    The need to improve implementation and use of lifestyle surveillance systems for planning prevention activities: an analysis of the Italian Regions

    Objectives: To describe the level of use of lifestyle surveillance systems in Italy and to identify predictors of their use by the Italian Regions for planning and monitoring purposes. Study design: Data were extracted from the 19 Regional Prevention Plans (RPPs) and the health promotion and prevention projects included in them developed by the Italian Regions within the National Prevention Plan 2010-2013. Methods: The 19 RPPs and the 702 projects were appraised using a tool specifically developed for the purpose. Multiple logistic regression was performed to identify predictors of use of surveillance systems in the 359 projects that could use them. Results: The analysis of regional epidemiological contexts does not always rely upon surveillance system data and there were too few projects aimed at the maintenance and the development of these systems. Moreover, fewer than half of projects that could have used surveillance systems for planning and evaluation procedures actually did so, despite the potential value of these data. There was a statistically significant association between Regional Health Care Expenditure (RHCE) and the use of surveillance system data for planning and/or evaluation of the projects (OR 7.81, 95% CI 2.86-21.29). Conclusions: Use of surveillance systems for regional prevention planning in Italy is not optimal due to late implementation, presence of different data collecting systems and RGDP inequalities. There is a pressing need for full implementation of surveillance systems to allow better definition of the priorities and objectives of public health interventions

    Strategy in Generative Planning of Turning Processes

    This paper reports on the process and operations planning system ROUND and the strategies which underlie the decision making processes in the planning of turning operations. At first, an outline is given about the environment for which generative systems like ROUND are being developed. The differences between high volume production and job shop production, with respect to flexibility and productivity, are designated. The impact of automation on job shop production and its consequences for process and operations planning are discussed. In small batch manufacturing systems, relatively large amounts of process planning data have to be processed, which leads to an increasing interest for sophisticated computer aided process planning tools. Because available NC part programming systems usually do not support the generation of reliable and economic technological data, it is necessary to develop generative process and operation planning systems. Due to the relative complexity of the technological models, generative systems use a lot of computing power. Reduction of possible variants, combined with model refinement are techniques which are used in ROUND, in order to avoid excessive iteration. This is illustrated by the explanation of strategies which are implemented in two newly developed modules: The clamping module RNDFIX and the module for selection of tools for the roughing operation RNDRTL

    Early Childhood Councils: Effective Planning Processes for Health Systems Integration

    The Colorado Trust launched its Early Childhood Council Health Integration grant strategy in 2008. Through this effort, the Early Childhood Councils developed strategies to better integrate health practitioners and health care services into their work, along with their already-established focus on early care and education, and family supports. The goal of this grant strategy was to support sustainable efforts by the Councils to change the way local resources were coordinated, reduce service duplication, increase access to health care services and contribute to improved health outcomes for children (ages 0-12 years) across the state. To realize this goal, The Colorado Trust provided the Councils with grant support and technical assistance to engage in the development of plans to achieve integrated childhood development systems in their communities. This case study discusses the successes, challenges and lessons learned from the Early Childhood Council Health Integration planning grant process. Using qualitative data collected through focus groups and key informant interviews, the report details how the planning process was structured, what worked and didn't work as the Councils developed their systems-building plans, and provides recommendations for funders to consider when conducting a systems-building planning process. Key themes include:Grantees learned about systems change and developed plans to achieve such change. The planning process provided Councils with the time, resources and guidance necessary to learn about and develop well-thought-out plans to build connections and develop the infrastructure to help support and sustain programs for children and families across multiple systems. Community-level data is essential in fostering collaboration and planning. Even as it was difficult to access key data for certain populations or geographic regions, many Councils were able to use local data as a tool to coalesce new partnerships and develop a shared vision for change. Integrating new partners into an established system requires planning. For many Councils, the planning process timeframe was essential in conducting outreach to local health partners, especially with regard to developing a shared vision and common language.Funders need to require and support systemic change. It was important that The Colorado Trust explicitly required grantees to engage in activities that supported effective implementation of high-quality programs and connections across systems as opposed to solely focusing the funding on individual programs. While this work was new to most of the Councils, they reported that having a funder willing to support systems-building was a welcome change that better enabled them to tackle a complex scope of work and to address unanticipated challenges

Its objectives were to develop an understanding of future mission requirements for information systems, the potential role of technology in meeting these requirements, and the areas in which NASA investment might have the greatest impact. Workshop participants were briefed on the astrophysical mission set with an emphasis on those missions that drive information systems technology, the existing NASA space-science operations infrastructure, and the ongoing and planned NASA information systems technology programs. Program plans and recommendations were prepared in five technical areas: Mission Planning and Operations; Space-Borne Data Processing; Space-to-Earth Communications; Science Data Systems; and Data Analysis, Integration, and Visualization

    A Review of Trip Planning Systems.

    This report reviews current information provision in all modes of transport and assesses the needs for and benefits of trip planning systems. The feasibility of trip planning systems is discussed given the current state of technology and information availability and supply. The review was stimulated by technological developments in telecommunications and information technology which are providing the possibility of a greatly enhanced quality of information to aid trip planning decisions. Amongst the conclusions reached were the following: Current information provision is considered deficient in many respects. Travellers are often unaware of alternative routes or services and many are unable to acquire adequate information from one source especially for multi-modal journeys. In addition, there is a lack of providing real time information where it is required (bus stops and train stations) and of effective interaction of static and real time information. Most of the projects, which integrate static and dynamic data, are single mode systems. Therefore there is a need for an integrated trip planning system which can inform and guide on all aspects of transport. Trip planning systems can provide assistance in trip planning (before and during the journey) using one or a number of modes of travel, taking into account travellers preferences and constraints, and effectively integrating static and dynamic data. Trip planning systems could adversely affect traffic demand as people who become aware of new opportunities might be encouraged to make more journeys. It could also affect travellers choice as a result of over-saturation of information, over-reaction to predictive information, and concentration on the same 'best' routes. However, it can be argued, based on existing evidence, that such a system can benefit travellers, and transport operators as well as the public sector responsible for executing transport policies. Travellers can benefit by obtaining adequate information to help them in making optimal decisions and reducing uncertainty and stress associated with travel. Public transport operators can benefit by making their services known to customers, leading to increased patronage. Public transport authorities can use the supply of information to execute their transport policies and exercise more control over traffic management

    Integrating big data into a sustainable mobility policy 2.0 planning support system

    It is estimated that each of us, on a daily basis, produces a bit more than 1 GB of digital content through our mobile phone and social networks activities, bank card payments, location-based positioning information, online activities, etc. However, the implementation of these large data amounts in city assets planning systems still remains a rather abstract idea for several reasons, including the fact that practical examples are still very strongly services-oriented, and are a largely unexplored and interdisciplinary field; hence, missing the cross-cutting dimension. In this paper, we describe the Policy 2.0 concept and integrate user generated content into Policy 2.0 platform for sustainable mobility planning. By means of a real-life example, we demonstrate the applicability of such a big data integration approach to smart cities planning process. Observed benefits range from improved timeliness of the data and reduced duration of the planning cycle to more informed and agile decision making, on both the citizens and the city planners end. The integration of big data into the planning process, at this stage, does not have uniform impact across all levels of decision making and planning process, therefore it should be performed gradually and with full awareness of existing limitations
