    Is there a regulatory trade-off between stability and performance? Evidence from italian banks.

    Disentangling the direct causal effect that sanctions exert on bank performance from the indirect through default risk, we show that a trade-off exists for regulators between banks’ performance and stability in Italy. Two key findings provide evidence for the nontriviality of the return-risk nexus: (i) banks’ liquidations are concentrated at the lower-end of the profitability distribution, resulting in (attrition) biased estimates; (ii) the drop-out is informative since it depends on the unobserved measurements of profitability. Despite this evidence, while returns are affected by sanctions and regulatory requirements, default risk is not. However, looking at growth of gross loans, enforcement actions reduce default risk though at a cost of a significant fall in lending, creating a regulatory tradeoff. In fact, through loans’ growth, we account for the key dynamics of intermediaries’ soundness, namely higher profits and less non-performing loans

    Learning roadmap studio : new approaches and strategies for efficient learning and training processes

    Learning systems have emerged in a set of different information systems, oriented for different kinds of organizations and institutions, such as learning management systems, knowledge management systems and learning content management systems, which can be integrated or merged with others. From past experience, it has been denoted that strategies and pedagogical processes are tasks that can be created, enriched and boosted by actors who participate in learning and training processes: course managers, teachers and students. The challenge posed to the different actors involved also accelerates the changes that have been happening in education and training, empowering a society based on knowledge. Initiatives such as eLearning (EU Comission 2000), eLearningEurope, eTwinning and Education Observatories are an evidence of this challenge. Platforms, applications, tools and systems must respond to challenges that those actors face nowadays: heterogeneous target audiences, in terms of student profiles, number of participants, differentiated contents and schedules to achieve knowledge, outcomes and competences. Thus, a prototype application, named Learning Roadmap Studio (LRMS), has been developed and deployed at Aveiro Norte Polytechnic School of the University of Aveiro, in order to suppress gaps in learning processes and to power better learning and training. It represents a new challenge for the University of Aveiro for higher education and is already being tested. At its core is the concept of “learning roadmaps” that act upon two fundamental axes: education and learning. For the teachers, it aims at becoming a self-supporting tool that stimulates the organization and management of the course materials (lectures, presentations, multimedia content, and evaluation materials, amongst others). For the students, the learning roadmap aims at promoting self-study and supervised study, endowing the pupil with the capabilities to find the relevant information and to capture the concepts in the study materials. The outcome will be a stimulating learning process together with an organized management of those materials. It is not intended to create new learning management systems. Instead, it is presented as an application that enables the edition and creation of learning processes and strategies, giving primary relevance to teachers, instead of focusing on tools, features and contents

    Chinese state’s economic cooperation related investment: An investigation of its direction and some implications for outward investment

    The Chinese state undertakes large scale investments in a number of countries under the auspices of economic cooperation related investment (ECI). While there are suggestions that it is an extension of China‟s soft power aimed at facilitating Chinese FDI in those countries, often for access to natural resources, there is no systematic analysis of this in the literature. In this paper, we examine this investment of the Chinese state over time. Our results suggest that the pattern of investment is indeed explained well by factors that are used in the stylised literature to explain directional patterns of outward FDI. They also demonstrate that the (positive) relationship between Chinese ECI and the recipient countries‟ natural resource richness is not economically meaningful. Finally, while there is some support for the popular wisdom that China‟s willingness to do business with a country is not strongly affected by its level of corruption, there is much weaker support, if any, for the hypotheses that China favours doing business with countries where political rights are limited.http://deepblue.lib.umich.edu/bitstream/2027.42/64432/1/wp966.pd

    Sustainable exhibit design: guidelines for designers of small scale interactive and travelling exhibits

    This study was commissioned as part of Lincolnshire County Council’s FLOWS ‘2B’ Information and Symbols Project and UK match funding for this particular FLOWS Project has been provided by East Midlands Development Agency. The aim of FLOWS is to improve the sustainability of development in flood risk areas through development of ‘good practice’, by improved integration of flood risk information into decision-support systems for spatial planning and water management. FLOWS involves over 40 individual projects which are based in four Work Packages. Lincolnshire County Council is jointly leading Work Package 3 (Spatial Planning) and is also leading on Projects in Work Package 2 (Public Perception/Dissemination). This study has been produced as part of Lincolnshire County Council’s ‘FLOWS 2B Information and Symbols Project’ and in the wider context, is focussing on raising public awareness of flooding and flood risk by exploring innovative methods of disseminating information on the subject of flood risk to the public. This project involves the production of interactive exhibits aimed at raising the awareness of flood risk in Lincolnshire and is a partnership between Lincolnshire County Council and the School of Architecture at the University of Lincoln. A study focussing on creating sustainable exhibitions has been undertaken via the University of Lincoln that will directly inform the FLOWS exhibits. As detailed in the project brief, this study on Sustainable Exhibit Design will investigate best practice in sustainable exhibit design and produce a report setting out guidelines for designers of small interactive and travelling exhibits, guidelines which are directly applicable to the proposed FLOWS exhibit. The report will form a contribution to exhibition design knowledge through wider distribution via the University of Lincoln and FLOWS websites and a conference presentation

    Energy Efficient Relay-Assisted Cellular Network Model using Base Station Switching

    Cellular network planning strategies have tended to focus on peak traffic scenarios rather than energy efficiency. By exploiting the dynamic nature of traffic load profiles, the prospect for greener communications in cellular access networks is evolving. For example, powering down base stations (BS) and applying cell zooming can significantly reduce energy consumption, with the overriding design priority still being to uphold a minimum quality of service (QoS). Switching off cells completely can lead to both coverage holes and performance degradation in terms of increased outage probability, greater transmit power dissipation in the up and downlinks, and complex interference management, even at low traffic loads. In this paper, a cellular network model is presented where certain BS rather than being turned off, are switched to low-powered relay stations (RS) during zero-to-medium traffic periods. Neighbouring BS still retain all the baseband signal processing and transmit signals to corresponding RS via backhaul connections, under the assumption that the RS covers the whole cell. Experimental results demonstrate the efficacy of this new BS-RS Switching technique from both an energy saving and QoS perspective, in the up and downlinks

    Evaluating load balancing policies for performance and energy-efficiency

    Nowadays, more and more increasingly hard computations are performed in challenging fields like weather forecasting, oil and gas exploration, and cryptanalysis. Many of such computations can be implemented using a computer cluster with a large number of servers. Incoming computation requests are then, via a so-called load balancing policy, distributed over the servers to ensure optimal performance. Additionally, being able to switch-off some servers during low period of workload, gives potential to reduced energy consumption. Therefore, load balancing forms, albeit indirectly, a trade-off between performance and energy consumption. In this paper, we introduce a syntax for load-balancing policies to dynamically select a server for each request based on relevant criteria, including the number of jobs queued in servers, power states of servers, and transition delays between power states of servers. To evaluate many policies, we implement two load balancers in: (i) iDSL, a language and tool-chain for evaluating service-oriented systems, and (ii) a simulation framework in AnyLogic.     Exploiting multi-agent system technology within an autonomous regional active network management system

    This paper describes the proposed application of multi-agent system (MAS) technology within AuRA-NMS, an autonomous regional network management system currently being developed in the UK through a partnership between several UK universities, distribution network operators (DNO) and a major equipment manufacturer. The paper begins by describing the challenges facing utilities and why those challenges have led the utilities, a major manufacturer and the UK government to invest in the development of a flexible and extensible active network management system. The requirements the utilities have for a network automation system they wish to deploy on their distribution networks are discussed in detail. With those requirements in mind the rationale behind the use of multi-agent systems (MAS) within AuRA-NMS is presented and the inherent research and design challenges highlighted including: the issues associated with robustness of distributed MAS platforms; the arbitration of different control functions; and the relationship between the ontological requirements of Foundation for Intelligent Physical Agent (FIPA) compliant multi-agent systems, legacy protocols and standards such as IEC 61850 and the common information model (CIM)

    Facilitating the analysis of a UK national blood service supply chain using distributed simulation

    In an attempt to investigate blood unit ordering policies, researchers have created a discrete-event model of the UK National Blood Service (NBS) supply chain in the Southampton area of the UK. The model has been created using Simul8, a commercial-off-the-shelf discrete-event simulation package (CSP). However, as more hospitals were added to the model, it was discovered that the length of time needed to perform a single simulation severely increased. It has been claimed that distributed simulation, a technique that uses the resources of many computers to execute a simulation model, can reduce simulation runtime. Further, an emerging standardized approach exists that supports distributed simulation with CSPs. These CSP Interoperability (CSPI) standards are compatible with the IEEE 1516 standard The High Level Architecture, the defacto interoperability standard for distributed simulation. To investigate if distributed simulation can reduce the execution time of NBS supply chain simulation, this paper presents experiences of creating a distributed version of the CSP Simul8 according to the CSPI/HLA standards. It shows that the distributed version of the simulation does indeed run faster when the model reaches a certain size. Further, we argue that understanding the relationship of model features is key to performance. This is illustrated by experimentation with two different protocols implementations (using Time Advance Request (TAR) and Next Event Request (NER)). Our contribution is therefore the demonstration that distributed simulation is a useful technique in the timely execution of supply chains of this type and that careful analysis of model features can further increase performance
