    This research incorporates and enhances the use of geospatial intelligence, also known as a geographic information system (GIS), within the Dallas Fire Department bureaus, programs, and data analysis. Traditionally, fire departments have primarily leveraged GIS for its cartography (map) functions to produce large area wall maps of the city and first-up response areas, and for creating map books kept in fire apparatus units. While cartography is a useful tool for visualizing broad information, incorporating other aspects of GIS into additional areas of the department will provide heightened situational awareness and can become a primary tool used for decision support and resource allocation. Through practical quantitative measures, such as travel time measurements and calculating coverage area dimensions, this research specifically examines how GISs can provide data modeling, tracking, predictive analysis, and visualizations. This type of analysis can then be used for policy development and decision support in areas such as the resource allocation of fire apparatus and fire station placement.     A HOMEGROWN AND HYBRID HUMAN SECURITY APPROACH FOR THE EASTERN CARIBBEAN

    The Eastern Caribbean region faces chronic and pervasive structural, societal, and environmental vulnerabilities, but weak institutional and governance structures and one-dimensional security strategies fail to address these threats and adversely affect the people and overall security of the region. This thesis examines the concept of human security and how it can inform a multidimensional strategic thinking for Eastern Caribbean Regional Security System member states to address traditional and non-traditional threats. Case studies of Singapore and Sri Lanka, island states facing challenges akin to those of Eastern Caribbean microstates, provide insight on how human security concepts can translate to practical security policies. The analysis reveals that a statewide approach to good governance that addresses systemic causes of human insecurity has transformative and strengthening effects on human and state security; that the human security concept has practical applicability to national security, as demonstrated by Singapore’s longstanding, multidimensional “Total Defense” approach and that implementing sustainable approaches can reduce environmental vulnerabilities, adding value to state resources and overall security. This study concludes that incorporating human security factors into Eastern Caribbean planning could strengthen regional security by addressing pervasive and interconnected security threats, and mitigate potentially devastating consequences for the region.Civilian, Police Department, GrenadaApproved for public release.     The Physics of God and the Quantum Gravity Theory of Everything

    Analysis is given of the Omega Point cosmology, an extensively peer-reviewed proof (i.e., mathematical theorem) published in leading physics journals by professor of physics and mathematics Frank J. Tipler, which demonstrates that in order for the known laws of physics to be mutually consistent, the universe must diverge to infinite computational power as it collapses into a final cosmological singularity, termed the Omega Point. The theorem is an intrinsic component of the Feynman-DeWitt-Weinberg quantum gravity/Standard Model Theory of Everything (TOE) describing and unifying all the forces in physics, of which itself is also required by the known physical laws. With infinite computational resources, the dead can be resurrected--never to die again--via perfect computer emulation of the multiverse from its start at the Big Bang. Miracles are also physically allowed via electroweak quantum tunneling controlled by the Omega Point cosmological singularity. The Omega Point is a different aspect of the Big Bang cosmological singularity--the first cause--and the Omega Point has all the haecceities claimed for God in the traditional religions. From this analysis, conclusions are drawn regarding the social, ethical, economic and political implications of the Omega Point cosmology

    SMALL STATES IN SPACE: CRAFTING A STRATEGY FOR SINGAPORE

    Many nascent space powers have initiated strategic assessments and announced policy objectives to integrate space activities to serve their national interests. This thesis seeks to study: How should Singapore, a small state with limited capacities (e.g., geographical size, population, and resources), develop near-term policy objectives that best draw on its competitive advantages? This provides clarity to Singapore’s progress as an emerging spacefaring nation, in response to emerging global trends in space and in leveraging space in meeting its national interests. To draw meaningful comparisons and lessons, this thesis examines the key policies, strategies, and programs as well as the objectives and priorities driving the sectoral developments of two trailblazing small states (the United Arab Emirates and Luxembourg). This thesis presents policy recommendations for Singapore to best capitalize on its competitive strengths as it progresses as an emerging spacefaring nation.     A STUDY ON EFFECTIVE COUNTERMEASURES AGAINST CYBER ATTACKS IN SOUTH KOREA

    Based on U.S. cybersecurity policy, this thesis proposes effective countermeasures for the Republic of Korea (ROK) to prepare for, deter, and recover from cyber threats posed by North Korea. This study identifies the most dangerous North Korean cyber strikes facing South Korea by reviewing several cases of North Korean cyberattacks, the ROK’s countermeasures, and the severity of the damage caused by the attacks. The study builds on the writings of academics and subject matter experts as well as publicly available government policy documents, although specifics on policy are limited due to national security concerns. In addition, the study acknowledges how the cybersecurity paradigm has shifted as a result of U.S. planning, reaction to, and establishment of follow-up measures for an attack of a similar type by a cyber superpower. The strategy of deterring an opponent's operations based on the past has evolved into a strategy of preparing for enemy attacks through information sharing and preemptive defense measures, and counterattack by rapid recovery and identification of the enemy through resilience and with tracking technologies. Although the ROK is a country with well-developed information technology, its cybersecurity knowledge, systems, and technology remain weak in comparison to North Korea's abilities.     The Linking Information for Nonfatal Crash Surveillance (LINCS) Guide is intended to help states start a data linkage program or expand their current program to help prevent motor vehicle crash-related injuries and deaths. The guide discusses the key components of successful linkage programs and details each step in the data linkage process.Motor vehicle crashes (MVCs) are a leading cause of death for people aged 1-54 years in the United States (U.S.). More than 100 people die in MVCs each day and thousaOne method to better understand MVCs is to effectively use existing data sources, such as police, hospital, and emergency medical services (EMS) records. These data sources contain different information and the data sets are generally collected and stored separately. Therefore, linking the data sets together can create a more comprehensive understanding of MVCs by pulling all of the data together into one linked data set. A linked data set will include information about what happened before (e.g., impaired driving), during (e.g., seat belt was being used), and after a crash (e.g., medical outcomes and costs).nds more are injured. Understanding the risk factors and ways to address them can help prevent MVC-related injuries and deaths and reduce costs.The CDC\u2019s National Center for Injury Prevention and Control (NCIPC) enlisted the Centers for Medicare & Medicaid Services (CMS) Alliance to Modernize Healthcare (CAMH)\u2014a federally funded research and development center operated by The MITRE Corporation\u2014to create a guide to help states start or enhance data linkage programs. Linking MVC data sets creates a more comprehensive set of linked data for each MVC incident and for each individual involved in the MVC. Comprehensive MVC linked data can enable analysis of the relationships among contributing factors, interventions, outcomes, and impacts.
