attempts to import broad social values into technological innovation processes whilst supporting institutional decision-making under conditions of uncertainty and ambiguity. In this respect, RRI re-focuses technological governance from standard debates on risks to discussions about the ethical stewardship of innovation. This is a radical step in Science & Technology (S&T) policy as it lifts the non-quantifiable concept of values into the driving seat of decision-making. The focus of innovation then goes beyond product considerations to include the processes and – importantly – the purposes of innovation (Owen et al. 2013, 34). Shared public values are seen as the cornerstone of the new RRI framework, while market mechanisms and risk-based regulations are of a secondary order. What are the values that could drive RRI? There are different approaches to the identification of public values. They can be located in democratically agreed processes and commitments (such as European Union treaties and policy statements) or they can be developed organically via public engagement processes. Both approaches have advantages and disadvantages. For instance, although constitutional values can be regarded as democratically legitimate, their application to specific technological fields can be difficult or ambiguous (Schroeder and Rerimassie 2015). On the other hand, public engagement can accurately reflect stakeholder values but is not necessarily free from bias and lobbyist agenda setting. We argue that if RRI is to be more successful in resolving policy dilemmas arising from poorly described and uncertain technological impacts, basic universal principles need to be evoked and applied. When looking at RRI from a ‘principled’ perspective, we consider responsibility and justice to be important cornerstones of the framework. One could describe them in the following manner: Research and innovation should be conducted responsibly. Publicly funded research and innovation should be focused fairly on socially beneficial targets. Research and innovation should promote and not hinder social justice. The main aim of this article is to suggest a method of realising these principles through the application of a limited Rawlsian Difference Principle in the distribution of public funds for research and innovation. This paper is in three parts. The first part discusses the above principles and introduces the Rawlsian Difference Principle. The second part identifies how RRI is currently applied by public funding bodies. The third part discusses the operationalisation of the Rawlsian Difference Principle in responsible funding decisions

    Explaining Myanmar's Regime Transition: The Periphery is Central

    In 2010, Myanmar (Burma) held its first elections after 22 years of direct military rule. Few compelling explanations for this regime transition have emerged. This article critiques popular accounts and potential explanations generated by theories of authoritarian ‘regime breakdown’ and ‘regime maintenance’. It returns instead to the classical literature on military intervention and withdrawal. Military regimes, when not terminated by internal factionalism or external unrest, typically liberalise once they feel they have sufficiently addressed the crises that prompted their seizure of power. This was the case in Myanmar. The military intervened for fear that political unrest and ethnic-minority separatist insurgencies would destroy Myanmar’s always-fragile territorial integrity and sovereignty. Far from suddenly liberalising in 2010, the regime sought to create a ‘disciplined democracy’ to safeguard its preferred social and political order twice before, but was thwarted by societal opposition. Its success in 2010 stemmed from a strategy of coercive state-building and economic incorporation via ‘ceasefire capitalism’, which weakened and co-opted much of the opposition. Having altered the balance of forces in its favour, the regime felt sufficiently confident to impose its preferred settlement. However, the transition neither reflected total ‘victory’ for the military nor secured a genuine or lasting peace

    Human activities,both established and emerging, increasingly affect the provision of marine ecosystem services that deliver societal and economic benefits. Monitoring the status of marine ecosystems and determining how human activities change their capacity to sustain benefits for society requires an evidence-based Integrated Ecosystem Assessment approach that incorporates knowledge of ecosystem functioning and services).Although,there are diverse methods to assess the status of individual ecosystem components, none assesses the health of marine ecosystems holistically, integrating information from multiple ecosystem components. Similarly,while acknowledging the availability of several methods to measure single pressures and assess their impacts, evaluation of cumulative effects of multiple pressures remains scarce.Therefore,an integrative assessment requires us to first understand the response of marine ecosystems to human activities and their pressures and then develop innovative, cost-effective monitoring tools that enable collection of data to assess the health status of large marine areas. Conceptually, combining this knowledge of effective monitoring methods with cost-benefit analyses will help identify appropriate management measures to improve environmental status economically and efficiently. The European project DEVOTES (DEVelopment Of innovative Tools for understanding marine biodiversity and assessing good Environmental Status) specifically addressed these topics in order to support policymakers and managers in implementing the European Marine Strategy Framework Directive. Here, we synthesize our main innovative findings, placing these within the context of recent wider research, and identifying gaps and the major future challenges

Yet in spite of continuing national and international efforts to alleviate poverty, the sad reality is that over a billion human beings continue to live on USD 1.25 or less a day.
