Formulating a Strategy for Securing High-Speed Rail in the United States, Research Report 12-03
This report presents an analysis of information relating to attacks, attempted attacks, and plots against high-speed rail (HSR) systems. It draws upon empirical data from MTI’s Database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation and from reviews of selected HSR systems, including onsite observations. The report also examines the history of safety accidents and other HSR incidents that resulted in fatalities, injuries, or extensive asset damage to examine the inherent vulnerabilities (and strengths) of HSR systems and how these might affect the consequences of terrorist attacks. The study is divided into three parts: (1) an examination of security principles and measures; (2) an empirical examination of 33 attacks against HSR targets and a comparison of attacks against HSR targets with those against non-HSR targets; and (3) an examination of 73 safety incidents on 12 HRS systems. The purpose of this study is to develop an overall strategy for HSR security and to identify measures that could be applied to HSR systems currently under development in the United States. It is hoped that the report will provide useful guidance to both governmental authorities and transportation operators of current and future HSR systems
Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02
In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

An Assessment of Performance Measures in the Transportation Development Act
"This report examines the performance measures requirements in California’s Transportation Development Act (TDA) of 1971. The TDA is an important source of funding for the state’s public transit agencies, representing approximately 18 percent of their total (2018) revenue between the TDA’s two funds (LTF and STA). Since the TDA’s passage in 1971, the transit operating environment in California has changed, in some cases dramatically. The state has nearly doubled in population (20.4 million in 1971 to 39.8 million in 2019), traffic has worsened considerably, climate change is now a central public policy focus, and many places around the state are investing heavily in making public transit a viable alternative to driving. Our research examined the TDA’s performance requirements and their effects on the state’s transit operators. We also considered alternative approaches to both transit finance and performance requirements, by studying transit funding programs in 13 other states that invest significant amounts of funding in transit. In brief, we find that the TDA’s use of performance measurements to allocate funding is unusual. The states we studied do not for the most part make funding contingent on performance, thereby avoiding the unproductive and difficult-to-implement “death penalty” (Taylor, 1995) of withholding subsidies for a much-needed public service. In several of the cases analyzed, by contrast, states guarantee specific levels or amounts of funding for transit service.To examine how the TDA’s performance measures are working, we conducted a survey of California transit professionals at agencies and at Regional Transportation Planning Agencies (RTPAs). That California’s aspirations for transit have evolved over the years is reflected in the frequent loopholes and exemptions the legislature has added to the TDA to give struggling operators more latitude to receive funding in order to meet multiple goals and objectives while staying in compliance with a single cost-effectiveness goal. The extent and frequency with which these exemptions have occurred suggests that the larger aims for public transit, and indeed the goals for the TDA program itself, have evolved, and need to be re-thought holistically, rather than incrementally.Accordingly we offer six recommendations concerning transit performance assessment in the TDA.
High-Speed Rail Projects in the United States: Identifying the Elements of Success-Part 2, MTI 06-03
In August 2005, the Mineta Transportation Institute issued the report, High-Speed Rail Projects in the United States: Identifying the Elements for Success. The report noted that since the 1960s, highspeed ground transportation (HSGT) has “held the promise of fast, convenient, and environmentally sound travel for distances between 40 and 600 miles.” After briefly discussing the different experiences with HSGT between the United States and its Asian and European counterparts, the report proceeded to review three U.S. cases—Florida, California, and the Pacific Northwest—as a means for identifying lessons learned for successfully implementing high-speed rail (HSR) in the United States. This report is, in essence, volume 2 of the previous study. Also using a comparative case study approach, this effort adds to the earlier work with three additional cases—the Chicago Hub, the Keystone Corridor, and the Northeast Corridor (NEC). As with the earlier report, the goal of this study is to identify lessons learned for successfully implementing HSR in the United States. Given the early stages of most of these projects, “success” is defined by whether a given HSR project is still actively pursuing development or funding. However, in the case of the Northeast Corridor, a fuller discussion of success is provided since HSR has been implemented on that corridor for some time now

Indian Railways in the Past Twenty Years Issues, Performance and Challenges
Indian Railways (IR) is Asia’s largest and world’s second largest network under one management, with a separate Ministry and its own annual budget. The network carried about 17 million Passengers and 2 mt freight every day on the route of 63,327 km (2006-07). Although key business operations are freight and passenger, IR is also engaged in several allied services including parcel, catering and production units. Nearly 70 percent of IR’s revenues come from the freight operations, which can be segmented into bulk and other cargo. Over the years, IR has predominantly become a bulk freight carrier, accounting for about 94 percent of the freight revenue. Coal alone accounts for nearly half of the bulk traffic carried. Passenger business accounts for nearly 60 percent of IR’s total transport effort, in terms of train kilometers, but yield less than 30 percent of the total revenues. Suburban services account for 57 percent of the originating passengers, while contribute to only 8 percent of the passenger revenue. To understand the development process of IR’s over the past twenty years, the study covers issues and strategies related to financial and physical aspects of revenue generating freight and passenger traffic from 1987-2007. Study also covers the developments in the parcel, catering and advertising sector.

For almost half a century, high-speed ground transportation (HSGT) has held the promise of fast, convenient, and environmentally sound travel for distances between 40 and 600 miles. While a number of HSGT systems have been developed and deployed in Asia and Europe, none has come close to being implemented in the United States. Yet this is not for lack of trying. There have been several efforts around the country, most of which have failed, some of which are still in the early stages, and a few of which might come to pass.
The goal of this study was to identify lessons learned for successfully developing and implementing high-speed rail (HSR) in the United States. Through a broad literature review, interviews, and three specific case studies—Florida, California, and the Pacific Northwest—this study articulates those lessons and presents themes for future consideration
Disruption management in passenger railway transportation.
This paper deals with disruption management in passengerrailway transportation. In the disruption management process, manyactors belonging to different organizations play a role. In this paperwe therefore describe the process itself and the roles of thedifferent actors.Furthermore, we discuss the three main subproblems in railwaydisruption management: timetable adjustment, and rolling stock andcrew re-scheduling. Next to a general description of these problems,we give an overview of the existing literature and we present somedetails of the specific situations at DSB S-tog and NS. These arethe railway operators in the suburban area of Copenhagen, Denmark,and on the main railway lines in the Netherlands, respectively.Since not much research has been carried out yet on OperationsResearch models for disruption management in the railway context,models and techniques that have been developed for related problemsin the airline world are discussed as well.Finally, we address the integration of the re-scheduling processesof the timetable, and the resources rolling stock and crew.
