Uncertainty in climate change impacts on basin-scale freshwater resources – preface to the special issue: the QUEST-GSI methodology and synthesis of results
This paper presents a preface to this Special Issue on the results of the QUEST-GSI (Global Scale Impacts) project on climate change impacts on catchment-scale water resources. A detailed description of the unified methodology, subsequently used in all studies in this issue, is provided. The project method involved running simulations of catchment-scale hydrology using a unified set of past and future climate scenarios, to enable a consistent analysis of the climate impacts around the globe. These scenarios include "policy-relevant" prescribed warming scenarios. This is followed by a synthesis of the key findings. Overall, the studies indicate that in most basins the models project substantial changes to river flow, beyond that observed in the historical record, but that in many cases there is considerable uncertainty in the magnitude and sign of the projected changes. The implications of this for adaptation activities are discussed

Distribution System Voltage Management and Optimization for Integration of Renewables and Electric Vehicles: Research Gap Analysis
California is striving to achieve 33% renewable penetration by 2020 in accordance with the state’s Renewable Portfolio Standard (RPS). The behavior of renewable resources and electric vehicles in distribution systems is creating constraints on the penetration of these resources into the distribution system. One such constraint is the ability of present-‐‑day voltage management methodologies to maintain proper distribution system voltage profiles in the face of higher penetrations of PV and electric vehicle technologies. This white paper describes the research gaps that have been identified in current Volt/VAR Optimization and Control (VVOC) technologies, the emerging technologies which are becoming available for use in VVOC, and the research gaps which exist and must be overcome in order to realize the full promise of these emerging technologies
Preface: Impacts of extreme climate events and disturbances on carbon dynamics
The impacts of extreme climate events and disturbances (ECE&D) on the carbon cycle have received growing attention in recent years. This special issue showcases a collection of recent advances in understanding the impacts of ECE&D on carbon cycling. Notable advances include quantifying how harvesting activities impact forest structure, carbon pool dynamics, and recovery processes; observed drastic increases of the concentrations of dissolved organic carbon and dissolved methane in thermokarst lakes in western Siberia during a summer warming event; disentangling the roles of herbivores and fire on forest carbon dioxide flux; direct and indirect impacts of fire on the global carbon balance; and improved atmospheric inversion of regional carbon sources and sinks by incorporating disturbances. Combined, studies herein indicate several major research needs. First, disturbances and extreme events can interact with one another, and it is important to understand their overall impacts and also disentangle their effects on the carbon cycle. Second, current ecosystem models are not skillful enough to correctly simulate the underlying processes and impacts of ECE&D (e.g., tree mortality and carbon consequences). Third, benchmark data characterizing the timing, location, type, and magnitude of disturbances must be systematically created to improve our ability to quantify carbon dynamics over large areas. Finally, improving the representation of ECE&D in regional climate/earth system models and accounting for the resulting feedbacks to climate are essential for understanding the interactions between climate and ecosystem dynamics

Leveraging legacy codes to distributed problem solving environments: A web service approach
This paper describes techniques used to leverage high performance legacy codes as CORBA components to a distributed problem solving environment. It first briefly introduces the software architecture adopted by the environment. Then it presents a CORBA oriented wrapper generator (COWG) which can be used to automatically wrap high performance legacy codes as CORBA components. Two legacy codes have been wrapped with COWG. One is an MPI-based molecular dynamic simulation (MDS) code, the other is a finite element based computational fluid dynamics (CFD) code for simulating incompressible Navier-Stokes flows. Performance comparisons between runs of the MDS CORBA component and the original MDS legacy code on a cluster of workstations and on a parallel computer are also presented. Wrapped as CORBA components, these legacy codes can be reused in a distributed computing environment. The first case shows that high performance can be maintained with the wrapped MDS component. The second case shows that a Web user can submit a task to the wrapped CFD component through a Web page without knowing the exact implementation of the component. In this way, a user’s desktop computing environment can be extended to a high performance computing environment using a cluster of workstations or a parallel computer
Training and education for network centric warfare : issues for New Zealand's Defence Force : a thesis presented in partial fulfilment of the requirements for the degree of Master of Arts in Defence and Strategic Studies at Massey University
The concept of Network centric warfare (NCW) is viewed as the next revolution in military affairs. Its introduction globally will necessarily affect the way the New Zealand Armed Forces operates in future conflicts. With the increasing use of digital technology in the military environment the need for and degree of increasing knowledge of Network Centric Warfare and its concepts must be explored.This country will have to combine its own definition and understanding of NCW into the framework of its Armed Force if it wants to continue to remain interoperable with technologically advanced coalition forces. This thesis looks into the issues and solutions which have been considered by other countries in their attempts to implement the NCW concept. It examines in detail how issues and solutions could be applied to New Zealand's attempt at NCW. Chapters One and Two define the academic processes which have been used in this study. They also give a brief introduction to the broad idea of Network Centric Warfare and its origins. Chapter Three examines in detail the complex evolution of the concept of Network Centric Warfare to its present state. In particular, it looks at how the events of September 11th
2001 have redefined warfare and the impact of that revolution on the traditional NCW concept. This chapter also focuses on the advantages and disadvantages of NCW which have now been proven through the experiences of Operation Enduring Freedom and Operation Iraqi Freedom. These two conflicts have been described as the first information technology wars of the 21st century. Chapter Four
focuses on how the concept of Network Centric Warfare has and will affect the specifics of personnel and make-up of the New Zealand Defence Force, as it makes the transition from a Platform centric to a Network Centric approach in warfare. The special focus in this chapter is on the New Zealand Army. The concepts of the ethos and cultural identity of a force are introduced here, with a view to revealing the influences that the adaptation of NCW methods and techniques can have on the organisation of that force. The discussion concludes that the introduction of NCW can have profound and permanent effect on a force's ethos and identity. This chapter also considers the influence of technology can help in the recruitment and retention of highly skilled people in the Army. Chapter Five shows how the adoption of the concept of Network Centric warfare also has the potential to fundamentally change the way in which higher level policy and doctrine are introduced and modified in the Armed Forces. This chapter looks at how future infrastructure and policies will need to have increased flexibility built into them from the start in order to embrace the demands of NCW for rapid developments in information technology and force-wide diffusion of such developments. Chapter Six discusses a third important consequence of adopting the concept of Network Centric Warfare. Namely, how the introduction of NCW will affect both training and education of service personnel. In particular, it examines how the change from Platform Centric to Network Centric forms of warfare puts changing demands on the skill sets and needs required of service personnel. Examples are given of the new skill sets needed in order for them to work effectively in a NCW environment. Chapter Seven discusses the formation of a new training branch of service which will need to be set up to accommodate the new methods and skills that NCW brings to the battlefield. Included in this chapter are the imperatives of Information Warfare, Electronic Warfare, and Computer Network Operations for such a branch. Alongside Air, Land, Sea and Space NCW brings with it the creation of a fifth battle space. This battle-space is cyberspace which encompasses the electromagnetic sphere, the Internet and all manner of Wide and Local Area Networks (WANs and LANs). Chapter Eight returns to the issue of training and education introduced in Chapter Six, but focuses specifically on the use of simulation techniques and technologies. Such techniques will be required in order to help train soldiers to work effectively and efficiently under NCW. Why other training methods won't work well given an NCW environment, and why simulation technologies will work, is explained with examples of each. This chapter argues in particular that simulation provides the most effective training in the unified data architecture that will be needed to provide cross platform capability and inter and intra service solutions in Network Centric Warfare. Examples of data solutions are provided to help explain the underlying simulation concepts and methods. Chapter Nine is the conclusion of this study. It reviews the results of this thesis and provides recommendations on the implementation of the Network Centric Warfare environment required in the New Zealand Armed Forces

To improve model soil moisture estimation in arid/semi-arid region using in situ and remote sensing information
Soil moisture plays a key role in water and energy exchange in the land hydrologic process. Effective soil moisture information can be used for many applications in weather and hydrological forecasting, water resources, and irrigation system management and planning. However, to accurate modeling of soil moisture variation in the soil layer is still very challenging. In this study, in situ and remote sensing information of near-surface soil moisture is assimilated into the Noah land surface model (LSM) to estimate deep-layer soil moisture variation. The sequential Monte Carlo-Particle Filter technique, being well known for capability of modeling high nonlinear and non-Gaussian processes, is applied to assimilate surface soil moisture measurement to the deep layers. The experiments were carried out over several locations over the semi-arid region of the US. Comparing with in situ observations, the assimilation runs show much improved from the control (non-assimilation) runs for estimating both soil moisture and temperature at 5-, 20-, and 50-cm soil depths in the Noah LSM. © 2012 Springer-Verlag
