    From the 'Digital Divide' to 'Digital Inequality': Studying Internet Use as Penetration Increases

    The authors of this paper contend that as Internet penetration increases, students of inequality of access to the new information technologies should shift their attention from the "digital divide" - inequality between "haves" and "have-nots" differentiated by dichotomous measures of access to or use of the new technologies - to digital inequality, by which we refer not just to differences in access, but also to inequality among persons with formal access to the Internet. After reviewing data on Internet penetration, the paper describes five dimensions of digital inequality - in equipment, autonomy of use, skill, social support, and the purposes for which the technology is employed - that deserve additional attention. In each case, hypotheses are developed to guide research, with the goal of developing a testable model of the relationship between individual characteristics, dimensions of inequality, and positive outcomes of technology use. Finally, because the rapidity of organizational as well as technical change means that it is difficult to presume that current patterns of inequality will persist into the future, the authors call on students of digital inequality to study institutional issues in order to understand patterns of inequality as evolving consequences of interactions among firms' strategic choices, consumers' responses, and government policies.Digital divide, Internet, World Wide Web, computer use, social inequality

    As people are spending more time online, it is important to evaluate the impact of Internet use on individual well-being. Internet use yields direct utility and economic returns (e.g. better job, higher productivity) that may increase life satisfaction. But the Internet might also have detrimental effects (addiction, social isolation, e.g.). This paper empirically examines the relation between Internet use and subjective well-being. Using Luxemburgish data from a European social survey, we find evidence that non users are less satisfied in their life than Internet users. This result holds when we control for socio-demographic characteristics, social capital, values and beliefs, and health and income. Moreover, the positive influence of Internet use is stronger for low income and young individuals.     Understanding the Internet Digital Divide: An Exploratory Multi-Nation Individual-Level Analysis

    As evidenced in the digital divide literature, various and diverse sets of indicators and analytical techniques have been applied that have contributed to different purposes. Some investigations try to measure the gap of digital divide, while others have attempted to explain its determinants. However, certain facets are yet to be addressed in the literature. This study uses an individual-level multi-nation approach to study both developed and developing nations with the aim of identifying factors of digital divide that separate the digitally deprived and the intense users of internet. This unique research examines the two extreme sides of the inequality—citizens with no access to the internet and frequent users of the internet. We empirically test conventional (e.g., age, education, and income) and novel (e.g., income perception, media channels, and religion) factors. We find some interesting significant results that are later outlined in the study

    This paper investigates the determinants of adoption of ICT technology by households in Romania, using a probit model based on a time-series cross-section dataset. A particular attention is given to a few psycho-social factors in addition to the recognised role of usual socio-economic determinants, such as income, age, employment status, educational level or gender. The particular findings are that, together with an expected impact of the occupational status and of the educational level, the perceived wellbeing of individuals is one of the most important factors influencing the decision to acquire and use a PC at home.     Digital Media Use: Differences and Inequalities in Relation to Class and Age

    This paper takes a national perspective on issues of digital media use. The paper draws upon the OfCom Media Literacy 2013 survey to explore how digital media use varies in regard to two major social variables – class and age. Both class and age feature predominantly in UK policy on digital access and use. Class and age are invoked as either things that create barriers to access or as issues to be addressed and managed through using digital media. Despite the large body of work on the 'digital divide' there is a more limited literature that explicitly addresses class. The paper seeks to act as an empirical reference point for the development of further debate around the links between class and digital media use. The paper presents a factor analysis of the OfCom data that identifies five main areas of digital media use. These five factors are then subjected to a multiple analysis of variance to explore the effects across, between and within age and class categories. A cluster analysis based on the factors identifies seven main 'User Types' that are again compared across class and age. The paper finds that class and age act relatively independently as predicators of digital media use and neither compound nor mitigate each other's effects. Importantly the paper notes that the greatest levels and breadth of Internet use can be found in NRS social class groups AB and to an extent C1. In contrast the greatest levels of non-use and limited use can be found in NRS social class groups DE. In conclusion the paper notes that age still acts as the major explanatory variable for overall use and some specific types of use, but that class also independently acts to explain patterns of digital media use. As a result any simplistic policy expectations that digital access and use issues will become less relevant as age demographics change have to be questioned
