Personalizing the design of computer‐based instruction to enhance learning
This paper reports two studies designed to investigate the effect on learning outcomes of matching individuals’ preferred cognitive styles to computer‐based instructional (CBI) material. Study 1 considered the styles individually as Verbalizer, Imager, Wholist and Analytic. Study 2 considered the bi‐dimensional nature of cognitive styles in order to assess the full ramification of cognitive styles on learning: Analytic/Imager, Analytic/ Verbalizer, Wholist/Imager and the Wholist/Verbalizer. The mix of images and text, the nature of the text material, use of advance organizers and proximity of information to facilitate meaningful connections between various pieces of information were some of the considerations in the design of the CBI material. In a quasi‐experimental format, students’ cognitive styles were analysed by Cognitive Style Analysis (CSA) software. On the basis of the CSA result, the system defaulted students to either matched or mismatched CBI material by alternating between the two formats. The instructional material had a learning and a test phase. Learning outcome was tested on recall, labelling, explanation and problem‐solving tasks. Comparison of the matched and mismatched instruction did not indicate significant difference between the groups, but the consistently better performance by the matched group suggests potential for further investigations where the limitations cited in this paper are eliminated. The result did indicate a significant difference between the four cognitive styles with the Wholist/Verbalizer group performing better then all other cognitive styles. Analysing the difference between cognitive styles on individual test tasks indicated significant difference on recall, labelling and explanation, suggesting that certain test tasks may suit certain cognitive styles

Addressing barriers to learning: In the classroom and schoolwide.
IntroductionPublic education is at a crossroads. Moving in new directions is imperative. Just tweaking and tinkering with old ideas is a recipe for disaster.Continuing challenges confronting public education highlight why moving school improvement policy and practice in new directions is imperative. With a view to enhancing graduation rates and successful transitions to post-secondary opportunities and well-being, pressing challenges include:Increasing equity of opportunity for every student to succeed, narrowing the achievement gap, and countering the school to prison pipeline Reducing unnecessary referrals for special assistance and special education; Improving school climate and retaining good teachers Reducing the number of low performing schools.As education leaders well know, meeting these challenges requires making sustainable progress inimproving supports for specific subgroups (e.g., English Learners, immigrant newcomers, lagging minorities, homeless students, students with disabilities) increasing the number of disconnected students who re-engage in classroom learning and thus improving attendance, reducing disruptive behaviors (e.g., including bullying and sexual harassment), and decreasing suspensions and dropouts increasing family and community engagement with schools responding effectively when schools experience crises events and preventing crises whenever possible.In some schools, continuous progress related to these concerns is being made. For many districts, however, sustainable progress remains elusive – and will continue to be so as long as the focus of school improvement policy and practice is mainly on improving instruction. Efforts to expand the use of instructional technology, develop new curriculum standards, make teachers more accountable, and improve teacher preparation and licensing all have merit; but they are insufficient for addressing the many everyday barriers to learning and teaching that interfere with effective student engagement in classroom instruction.Most policy makers and administrators know that good instruction delivered by highly qualified teachers cannot ensure that all students have an equal opportunity to succeed at school.Even the best teacher can’t do the job alone. Teachers need student and learning supports in the classroom and schoolwide in order to personalize instruction and provide special assistance when students manifest learning, behavior, and emotional problems. Unfortunately, school improvement plans continue to give short shrift to these critical matters.We recognize, as did a Carnegie Task Force on Education, that school systems are not responsible for meeting every need of their students. But as the task force stressed: when the need directly affects learning, the school must meet the challenge.The most pressing challenge is to enhance equity of opportunity by fundamentally improving how schools address barriers to learning and teaching. The future of public education depends on moving in new directions to accomplish this.Now is the time to fundamentally transform how schools address factors that keep too many students from doing well at school. And while transformation is never easy, pioneering work across the country is showing the way. Trailblazers are redeploying existing funds allocated for addressing barriers to learning and weaving these together with the invaluable resources that can be garnered by collaboration with other agencies and with community stakeholders, family members, and students themselves.The first step in moving forward is to escape old ideas. The second step is to incorporate a new vision in school improvement planning for addressing barriers to learning and teaching and re-engaging disconnected students. Our analyses envision a plan that designs and develops a unified, comprehensive, and equitable system of student and learning supports. The third step is to develop a strategic plan for systemic change, scale-up, and sustainability.This book highlights each of these matters. We invite you to join us in the quest to enhance equity of opportunity for all students to succeed at school and beyond. And we look forward to hearing from you about moving schools forward to make the rhetoric of the Every Student Succeeds Act a reality
A literature synthesis of personalised technology-enhanced learning: what works and why
Personalised learning, having seen both surges and declines in popularity over the past few decades, is once again enjoying a resurgence. Examples include digital resources tailored to a particular learner’s needs, or individual feedback on a student’s assessed work. In addition, personalised technology-enhanced learning (TEL) now seems to be attracting interest from philanthropists and venture capitalists indicating a new level of enthusiasm for the area and a potential growth industry. However, these industries may be driven by profit rather than pedagogy, and hence it is vital these new developments are informed by relevant, evidence-based research. For many people, personalised learning is an ambiguous and even loaded term that promises much but does not always deliver. This paper provides an in-depth and critical review and synthesis of how personalisation has been represented in the literature since 2000, with a particular focus on TEL. We examine the reasons why personalised learning can be beneficial and examine how TEL can contribute to this. We also unpack how personalisation can contribute to more effective learning. Lastly, we examine the limitations of personalised learning and discuss the potential impacts on wider stakeholders

Challenges in personalisation: supporting mobile science inquiry learning across contexts
The Personal Inquiry project (PI) aimed to develop and implement personal inquiries in secondary schools in order to motivate engagement in scientific inquiry through its focus on inquiries of personal interest to young learners. This paper describes the authors’ experiences working with teachers in one school over three years, iteratively developing the nQuire toolkit* and pedagogical support across different inquiries which can be used in and across different contexts, ranging from the classroom to field trips and at home. As nQuire is web based, and can be accessed in different locations and on a range of networked devices it supports mobile inquiry learning and is the main resource for bridging between contexts. This paper discusses issues related to developing personal inquiries in schools, working across different contexts and focusing on three aspects of personalisation: choice, personal relevance and learner responsibility. It discusses the challenges faced when developing personalised inquiries in science, both in more traditional classroom contexts and in the less formal environment of an after school club. Drawing on technology supported inquiries from both these contexts it reflects on some of the constraints and tensions in providing learners with choice in their inquiries, identifying both the constraints and successes

Improving School Improvement
PREFACEIn opening this volume, you might be thinking:Is another book on school improvement really needed?Clearly our answer is yes. Our analyses of prevailing school improvement legislation, planning, and literature indicates fundamental deficiencies, especially with respect to enhancing equity of opportunity and closing the achievement gap.Here is what our work uniquely brings to policy and planning tables:(1) An expanded framework for school improvement – We highlight that moving from a two- to a three-component policy and practice framework is essential for closing the opportunity and achievement gaps. (That is, expanding from focusing primarily on instruction and management/government concerns by establishing a third primary component to improve how schools address barriers to learning and teaching.)(2) An emphasis on integrating a deep understanding of motivation – We underscore that concerns about engagement, management of behavior, school climate, equity of opportunity, and student outcomes require an up-to-date grasp of motivation and especially intrinsic motivation.(3) Clarification of the nature and scope of personalized teaching – We define personalization as the process of matching learner motivation and capabilities and stress that it is the learner's perception that determines whether the match is a good one.(4) A reframing of remediation and special education – We formulate these processes as personalized special assistance that is applied in and out of classrooms and practiced in a sequential and hierarchical manner.(5) A prototype for transforming student and learning supports – We provide a framework for a unified, comprehensive, and equitable system designed to address barriers to learning and teaching and re-engage disconnected students and families.(6) A reworking of the leadership structure for whole school improvement --We outline how the operational infrastructure can and must be realigned in keeping with a three component school improvement framework.(7) A systemic approach to enhancing school-community collaboration – We delineate a leadership role for schools in outreaching to communities in order to work on shared concerns through a formal collaborative operational infrastructure that enables weaving together resources to advance the work.(8) An expanded framework for school accountability – We reframe school accountability to ensure a balanced approach that accounts for a shift to a three component school improvement policy.(9) Guidance for substantive, scalable, and sustainable systemic changes –We frame mechanisms and discuss lessons learned related to facilitating fundamental systemic changes and replicating and sustaining them across a district.The frameworks and practices presented are based on our many years of work in schools and from efforts to enhance school-community collaboration. We incorporate insights from various theories and the large body of relevant research and from lessons learned and shared by many school leaders and staff who strive everyday to do their best for children.Our emphasis on new directions in no way is meant to demean current efforts. We know that the demands placed on those working in schools go well beyond what anyone should be asked to do. Given the current working conditions in many schools, our intent is to help make the hard work generate better results. To this end, we highlight new directions and systemic pathways for improving school outcomes.Some of what we propose is difficult to accomplish. Hopefully, the fact that there are schools, districts, and state agencies already trailblazing the way will engender a sense of hope and encouragement to those committed to innovation.It will be obvious that our work owes much to many. We are especially grateful to those who are pioneering major systemic changes across the country. These leaders and so many in the field have generously offered their insights and wisdom. And, of course, we are indebted to hundreds of scholars whose research and writing is a shared treasure. Location-based language learning for migrants in a smart city
The SALSA (Sensors and Apps for Languages in Smart Areas) project, a winner of the Open University’s MK:Smart Open Challenge awards, is investigating how a smart city infrastructure can enable the provision of highly accurate, location-based learning activities for language learners, particularly recent migrants who have a real need to learn the language of their new home.
Second language acquisition is perceived by adult migrants themselves, as well as host governments, “as a crucial factor for socio-economic and cultural integration” 1. The city is a rich environment for language learning, providing opportunities for learning through observation, conversation, and social interaction during daily activities 2.
Providing learning activities accessed on smartphones, mobile ICT devices that are owned by and familiar to many migrants, enables the city to become an educational environment for an audience who may struggle to attend classroom based language courses at fixed times and places due to family and work related constraints1. Learning activities provided on smartphones enable personalised and flexible educational approach for a heterogenous group of learners, with differing needs and abilities 3. Language learning educators identify that location-based and context-sensitive resources and activities are a powerful resource for learners 4; and the mobility of smartphones makes them a particularly suitable platform for this mode of learning.
SALSA (http://www.open.ac.uk/blogs/salsa/ ) is exploring the use of Bluetooth beacons placed around the city to trigger location-based learning resources in an app on learners’ smartphones. Once a learner has downloaded the app to their smartphone, they will be notified when they are near to a beacon and offered the opportunity to engage with a context-relevant learning activity stored in the app. Beacons are a low cost technology suitable for large scale deployment, transmitting a simple identifier that is interpreted by a smartphone app to trigger a predefined action, such as presenting the user with sample phrases suitable for the context, a listening exercise, or prompts for reflection.
No network connection is required to engage with the learning activities, which enables the system to work indoors as well as outside, and at no network cost (a key consideration for low-income and internationally transient users). Beacons enable highly accurate identification of relative smartphone location, allowing for a density of different resources to be triggered in the same area, hence have been employed in scenarios such as providing information about exhibits in galleries, and guiding visually impaired customers through the London Underground (http://www.bbc.com/news/health-31754365 ). As a wireless technology they enable a discrete engagement with learning activities for situations where they may choose not to explicitly engage with a trigger such as a QR code printed on a poster: the user is prompted by a notification to their smartphone similar to an SMS, with an onscreen message and optional phone vibration.
Because a beacon only broadcasts an identifier which is then interpreted by the app on the user’s phone, no data about who is receiving the signal and acting upon it is collected by default. This offers users an anonymous interaction, which may be valued by groups of users such as recent migrants who can be sensitive to perceived privacy issues. As part of the SALSA project we are exploring users’ perceptions of the privacy aspects of location-triggered technologies; investigating how we might both ensure user privacy, yet also consider potential methods of collecting usage data to improve user experience (e.g. by personalizing learning resources based on their previous activities) and optimisation of service provision (placing of beacons, revision of learning activities to reflect users’ needs).
SALSA is a small scale pilot project currently in progress in Milton Keynes, and will report on theoretical work ,and initial findings from the field trials that are about to commence in Spring 2015. The trials will gather attitudinal, usability and learning-effectiveness data from a range of current adult English language learners who live or work in the town, and aim to inform educators, city planners, and policy makers about the benefits and challenges of implementing location-based language learning service utilizing smart city infrastructures.

Blending Learning: The Evolution of Online and Face-to-Face Education from 20082015
In 2008, iNACOL produced a series of papers documenting promising practices identified throughout the field of K–12 online learning. Since then, we have witnessed a tremendous acceleration of transformative policy and practice driving personalized learning in the K–12 education space. A Phenomenological Study of Teacher Experiences Personalizing Learning in English Language Arts
The purpose of this transcendental phenomenological study was to understand the lived experiences of secondary English language arts teachers implementing personalized learning in Southeastern Pennsylvania. Teachers who personalize learning must currently determine their own method of doing so without adequate research about the process to inform their pedagogy. The theory guiding this study was Vygotsky’s theory on social development, as it highlights the necessity of social interaction to help students stay within the zone of proximal development even in a personalized learning framework. The ten participants for this study were selected by purposive sampling, and data were collected through semi-structured interviews, non-participant observations, and document analysis. Data analysis was conducted to organize information into themes. The four main themes that emerged from the data analysis process were: a) student engagement, b) time and resources, c) positive relationships, and d) multitasking and balancing
