Laying the Foundation: An Analytical Tool for Assessing Legal and Institutional Readiness for PES
This booklet has been created as an initial resource for public sector officials interested in fostering an environment in which PES transactions can occur. While PES legal and policy readiness is likely to look very different from one country to another -- depending on legal frameworks, as well as historical and current circumstances and pressures -- understanding policy options for getting ready for PES transactions is an important first step towards assessing readiness within a specific national and subnational context.This booklet offers an analytical framework for assessing legal and institutional readiness for PES transactions. It is divided into three sections based on timing and the order of addressing issues, with an eye to what will be most important to investors and buyers in payment for ecosystem services agreements. Specifically, the first level of preparing for PES agreements should be ensuring that fundamental or threshold conditions are in place for buyers to feel that there is sufficient stability in place to consider entering in these business arrangements. The second level of preparedness, while important for well-functioning PES, may be developed adaptively as needs and options become clearer via PES experience on the ground. Finally, level three includes non-urgent aspects that may be important to streamline or scale up PES, depending on the particular circumstances

Planning and Policymaking for Transit-Oriented Development, Transit, and Active Transport in California Cities
This report provides research findings from the first year of a two-year research project on patterns of local policymaking in California to support transit-oriented development (TOD), transit, and active transport. The project aims to assess motivations, perceived obstacles, and priorities for development near transit, in relation to patterns of local policy adoption, from the perspective of city planners in the state’s four largest regions: the San Francisco Bay, Los Angeles, San Diego, and Sacramento metropolitan areas. This first-stage report discusses research and policy context that informed the methodology, findings from the analysis of results from an online survey of city planning directors administered in the spring of 2019, and findings from two case studies of TOD policymaking in urban central cities, namely Los Angeles and Sacramento. A sampling methodology for conducting further case studies of TOD policymaking during the upcoming second phase of the project is also described, based on findings from the first year of the research.View the NCST Project Webpag
Trade integration as a way forward for the Arab world : a regional agenda
The current political turmoil for more open and participative societies in many Arab countries coupled with the emergence of new growth poles around the world could create the conditions for a big push toward greater regional and global trade integration of the Arab world. Further integrating Arab countries among themselves and opening up the region to the rest of the world are two complementary avenues to improve market access, promote behind-the-border regulatory reforms, facilitate cooperation on regional public goods, foster the emergence of an"Arab factory"through regional supply chains and productions networks, and eventually create the conditions for more and better paid jobs for the growing Arab workforce. A more ambitious trade agenda in the context of the Pan-Arab Free Trade Area would be a good place to start. Although difficult and challenging, and requiring a good dosage of flexibility and variable geometry, such an agenda would consist of (1) completing the free movement of goods within the Pan-Arab Free Trade Area, notably through the elimination of unnecessary non-tariff barriers; (2) implementing a regional initiative to liberalize services trade, including identifying a number of pilot service sectors for early regional liberalization; and (3) strengthening the rules and discipline applicable to regional trade and other policies of common interest.Free Trade,Trade Law,Emerging Markets,Trade and Regional Integration,Trade Policy
