    Estimation of building energy performance for local energy policy at urban scale

    Abstract Cities play a key role in sustainability policies aimed at reducing environmental impacts and increasing energy efficiency in the building sector. At urban level, the analysis models are split in bottom-up and top-down types as a function of the methodological approach of input data processing, aggregated in the first case and disaggregated in the second one. The present paper describes the methodological approach adopted for the implementation of a bottom-up model able to estimate the energy performance of buildings and to define an energy diagnosis process at urban scale. Starting from the information provided by tools available at the Public Authorities and at the most relevant statistical studies on the national energy market, the model provides an estimation of the energy consumption and performance of buildings. The model is applied to a real district of Bologna and the derived spatial database allows the energy performances of buildings to be mapped

    The Diffusion of Energy Efficiency in Building

    We analyze the diffusion of buildings certified for energy efficiency across US property markets. Using a panel of 48 metropolitan areas (MSAs) observed over the last 15 years, we model the geographic patterns and dynamics of building certification, relating industry composition, changes in economic conditions, characteristics of the local commercial property market, and the presence of human capital, to the cross-sectional variation in energy-efficient building technologies and the diffusion of those technologies over time. Understanding the determinants and the rate at which energy-efficient building practices diffuse is important for designing policies to affect resource consumption in the built environment.

    This CEPS Task Force Report focuses on how to improve water efficiency in Europe, notably in public supply, households, agriculture, energy and manufacturing as well as across sectors. It presents a number of recommendations on how to make better use of economic policy instruments to sustainably manage the EU’s water resources. Published in the run-up to the European Commission’s “Blueprint to Safeguard Europe’s Waters”, the report contributes to the policy deliberations in two ways. First, by assessing the viability of economic policy instruments, it addresses a major shortcoming that has so far prevented the 2000 EU Water Framework Directive (WFD) from becoming fully effective in practice: the lack of appropriate, coherent and effective instruments in (some) member states. Second, as the Task Force report is the result of an interactive process involving a variety of stakeholders, it is able to point to the key differences in interpreting and applying WFD principles that have led to a lack of policy coherence across the EU and to offer some pragmatic advice on moving forward

    Impact of CARB\u27s Tailpipe Emission Standard Policy on CO2 Reduction among the US States

    U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than the short-run effect. The equivalent policy effect of the CARB emission standard in CO2 reduction can be achieved by raising gasoline price by 145.43%. Also, if 26.0% of petroleum consumed for transportation is substituted by alternative clean fuels (natural gas or electricity), it will have a comparable policy effect in CO2 reduction. Findings in this study support to continue the collaborative efforts among the EPA, National Highway Traffic Safety Administration (NHTSA), and California in order to achieve the CO2 reduction goal set by CARB and adopted by the EPA in 2012. The packaged policy approach rooted in persistent public and political support is necessary for successful policy implementation

It begins by presenting the local government’s role in land use planning and regulation and introduces common characteristics of “solar friendly” communities. The resource then describes how municipalities should begin a solar energy initiative through an official policy statement that provides support for solar energy and that authorizes a task force to shepherd the process, appropriate studies, training programs for staff and board members, inter-municipal partnerships, and outside funding sources. Next, the document explains how municipalities should engage the entire community in the solar energy initiative process to ensure support for the initiative and its implementation. Finally, the resource presents local planning best practices that communities can incorporate into their comprehensive plans, subarea plans, or other plans. Throughout, this document provides helpful resources and examples that communities can use to develop effective solar energy policies and plans

    Environmental, social and governance disclosures in Europe

    Purpose – The purpose of this paper is to shed light on the European Union’s (EU) latest regulatory principles for environmental, social and governance (ESG) disclosures. It explains how some of the EU’s member states are ratifying the EU Commission’s directives on ESG reporting by introducing intelligent, substantive and reflexive regulations. Design/methodology/approach – Following a review of EU publications and relevant theoretical underpinnings, this paper reports on the EU member states’ national policies for ESG reporting and disclosures. Findings – The EU has recently revised a number of tools and instruments for the reporting of financial and non-financial information, including the EU’s modernisation directive, the EU’s directive on the disclosure of non-financial and diversity information, the EU Energy Efficiency Directive, the European pollutant release and transfer register, the EU emission trading scheme, the integrated pollution prevention and control directive, among others. Practical implications – Although all member states are transposing these new EU directives, to date, there are no specific requirements in relation to the type of non-financial indicators that can be included in annual reports. Moreover, there is a need for further empirical evidence that analyse how these regulations may (or may not) affect government entities and big corporations. Social implications – Several EU countries are integrating reporting frameworks that require the engagement of relevant stakeholders (including shareholders) to foster a constructive environment that may lead to continuous improvements in ESG disclosures. Originality/value – EU countries are opting for a mix of voluntary and mandatory measures that improve ESG disclosures in their respective jurisdictions. This contribution indicates that there is scope for national governments to give further guidance to civil society and corporate business to comply with the latest EU developments in ESG reporting. When European entities respond to regulatory pressures, they are also addressing ESG and economic deficits for the benefit of all stakeholders.peer-reviewe
