Electronic titling: Potential and risks

Initiatives in electronic conveyancing and registration show the potential of new technologies to transform such systems, reducing costs and enhancing legal security. However, they also incur substantial risks of transferring costs and risks among registries, conveyancers and rightholders, instead of reducing them; entrenching the private interests of conveyancers, instead of increasing competition and disintermediating them; modifying the allocation of tasks in a way that leads in the long term to the debasement of registries of rights with indefeasible title into mere recordings of deeds; and empowering conveyancers instead of transactors and rightholders, which increases costs and reduces security. webXice: an Infrastructure for Information Commerce on the WWW

Systems for information commerce on the WWW have to support flexible business models if they should be able to cover a wide range of requirements imposed by the different types of information businesses. This leads to non-trivial functional and security requirements both on the provider and consumer side, for which we introduce an architecture and a system implementation, webXice. We focus on the question, how participants with minimal technological requisites, i.e. solely standard Web browsers available, can be technologically enabled to articipate in the information commerce at a system level, while not sacrificing the functionality and security required by an autonomous participant in an information commerce scenario. In particular, we propose an implementation strategy to efficiently support persistent message logging for light-weight clients, that enables clients to collect and manage non-reputiable messages as proofs. We believe that the capability to support minimal system platforms is a necessary precondition for the wide-spread use of any information commerce infrastructure

Paperless policy: digital filing system benefits to DoD contracting organizations

MBA Professional ReportThe year 2000 was the cutoff date for the Department of Defense (DoD) to have paperless processes in place. Since then, advances in computer technology have led to such paperless contracting processes as the DoD wide Standard Procurement System (SPS), Wide Area Work Flow, and other department specific major weapon procurement information systems. Although great strides were made by the DoD to implement paperless contracting processes, there still exists substantial room for improvement. Despite the use of all of the paperless system processes, now, seven years beyond the paperless cutoff date, many organizations still use a paper based filing system. This thesis will explore the policy and benefits of implementing a paperless contracting filing system using a software program such as Adobe Acrobat, provide a brief assessment of current Air Force and Navy/Marine contract filing systems, and include a real-world case study of the implementation of a paperless policy change at the Los Angeles Air Force Base (LAAFB).http://archive.org/details/paperlesspolicyd1094510172Approved for public release; distribution is unlimited
