Using knowledge management to assist in the transformation of the Jamaica Constabulary Force

    Get PDF
Over several years Jamaica has suffered from a high crime rate which has negatively affected its economic growth. According to a United Nation Report (2008) Jamaica is categorized amongst the most dangerous countries in the world today. In such an environment the responsibilities of the police have increased, as more and more Jamaican gangs have international connections. This has negatively impacted the human and social capital, and security has become the primary focus area for all Jamaicans. For police to function effectively in such an environment the use of Information and Communications Technology (ICT) is needed for managing knowledge from multiple sources. In this paper we present the current status of knowledge management practices in the Jamaica Constabulary Force (JCF) which could be used to transform the JCF into a knowledge organization

The comprehensive model for KM processes consisting of master classification of the sub-phases of KM processes  are (a) verification process: there are five sub phases that have to be in use. Those activities include identification, acquiring, capturing , generation, and  creation of knowledge; (b) knowledge allocating: there are five sub-phases which include organizing, codification, sharing, storage and integration of knowledge; (3) knowledge distribution: there are three sub-phases: diffusion, transfer and dissemination of knowledge; (d) knowledge executive: there are three sub-phases of these process which include the implementation, application and utilization of knowledge It was recommended in this paper that Organizations may have different motives in inspiring the use of KM processes to enhance performance of their products Keywords: Knowledge Management Processes, Knowledge Verification, Knowledge Distribution Knowledge Allocation, Knowledge Execution

    Get PDF
The paper will discuss the knowledge management concept, tacit and explicit knowledge and police subculture. Knowledge management is an important concept of organizational culture that affects the adaptation of an organization to the social environment, and the police subculture can have a different impact on the application of knowledge management. The specificity of the police profession indicates that it is necessary to combine tacit and explicit knowledge in order to achieve efficiency in the organization. It was noticed that for valid application of tacit and explicit knowledge, it is necessary to have quality social relations that will suppress potential rusty characteristics of police subculture, as well as cooperation through the exchange of knowledge between police officers within different lines of work. The aim of this paper is to point out a correlation of the forms of knowledge and characteristics of police subculture, as well as the application of the knowledge management concept in the police force

Local Law Enforcement\u27s Ability to Transform Inputs Into Counterterrorism Outputs

    Get PDF
Leadership within local police organizations should be able to, but do not, process information and create actionable strategies aimed toward proactive counterterrorism practices. This problem could lead to future terrorist attacks within the United States if police agencies do not adjust their tactics in response to growing terrorist threats. A possible cause of this problem is that leadership within local law enforcement agencies is reactive in nature and as a consequence, do not encourage officers to engage in proactive strategies. Using Easton\u27s conceptualization of systems theory as the foundation, the purpose of this case study of a single law enforcement agency in the southwest was to explore how police leadership influences counterterrorism strategies. Research questions focused on how police leadership processed information within their organization to develop counterterrorism tactics. Data were collected from interviews with police leadership and officers, observations of policing activities, and document review of policies, directives, and unclassified reports. These data were coded and analyzed following Yin\u27s procedure for schematic analysis. The results indicated that this agency has a successful counterterrorism strategy based on 6 organizational pillars of leading, proactive, learning, processing, policy, and communication. This study may promote positive social change by helping police leaders identify which system inputs provide the best detail for developing counterterrorism policy, and what community partnerships help police identify terrorism threats

Resource Organization, Mobilization, and Control: A South Western Ontario Law Enforcement Perspective

    Get PDF
The current research study set out to examine and understand how rank and file police officers perceive their workplace practices as organized, mobilized and controlled. The impetus for research is to better appreciate the network form of organization and the way in which knowledge flow is exercised in the distribution of policing resources and the ordering of practice. Concepts of nodal governance and structuration theory establish a framework that is developed to understand rank and file police officer workplace practice in an organizational sense. It is argued that the traditional role of the rank and file police officer has become ambiguous as a multiplicity of agents and agencies are involved in the delivery of policing services. Therefore, it is imperative to consider how knowledge flow produces and reproduces the policing structure through the actions of rank and file police officers as they begin to understand the current environment of police work. Data are derived from interviews with rank and file police officers located in South Western Ontario, Canada

Power, privilege and cover-up: a case study on how intertextuality in police records can mislead homicide investigations

    Get PDF
Despite the newfound interest in homicide investigations, only a limited number of studies have been able to examine the validity of police and other official records which are collated during the course of an investigation. Moreover, linguistic presentation of gathered statements and evidence in official records is often overlooked. The focus of this paper is to investigate how intertextuality in police records can lead to disingenuous accounts of an incident. Using the Koschman homicide investigation as a case study, the results of this research explore the following avenues which can be used to mislead investigations: 1) Archival management of witness statements; 2) manipulation of investigatory procedures; and 3) compliance, complicity and the use of power. This research illustrates how police officers can use their editorial powers to alter the outcome of a homicide investigation in order to meet political or other exigent agendas. Furthermore, the power of the police and their complicity with other seemingly independent agencies can be used to reinforce police statements and attain compliance from the general public

Thisresearch was undertaken in response to knowledge, and particularly knowledge management practice in policing that finds it complex, multifaceted, under researched and lacking in structure and cohesion. This exploratory research sets out to evaluate the role and contribution of knowledge and knowledge management practices in policing, and using An Garda Síochána, (the Police Service ofthe Republic of Ireland), as the underlying case exemplar in this work, it will contribute to the extant literature and understanding in the area by use of a study which contains unprecedented insider access to a modern police force, practical findings for knowledge change predicated on structured methodological data analysis, and viable recommendations for knowledge in policing based on these.Secondary data was initially collected from within and outside An Garda Síochána. This data provided the context and content for the topic list utilised to collect the primary data. Primary data was collected via in-depth interviews, which were conducted with key informants from within the organisation, and one with a key informant from the Irish Parliament. These semi-structured interviews were then analysed in a sequential three-stage data analytical process, using process coding, followed by in-vivo coding, and thematic analysis. Access to the organisation was obtained as a result of rigorous security clearance protocols and granted as the researcher is also serving police officer
