    Social participation in the aspect of a smart city development

    Advanced technologies are entering citizens’ lives, which can be noticed at every turn. Society is becoming increasingly involved in building, creating and planning a city, district or the nearest place of residence. The quality of the functioning of the local community and the quality of life depend, to a large extent, on the level of social participation. The aim of social participation is to establish a mechanism for meeting citizens’ needs, and to achieve citizens’ acceptance of the authorities’ actions. Modern communication techniques greatly facilitate the expression of public opinion and public awareness in this regard has been on the rise. A growing number of new forms of communication using modern technologies are being developed all the time. The aim of the study is to analyse the forms of social participation in the city life, inter alia spending financial resources on its development. Attention is also drawn to the most recent ways in which the authorities communicate with the public in order for the latter to express their opinions on the former’s actions. Practical research was conducted for the city of Olsztyn located in the north-eastern part of Poland. Social activity forms were analysed, including those carried out using ICT technologies. The research shows that access to modern technologies facilitates contact between the city authorities and citizens, which ensures that the policy under implementation is kept in line with citizens’ expectations

    Economia, potere, cosĂŹ come case, persone e lavoro, ma prima di ogni altra cosa cittĂ : tutto negli ultimi anni Ăš chiamato a diventare “smart”. È questa l’era della smart economy, della smart governance, della smart home, delle smart people, dello smart work e della sempre piĂč imperante smart city. Con il sostegno della scienza, o meglio delle diverse scienze (ingegneria, politologia, urbanistica, architettura, sociologia, etc.) che ne spieghino i fondamenti a monte e della politica che, ai vari livelli (nazionali e internazionali), ne orienti i processi a valle, la smartness diventa il nuovo orizzonte della societĂ  contemporanea a cui conformare senso e prassi su scala planetaria. Ma cosa significa, per un luogo come per una attivitĂ , per una persona come per una collettivitĂ , essere “smart”? Qual Ăš il denominatore comune che lega tra loro le diverse declinazioni del termine, come gli ambiti di applicazione? Quanto questa ricerca di intelligenza Ăš ricerca di efficienza? E quanto l’efficienza Ăš di per sĂ© garanzia di intelligenza? Dopo un breve excursus sul concetto in oggetto e suoi ambiti esplicativi, l’analisi si concentra sul postulato dell’integrazione quale principale condizione di realizzazione della smartness, anche per fini efficientisti.     Big data and smart cities: a public sector organizational learning perspective

    Public sector organizations (city authorities) have begun to explore ways to exploit big data to provide smarter solutions for cities. The way organizations learn to use new forms of technology has been widely researched. However, many public sector organisations have found themselves in new territory in trying to deploy and integrate this new form of technology (big data) to another fast moving and relatively new concept (smart city). This paper is a cross-sectional scoping study—from two UK smart city initiatives—on the learning processes experienced by elite (top management) stakeholders in the advent and adoption of these two novel concepts. The findings are an experiential narrative account on learning to exploit big data to address issues by developing solutions through smart city initiatives. The findings revealed a set of moves in relation to the exploration and exploitation of big data through smart city initiatives: (a) knowledge finding; (b) knowledge reframing; (c) inter-organization collaborations and (d) ex-post evaluations. Even though this is a time-sensitive scoping study it gives an account on a current state-of-play on the use of big data in public sector organizations for creating smarter cities. This study has implications for practitioners in the smart city domain and contributes to academia by operationalizing and adapting Crossan et al’s (Acad Manag Rev 24(3): 522–537, 1999) 4I model on organizational learning

    A history of vision and plans for the transformation of a coastal tourism city into a knowledge city: Australia's Gold Coast

    Many coastal mass tourism centres have attempted to reinvent themselves as they have grown from informal coastal towns into large cities. Lifestyle migration boosts urban growth as these cities become home to ‘permanent tourists’ attracted by the characteristics that attract tourism. Australia’s best known resort, the Queensland Gold Coast, provides a case study of a resort region experiencing similar transformations to those noted in Honolulu, Miami and Sitges, Spain. These cities have pursued broader socioeconomic resilience rather than the common strategy of simply expanding or improving their tourism appeal. Using literature review and documentary research, this paper traces how ideas of a ‘knowledge city’ have featured in Gold Coast planning history since the 1980s, through proposals including an ‘innovation corridor’, ‘research triangle’, a designated knowledge precinct and the development of universities and hospitals under plans and strategies for economic development. Although implementation has been sporadic, the case study demonstrates a continuity in narrative that has shaped outcomes towards the desired ‘knowledge city’, thereby creating a more cohesive urban structure integrating knowledge nodes, town centres and urban transport infrastructure investments. This case study will add knowledge to inform planners grappling with the transformation of similar coastal tourism areas into significant cities

    Urban Goods Movement and Local Climate Action Plans: Assessing Strategies to Reduce Greenhouse Gas Emissions from Urban Freight Transportation

    This report examines how freight transport/goods movement has been addressed in U.S. city climate action planning. Transportation generally is a major contributor of greenhouse gas (GHG) emissions, and freight transport represents a growing component of transportation’s share. Almost all climate action plans (CAPs) address transportation generally, but we wished to focus on efforts to reduce GHG emissions from freight transport specifically. We analyzed 27 advanced local CAPs to determine the degree to which freight transport was targeted in goals and strategies to reduce GHG emissions. We found only six CAPs that included direct measures or programs to reduce freight emissions. Many of the CAPs mentioned general transportation objectives such as lowering vehicle miles traveled or reducing emissions from city-owned vehicle fleets, but most did not include strategies or actions that explicitly targeted freight transport. We identified the specific strategies and actions that cities are taking to address GHG emissions from freight transport, such as working with the freight community to promote anti-idling and encourage transitions to electric and alternative fuel delivery vehicles. We also analyzed freight transport plans relevant for the same cities, and found that most do not explicitly mention reducing GHG emissions. Most of the freight plans are focused on improving reliability and efficiency of freight movement, which would likely have the ancillary benefit of reducing GHG emissions, but that goal was not explicitly targeted in most of these plans. Based on our findings, we recommend that cities specifically target freight transport goals and strategies in their CAPs and better coordinate with planners developing freight transport plans to identify GHG emission reduction approaches

    How to stay a smart city? Inspiration from a place-based spatial policy in Ghent: working together with local, smart citizens

    Spatial planning in Europe and in Flanders is changing fundamentally. In the Europe 2020 strategy (2010-2020) Europe introduced the idea of a ‘place-based approach’ as an alternative or addition to traditional spatial planning. It refers to the context-dependent nature of efficiency and equity problems that the policy deals with, and to the fact that design of integrated interventions must be tailored to places, as it largely depends on the knowledge and preferences of the people living in it. Nevertheless, little research has examined the use of the place-based approach in Flanders. In this paper the place-based approach, also called area development, is referred to as a proactive planning approach, characterized by an intensive coordination of initiators, plans and projects in one specific area, in order to implement the plans and projects in the field. Participating with citizens in planning processes is not new. In general, we can distinguish three generations in citizen participation: from consultation by the authorities, to co-creation initiated by the authorities, and recently to citizen initiatives which are only supported and stimulated by the authorities. This paper reports results from a case-study in Ghent, Flanders. Within the neighbourhood around the main railway-station inhabitants and the local government are working together to create a new concept for the area, and are co-realising these new ideas in the field. We found earlier that authorities have been experimenting with place-based planning in Flanders for several years, but that results, actors and instruments differ. The new insight from the local, urban case in Ghent can be used to develop future place-based planning, programs and projects in Flanders and in cities within Flanders
