    Resilience and robustness in long-term planning of the national energy and transportation system

    The most significant energy consuming infrastructures and the greatest contributors to greenhouse gases for any developed nation today are electric and freight/passenger transportation systems. Technological alternatives for producing, transporting, and converting energy for electric and transportation systems are numerous. Addressing costs, sustainability, and resilience of electric and transportation needs requires long-term assessment since these capital-intensive infrastructures take years to build with lifetimes approaching a century. Yet, the advent of electrically driven transportation, including cars, trucks, and trains, creates potential interdependencies between the two infrastructures that may be both problematic and beneficial. We are developing modeling capability to perform long-term electric and transportation infrastructure design at a national level, accounting for their interdependencies. The approach combines network flow modeling with a multiobjective solution method. We describe and compare it to the state of the art in energy planning models. An example is presented to illustrate important features of this new approach

    How to monitor sustainable mobility in cities? Literature review in the frame of creating a set of sustainable mobility indicators

    The role of sustainable mobility and its impact on society and the environment is evident and recognized worldwide. Nevertheless, although there is a growing number of measures and projects that deal with sustainable mobility issues, it is not so easy to compare their results and, so far, there is no globally applicable set of tools and indicators that ensure holistic evaluation and facilitate replicability of the best practices. In this paper, based on the extensive literature review, we give a systematic overview of relevant and scientifically sound indicators that cover different aspects of sustainable mobility that are applicable in different social and economic contexts around the world. Overall, 22 sustainable mobility indicators have been selected and an overview of the applied measures described across the literature review has been presented

    Tourism destinations behave as dynamic evolving complex systems, encompassing numerous factors and activities which are interdependent and whose relationships might be highly nonlinear. Traditional research in this field has looked after a linear approach: variables and relationships are monitored in order to forecast future outcomes with simplified models and to derive implications for management organisations. The limitations of this approach have become apparent in many cases, and several authors claim for a new and different attitude. While complex systems ideas are amongst the most promising interdisciplinary research themes emerged in the last few decades, very little has been done so far in the field of tourism. This paper presents a brief overview of the complexity framework as a means to understand structures, characteristics, relationships, and explores the implications and contributions of the complexity literature on tourism systems.     Over the past decade, extreme weather events have significantly increased worldwide, leading to widespread power outages and blackouts. As these threats continue to challenge power distribution systems, the importance of mitigating the impacts of extreme weather events has become paramount. Consequently, resilience has become crucial for designing and operating power distribution systems. This work comprehensively explores the current landscape of resilience evaluation and metrics within the power distribution system domain, reviewing existing methods and identifying key attributes that define effective resilience metrics. The challenges encountered during the formulation, development, and calculation of these metrics are also addressed. Additionally, this review acknowledges the intricate interdependencies between power distribution systems and critical infrastructures, including information and communication technology, transportation, water distribution, and natural gas networks. It is important to understand these interdependencies and their impact on power distribution system resilience. Moreover, this work provides an in-depth analysis of existing research on planning solutions to enhance distribution system resilience and support power distribution system operators and planners in developing effective mitigation strategies.     Integrated Infrastructure Modelling — Managing Interdependencies with a Generic Approach

    Infrastructure provision is a highly challenging task, especially when accounting for climate change mitigation and adaptation needs. Efforts of making infrastructure more efficient and flexible result in an increasing number of sensitive infrastructure interdependencies. This enforces an integrated infrastructure assessment for planning purposes, in contrast to the traditional independent infrastructure-sector modelling. For the unification of the existing infrastructure-sector models, we propose the implementation of a generic communication interface, which allows the separate sector-models to communicate at the necessarily disaggregate level in order to account for interdependencies appropriately. This approach allows for infrastructure provision modelling under one unified umbrella in a minimally invasive way, while conserving crucial individualities of the separate models. This is achieved through a generic network description, in which we solve the resource allocation through a pragmatic network-flow algorithm that resembles market and consumer behaviour. The developed framework establishes the basis for fully integrated infrastructure evaluation and hence cross-sectorial infrastructure investment decision making — a crucial tool in times of tight governmental budgets

    An exploratory bibliometric analysis of risk, resilience, and sustainability management of transport infrastructure systems

    Transport infrastructure systems (TIS) are key enablers of economic development and welfare. However, such infrastructures are exposed to natural and anthropogenic hazards that have caused structural failures, traffic disruptions, injuries and fatalities, and damages to the environment. These past events have underscored the need for more resilient transportation systems. However, reducing risks and achieving more resilient infrastructure systems may result in greater resource consumption and environmental impacts, demanding the consideration of sustainability requirements in the management of TIS. Therefore, this paper conducts an exploratory study to map the current knowledge in the domain of risk, resilience, and sustainability management of TIS. As a first step, the system identification of TIS in the context of their management is conducted for the purpose of providing the basis for searching for relevant information. This step sets the baseline for conducting a bibliometric analysis of 16,395 scientific works extracted from the Scopus database between 1990 and 2022. Two quantitative bibliometric techniques are used, namely term co-occurrence and bibliographic coupling. The former technique allows to distinguish the different disciplinary contributions and to identify research gaps. The latter technique facilitates the identification of the main contributors (authors and countries) and the relatedness of research communities. The bibliometric analysis performed provides the basis for future research and development to improve the management of TIS and highlights the potential for transferring knowledge from other research domains.</p

    Sovereignty, robustness and short-term energy security levels. The Catalonia case study

    Energy-related impacts and conflicts have been used to account for the emergence, maintenance, and collapse of complex societies. On the other hand in the last years, sustainability science has incorporated different frames of reference in order to facilitate the vision of sustainable futures. Most of them suggest that the search for satisfiers of human needs should be rooted on the local (a) construction of organic articulations of people with nature and technology and (b) generation of growing levels of social, economic, and energy self-reliance. This new regional kind of social agreement implies a redefinition of cultural norms and institutions, which at the same time leads toward increased levels of sovereignty for the social group engaged in this process. Sovereignty must not only be understood here in its political sense (as traditionally found in the literature) but also in its technological and energy acceptations. In this paper, we address this last constituent in terms of energy security levels and hierarchy in energy infrastructures between Spain and Catalonia, the latter being a Spanish autonomous community known for its sovereignty aspirations. We show a remarkable difference in energy security levels between both regions, which clearly hinders Catalonia’s capacity to currently achieve a higher level of self-reliance in energetic terms. We suggest that this result is a consequence of the imperfect hierarchy that characterizes energy infrastructures at the spatial scale, and that it can be generalized to all regions where infrastructural systems have been historically assessed and developed under a nationwide planning scheme.Peer ReviewedPostprint (published version

    Principles and criteria for assessing urban energy resilience: A literature review

    AbstractBetween 60% and 80% of global energy is consumed in urban areas and given the projected increase in world׳s urban population, this share is expected to further increase in the future. Continuity of energy supply in cities is affected by climate change and a growing array of other threats such as cyber attacks, terrorism, technical deficiencies, and market volatility. Determined efforts, acknowledging the interactions and interlinkages between energy and other sectors, are needed to avoid adverse consequences of disruption in energy supply. Resilience thinking is an approach to management of socio-ecological systems that aims to develop an integrated framework for bringing together the (often) fragmented, diverse research on disaster risk management. The literature on urban resilience is immense and still growing. This paper reviews literature related to energy resilience to develop a conceptual framework for assessing urban energy resilience, identify planning and design criteria that can be used for assessing urban energy resilience, and examine the relationship of these criteria with the underlying components of the conceptual framework. In the conceptual framework, it is proposed that in order to be resilient, urban energy system needs to be capable of “planning and preparing for”, “absorbing”, “recovering from”, and “adapting” to any adverse events that may happen in the future. Integrating these four abilities into the system would enable it to continuously address “availability”, “accessibility”, “affordability”, and “acceptability” as the four sustainability-related dimensions of energy. The paper explains different resilience principles associated with these abilities and sustainability dimensions. Also, different planning and design criteria were extracted from the literature and categorized into five themes: infrastructure; resources; land use, urban geometry and morphology; governance; and socio-demographic aspects and human behavior. Examination of the relationship of these criteria with the underlying components of the conceptual framework highlighted the complexity and multi-faceted nature of energy resilience. Exploration of the relevance of the identified criteria to climate change mitigation and adaptation revealed that most of the identified criteria can provide both mitigation and adaptation benefits
