    Editorial - Instruments, Resources and Collective Action: Introduction to Special Section on Geographies of Local Governance

    We are pleased to include in this issue of People Place and Policy a small selection of papers presented to the 2018 annual conference of the International Geographical Union’s Commission on the Geography of Governance. This was hosted by the Institute of Geography and Spatial Planning at the University of Lisbon, Portugal in September of that year, and was convened under the theme ‘Fifty Years of Local Governance 1980-2030’. As the title suggests the conference aims were twofold: for researchers from different disciplinary backgrounds firstly to revisit our understanding of the determinants, processes and outcomes of the changes that have occurred in the field of local governance over the last four decades; and secondly to explore current and emerging trends in this field. For the latter the wider context was set by important new global initiatives, namely the 2030 Agenda for Sustainable Development (and its 17 official goals) that came into force in January 2016 (United Nations, 2015); the New Urban Agenda agreed at the Habitat III Conference in October 2016 (United Nations Conference on Housing and Sustainable Urban Development (Habitat III), 2017); and the Paris Agreement on Climate Change adopted in December 2015 (United Nations Framework Convention on Climate Change, 2015)

    With today’s computer networks becoming increasingly dynamic, heterogeneous, and complex, there is great interest in deploying artificial intelligence (AI) based techniques for optimization and management of computer networks. AI techniques—that subsume multidisciplinary techniques from machine learning, optimization theory, game theory, control theory, and meta-heuristics—have long been applied to optimize computer networks in many diverse settings. Such an approach is gaining increased traction with the emergence of novel networking paradigms that promise to simplify network management (e.g., cloud computing, network functions virtualization, and software-defined networking) and provide intelligent services (e.g., future 5G mobile networks). Looking ahead, greater integration of AI into networking architectures can help develop a future vision of cognitive networks that will show network-wide intelligent behavior to solve problems of network heterogeneity, performance, and quality of service (QoS)

    ProducciĂłn CientĂ­ficaPorous metals and metallic foams have been, for the last 25 years, the focus of very active research and development activities around the world, both at the academic and industrial levels. These materials are used when the combination of metal properties with the characteristics of a properly designed cellular structure provides advantages over other types of materials. They possess a spectrum of unique properties that can be tailored as a function of the ïŹnal application, such as high impact energy absorption under mechanical load, high speciïŹc stiffness and strength, high ïŹre resistance, air and water permeability, unusual acoustic properties for a metallic component, and low relative thermal conductivity. This special issue of Advanced Engineering Materials mainly contains a selection of the papers presented during MetFoam2015. The conference encompasses papers dealing with basic fundamentals, fabrication, morphological, and microstructural characterization, property proïŹles, secondary operations, and various applications of porous metals and metallic foams
