    Raising the visibility of protected data: A pilot data catalog project

    Sharing research data that is protected for legal, regulatory, or contractual reasons can be challenging and current mechanisms for doing so may act as barriers to researchers and discourage data sharing. Additionally, the infrastructure commonly used for open data repositories does not easily support responsible sharing of protected data. This chapter presents a case study of an academic university library’s work to configure the existing institutional data repository to function as a data catalog. By engaging in this project, university librarians strive to enhance visibility and access to protected datasets produced at the institution and cultivate a data sharing culture

    On the road to Enlighten-ment: establishing an institutional repository service for the University of Glasgow

    Purpose – The purpose of this paper is to chart the development and growth of open access and institutional repositories at the University of Glasgow, Scotland from initial work in 2001 to the University's recently launched service, Enlighten. The University of Glasgow is a signatory to the Scottish Open Access Declaration and recently released a statement on Open Access.<p></p> Design/methodology/approach – The study will focus on the key lessons learned through a twin track approach of advocacy and service development during the DAEDALUS Project (2002-2005) and the transition of that work to a University service called Enlighten. This service includes a repository for published and peer-reviewed papers which has now had over 2 million hits and over 270,000 PDF downloads since it was established in February 2004.<p></p> Findings – The paper reveals the lessons learned by the Library and the project team. It also identifies the range of issues which must be addressed in the successful implementation of a repository and its transition to a production service. These include the development of content policies, copyright clearance and the cultural change necessary to populate a repository service. These challenges have and continue to be addressed by the repository team at the University of Glasgow.<p></p> Originality/value – This paper provides details of the lessons learned in the practical experience of setting up an institutional repository and ensuring its transition to a full and supported University service. It will be of particular interest to institutions implementing a repository or running a pilot service.<p></p&gt

    Evaluation of options for a UK electronic thesis service: study report

    The British Library (BL), JISC, UK HE institutions and CURL have funded an 18-month project to develop a national framework for the provision, preservation and open access to electronic theses produced in UK HE institutions. The project, called EThOS (Electronic Theses Online Service) was developed in response to a competitive tender invitation released by the JISC and proposes a service set up and run by the British Library. The British Library’s current service, the British Thesis Service, offers access to around 180,000 doctoral theses, predominantly from 1970 onwards, though it is estimated that overall some half million theses dating from the 1600s are in existence in the UK. Around 80% of requests are for theses published within the last 13 years and almost all of these exist only in hardcopy. Through this service, theses are acquired ‘on demand’ and delivered on microfilm at a cost of just over £60 to the user (and at this price the service runs at a loss). Whilst this service, coupled with the Index to Theses (Expert Information), enables the location of and access to relatively recent British theses by the determined seeker, no one could argue that the process is optimised. As a result, usage of theses is much lower than it might be and much research is going unnoticed and unused as a result. Conversely, it has been shown that when theses are easy to locate and access, usage is high: at Virginia Tech, a pioneer site in the provision of a formal, systematised ETD (electronic theses and dissertations) service, downloads have been shown to increase over 30-fold when a thesis is available free online and easily located. A national service for the UK that provides discovery and access to theses in electronic form via the Web will increase the utility of doctoral scholarship. A single interface that directs users to theses wherever they are held, and which addresses the issues of intellectual property, permissions, royalties, preservation, discovery, and other matters associated with the public provision of theses in electronic form, will be of great benefit to the scholarly community in the UK and across the world. The EThOS project (Electronic Theses Online Service) was commissioned to develop a model for a workable, sustainable and acceptable national service for the provision of open access to electronic doctoral theses. The EThOS project team have completed the task and UCL Library Services in partnership with Key Perspectives Ltd have been asked to undertake a consultative study to assess the acceptability of the proposed model to the UK higher education community in the context of other potential models. This document reports the results of this consultative study, including a set of recommendations to JISC and other stakeholders for setting up a UK national e-theses service.     Library Subscriptions and Open Access: Highlights from the University of California Negotiations with Elsevier

    On February 28, 2019, the University of California (UC) System announced the cancellation of their $50 million journal subscription deal with Elsevier. The impetus behind the UC decision comes from two issues. Firstly, the increasing costs of journal subscriptions in a landscape where library budgets remain flat. Secondly, the effort to shift the journal publishing model away from subscriptions to a sustainable open access model. The following paper will provide background on issues with the scholarly communication process, academic library budgets and open access initiatives. Additional information will focus on the impact of journal subscription deals with large commercial publishers (including Elsevier) and highlight UNLV efforts to support open access

    On the Value of Archival History in the United States

    Although there is increasing interest in American archival history, there has been no precise definition of its value. This essay is an effort to provide such a definition, arguing that the study of archival history is important for the following reasons: it addresses contemporary concerns of and issues facing the archival profession; it is an important tool to be used in self-evaluation and planning by archival programs; it can be used to develop a body of case studies that could facilitate a better understanding of the life cycle of cultural institutions such as archives; it is an excellent means of introduction for graduate students preparing to be archivists; it is a gateway through which to examine some fundamental questions about the nature of records and information; and the study of archival history provides an outlet for the scholarly interests of individual archivists

Permission granted through posted policies on copyright owner’s website or through direct contact with copyright owner.Since the Wallop’s Balloon Technology documents repository began approximately 9 years ago, the Goddard Library has become increasingly involved in developing digital archiving capabilities. The Library developed the Digital Archiving System (DAS) which is a prototype infrastructure for creating a combined metadata repository that allows metadata for heterogeneous digital objects to be searched with a single search mechanism and presented in a single results page. With this, the opportunity has been presented to expand the usability of the print repository. The Balloon Technology documents relate only to the specific subject of construction of scientific balloons and at the current time number over 4,300. The documents exist primarily in paper format and are organized according to the accession number. The project is currently at a crossroads where decisions will have to be made regarding the reorganization of the database from many different perspectives. An assessment of the project was conducted to determine future direction. An assessment survey was created using the Knowledge Management Assessment Tool (KMAT) from the American Productivity & Quality Center and from the recommendations that The Scholarly Publishing & Academic Resources Coalition (SPARC) put forth in “The Case for Institutional Repositories: A SPARC Position Paper. Survey participants agreed to move forward with project by scanning the documents, mapping existing database records to the current metadata elements, seeking copyright permissions, and forming a joint committee of balloon scientists and librarians. All have agreed on the importance of digitizing this collection to the balloon science community. Further, it was agreed that once complete, the addition of the balloon documents to the DAS (an institutional repository) could serve as a model for other NASA and/or government projects trying to organize, collect and preserve specialized knowledge that manifests largely in grey literature
