Heier StammHealth care organizations must have enough supplies and equipment on hand to adequately respond to events such as terrorist attacks, infectious disease outbreaks, and natural disasters. This is achieved through a robust supply chain system. Nationwide, states are assessing their current supply chains to identify gaps that may present issues during disaster preparedness and response. During an assessment of the Kansas health care supply chain, a number of vulnerabilities were identified, one of which being supplier consolidation. Through mergers and acquisitions, the number of suppliers within the health care field has been decreasing over the years. This can pose problems during disaster response when there is a surge in demand and multiple organizations are relying on the same suppliers to provide equipment and supplies. This thesis explores the potential for joint procurement agreements to encourage supplier diversity by splitting purchasing among multiple suppliers. In joint procurement, two or more customers combine their purchases into one large order so that they can receive quantity discounts from a supplier. This research makes three important contributions to supplier selection under disaster uncertainty. The first of these is the development of a scenario-based supplier selection model under uncertainty with joint procurement. This optimization model can be used to observe customer purchasing decisions in various scenarios while considering the probability of disaster occurrence. Second, the model is applied to a set of experiments to analyze the results when supplier diversity is increased and when joint procurement is introduced. This leads to the third and final contribution: a set of recommendations for health care organization decision makers regarding ways to increase supplier diversity and decrease the risk of disruption associated with disaster occurrence

    Cross-collaborative supply chains. How logistics services contribute to social responsibility.

    Abstract Purpose - The collaboration between profit and nonprofit entities has become a burning topic in supply chain management studies and corporate strategies. The world’s largest logistics service providers (LSPs) have been developing several practices improving social responsibility while collaborating with nonprofit actors. In particular, their core competences and offered services become extremely relevant in the context of humanitarian logistics initiatives. A key purpose of this article is to examine the projects currently undertaken by LSPs in humanitarian logistics. Methodology/Approach - This research follows a qualitative approach based on multiple case studies. Findings - The paper provides an overview of the leading LSPs’ involvement in humanitarian logistics and presents an analysis of their current “best practices” services in disaster relief with high impact in terms of social responsibility. Research Limitations/implications - There has been increased interest on the part of international academic and professional communities in humanitarian logistics. This study constitutes a platform for benchmarking analysis of logistics services to assure effective implementation of social responsibility principles. Originality/Value of paper - Humanitarian logistics is a rather new field in logistics management.     Emergency Resource Layout with Multiple Objectives under Complex Disaster Scenarios

    Effective placement of emergency rescue resources, particularly with joint suppliers in complex disaster scenarios, is crucial for ensuring the reliability, efficiency, and quality of emergency rescue activities. However, limited research has considered the interaction between different disasters and material classification, which are highly vital to the emergency rescue. This study provides a novel and practical framework for reliable strategies of emergency rescue under complex disaster scenarios. The study employs a scenario-based approach to represent complex disasters, such as earthquakes, mudslides, floods, and their interactions. In optimizing the placement of emergency resources, the study considers government-owned suppliers, framework agreement suppliers, and existing suppliers collectively supporting emergency rescue materials. To determine the selection of joint suppliers and their corresponding optimal material quantities under complex disaster scenarios, the research proposes a multi-objective model that integrates cost, fairness, emergency efficiency, and uncertainty into a facility location problem. Finally, the study develops an NSGA-II-XGB algorithm to solve a disaster-prone province example and verify the feasibility and effectiveness of the proposed multi-objective model and solution methods. The results show that the methodology proposed in this paper can greatly reduce emergency costs, rescue time, and the difference between demand and suppliers while maximizing the coverage of rescue resources. More importantly, it can optimize the scale of resources by determining the location and number of materials provided by joint suppliers for various kinds of disasters simultaneously. This research represents a promising step towards making informed configuration decisions in emergency rescue work

This research focuses on how Haiti can benefit from the Caribbean Disaster Management Agency’s standards for disaster resilience as it works to recover from the earthquake. Unfortunately, Haiti has long been dependent on assistance from non-governmental organizations due to its extreme poverty; its recovery is complicated by the need to integrate disaster assistance and on-going economic and social assistance into its development of a more resilient society

    Facility location optimization model for emergency humanitarian logistics

    Since the 1950s, the number of natural and man-made disasters has increased exponentially and the facility location problem has become the preferred approach for dealing with emergency humanitarian logistical problems. To deal with this challenge, an exact algorithm and a heuristic algorithm have been combined as the main approach to solving this problem. Owing to the importance that an exact algorithm holds with regard to enhancing emergency humanitarian logistical facility location problems, this paper aims to conduct a survey on the facility location problems that are related to emergency humanitarian logistics based on both data modeling types and problem types and to examine the pre- and post-disaster situations with respect to facility location, such as the location of distribution centers, warehouses, shelters, debris removal sites and medical centers. The survey will examine the four main problems highlighted in the literature review: deterministic facility location problems, dynamic facility location problems, stochastic facility location problems, and robust facility location problems. For each problem, facility location type, data modeling type, disaster type, decisions, objectives, constraints, and solution methods will be evaluated and real-world applications and case studies will then be presented. Finally, research gaps will be identified and be addressed in further research studies to develop more effective disaster relief operations

    Factors Impacting Supply Chain Performance During Humanitarian Assistance/Disaster Response Operations

    This study explored the factors that affect supply chain performance during humanitarian assistance and disaster response operations. We examined the following theoretical coordination nodes, resource sharing, standardization of operations, joint logistics effort, and postponement on humanitarian supply chain performance. We collected survey data from 207 military and civilian logistics practitioners. Data were used to test a conceptual model, using linear regression with each direct effect relationship and moderating relationship tested. Results reveal the positive direct effect of standardization of operations and joint logistics effort on supply chain performance. However, standardization of operations’ effect on supply chain performance is weakened by the moderating effect of resource redundancy. Results inform future military and civilian humanitarian assistance actors on the effects of studied coordination nodes on supply chain performance. We include implications and recommendations for further research

    Relief Operations among Selected Typhoon Disasters in the Philippines: A Workplan for Disaster Relief Management

    The National Disaster Risk Reduction and Management Plan (NDRRMP) of the Philippines has been made to fulfill the requirements of RA No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act, of 2010.  This provided the legal basis for policies, plans, and programs to deal with all kinds of disasters that will hit the country.  There are four (4) thematic areas of the plan, namely, (1) Disaster Prevention and Mitigation; (2) Disaster Preparedness; (3) Disaster Response; and (4) Disaster Rehabilitation and Recovery.  Additionally, the agency conveys a vision of a country that is “safer, adaptive and disaster-resilient Filipino communities toward sustainable development.”  Its long-term goal is to set all Filipinos, men, and women, raise awareness and understanding of DRRM to increase people’s reliance and decrease their vulnerabilities.  Under Section 3 of Republic Act 10121, the key priority area that this review focuses on is disaster response.  Disaster response is defined as “the provision of emergency services and public assistance during or immediately after a disaster to save lives, reduce health impacts, ensure public safety, and meet the basic subsistence needs of the people affected.”  However, the aftermaths of disasters have been reported to encounter several problems.  The efficiency of disaster relief operations depends upon the intensity and quality of the preparation even before a disaster occurs.  Therefore, a well-prepared disaster response plan will likely save more lives and make efficient use of the available resources.  Thus, this paper reviewed the relief operations of three disastrous typhoons in the Philippines to improve the operations of relief.  At the end of this paper, a suggestive work plan has been made to smoothly run relief operations that can be considered to improve food procurement, communication, inclusivity, quality and quantity of relief supplies, coordination and collaboration, and timeliness.
