    Analysis of Disaster Response in AIR Force Hospital Dr. M. Salamun West Java

    To ensure adequate preparation for disasters, every hospital must have a Disaster Planning Guideline for emergency responses. The main objective of this research was to analyze the disaster emergency response system at air force hospital Dr. M. Salamun in terms of input, process, and output aspects. This research is descriptive qualitative. The informants of this study were the management team who contribute directly to hospital policy. Data collection is done through in-depth interview techniques, observation, and document review. Data was analysed with the content validity and triangulation. Ther study determined that the hospital was not yet adequately prepared for the full range of potential disasters. The disaster prevention management plan, operational plans, and plans recovery are largely restricted to dealing with fire hazards, while other natural disasters are not yet fully accounted for. The responsible of implementing the emergency response was handled by Hygiene Safety Environmental (HSE) officer. Based on the observation Air Force Hospital Dr. M. Salamun in general is quite adequate to resolve disaster respond. Periodic evaluation and monitoring are needed both in the planning and implementation stages of disaster management both internally and externally, so as to reduce losses due to potential disasters.   Keywords: Hospital, disasters.     Constructing Dynamic Ad-hoc Emergency Networks using Software-Defined Wireless Mesh Networks

    Natural disasters and other emergency situations have the potential to destroy a whole network infrastructure needed for communication critical to emergency rescue, evacuation, and initial rehabilitation. Hence, the research community has begun to focus attention on rapid network reconstruction in such emergencies; however, research has tried to create or improve emergency response systems using traditional radio and satellite communications, which face high operation costs and frequent disruptions. This thesis proposes a centralized monitoring and control system to reconstruct ad-hoc networks in emergencies by using software-defined wireless mesh networks (SDWMN). The proposed framework utilizes wireless mesh networks and software-defined networking to provide real-time network monitoring services to restore Internet access in a targeted disaster zone. It dispatches mobile devices including unmanned aerial vehicles and self-driving cars to the most efficient location aggregation to recover impaired network connections by using a new GPS position finder (GPS-PF) algorithm. The algorithm is based on density-based spatial clustering that calculates the best position to deploy one of the mobile devices. The proposed system is evaluated using the common open research emulator to demonstrate its efficiency and high accessibility in emergency situations. The results obtained from the evaluation show that the performance of the emergency communication system is improved considerably with the incorporation of the framework

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     The dilemmas of risk-sensitive development on a small volcanic island

    In the Small Islands Developing State (SIDS) of St Vincent and the Grenadines in the Caribbean, the most destructive disasters in terms of human casualties have been the multiple eruptions of La Soufrière volcano situated in the north of St Vincent. Despite this major threat, people continue to live close to the volcano and national development plans do not include risk reduction measures for volcanic hazards. This paper examines the development options in volcanic SIDS and presents a number of conundrums for disaster risk management on the island of St Vincent. Improvements in monitoring of volcanic hazards and ongoing programmes to enhance communications systems and encourage community preparedness planning have increased awareness of the risks associated with volcanic hazards, yet this has not translated into more risk-informed development planning decisions. The current physical development plan in fact promotes investment in infrastructure in settlements located within the zone designated very high-hazard. However, this is not an anomaly or an irrational decision: severe space constraints in SIDS, as well as other historical social and economic factors, limit growth and options for low-risk development. Greater attention needs to be placed on developing measures to reduce risk, particularly from low-intensity hazards like ash, limiting where possible exposure to volcanic hazards and building the resilience of communities living in high-risk areas. This requires planning for both short- and longer-term impacts from renewed activity. Volcanic SIDS face multiple hazards because of their geography and topography, so development plans should identify these interconnected risks and options for their reduction, alongside measures aimed at improving personal preparedness plans so communities can learn to live with risk

    Capacity gaps in post disaster construction & demolition waste management

    Purpose – The purpose of this paper is to focus on the identification of the existing capacities of post disaster C & D waste management in developing countries, with a special emphasis on Sri Lanka to determine the capacity gaps and related influencing factors. Design/methodology/approach – Multiple case studies and expert interviews were conducted to gather primary information on the existing capacities of disaster C & D waste management. Three case studies, including 15 individuals and six experts representing government, non-government institutions and others, were selected. Findings – The results revealed the existing capacities, capacity gaps and influencing factors for post disaster C & D waste management in the areas of skills and confidence building, links and collaborations, continuity and sustainability, research and development, communication and coordination, organisational implementation and investment in infrastructure. Research limitations/implications – This study limited disaster C & D waste to debris generated from totally or partially damaged buildings and infrastructure as a direct impact of natural disasters or from demolished buildings and infrastructure at rehabilitation or at early recovery stages. Originality/value – The research enabled an analysis of existing capacities and identified capacity gaps in post disaster C & D waste management with influencing factors developing countries
