Library performance measurement in the digital age

The technical efficiency of Public Libraries in the Czech Republic
The purpose of this article is to define and evaluate the development of the aggregated technical efficiency of public libraries in the Czech Republic from 1993 to 2014. To simulate technical efficiency, the Data Envelopment Analysis Model (The BCC model) was chosen. To evaluate the production units (the unit of the Czech Republic from 1993 to 2014 and its production is given by the sum of real homogenous units, i.e. the public libraries operating in a given area and in a given time), two input variables (the recalculated number of employees and the library collection) and two output variables (the number of registered readers and the number of loans) were analysed. Two basic models were simulated â the M1 model oriented to inputs and the M2 model oriented to outputs. Correlation between the input and output variables was researched using Pearsonâs coefficient. Within the range of the M1 and M2 basic models, partial models were simulated. All of the basic and partial models identically showed eight efficient periods of public libraries in the Czech Republic (1995, 1997, 1999â2000, 2002â2005). Public libraries were, according to the chosen variables, inefficient in the remaining 16 observed years
Nonprofit Performance Management: Using Data to Measure and Improve Programs
Tracking and measuring data can give nonprofits a better understanding of the populations they serve and how they serve them. It can also help them identify areas they can improve to boost the reach and effectiveness of their programs. But many organizations struggle with the idea of using data.How do successful nonprofits go about the process of implementing their data practices? What software do they use? What are the obstacles they face, and how do they overcome them? To find out, we reached out to our network of experts and consultants for examples of organizations that were successfully using data to improve and direct their work, and narrowed their list of recommendations down to 10 nonprofits of different sizes, missions, and locations.We talked to staffers at each who were involved with data and analyzed the information we gathered for common themes, best practices, and any patterns that might be useful. We also asked them for advice for other organizations looking to replicate their successes and learn from their mistakes.From those 10 organizations, we chose seven for case studies about the different ways they were using data. This report is built around those case studies and the additional conversations we had
ENVIRONMENTAL BENCHMARKING FOR LOCAL AUTHORITIES
This paper is an attempt to clarify and present the many definitions of benchmarking. It also attempts to explain the basic steps of benchmarking, to show how this tool can be applied by local authorities as well as to discuss its potential benefits and limitations. It is our strong belief that if cities use indicators and progressively introduce targets to improve management and related urban life quality, and to measure progress towards more sustainable development, we will also create a new type of competition among cities and foster innovation. This is seen to be important because local authoritiesâ actions play a vital role in responding to the challenges of enhancing the state of the environment not only in policy-making, but also in the provision of services and in the planning process. Local communities therefore need to be aware of their own sustainability performance levels and should be able to engage in exchange of best practices to respond effectively to the eco-economical challenges of the century.innovation, performance, benchmarking, local authorities and sustainable development

Improving customer satisfaction: changes as a result of Customer Value Discovery
Objective: To identify Gold Standard Services for customers in an academic library and determine whether interventions following the identification of customer value increased student satisfaction. Methods: âCustomer Discovery Workshopsâ were undertaken with academic staff and undergraduate onâcampus students to provide managers and library staff with information on the services and resources that customers valued, and what irritated them about existing services and resources. The impact of interventions was assessed two years after the research using a university student satisfaction survey and an independent national student satisfaction survey. Results: The findings resulted in significant changes to the way forwardâfacing customer services were delivered. A number of value adding services were introduced for the customer. Overall customer satisfaction was improved. Teaching and learning of performance measurement in OR/MS degrees
A review of existing UK MS/OR undergraduate programmes was completed to assess the extent and nature of performance measurement teaching. In addition, a survey of performance measurement practitioners was undertaken to obtain views on what should be taught in relation to performance measurement. A survey of 23 undergraduate MS/OR degrees in the UK revealed that all the academic respondents supported the inclusion of PM teaching. However, only four distinct PM classes could be found amongst these degrees. The PM techniques taught were broadly similar although the wider context of PM was taught in only 2 of the classes. A survey of a small number of PM practitioners revealed that the Balanced Scorecard and Benchmarking were the two most commonly applied PM techniques with the majority of respondents learning about PM from personal experience and reading rather than through formal education. It appears that there is an opportunity for MS/OR teaching to make a major contribution to the development of PM as a discipline. However, academic respondents whose MS/OR degree course did not teach PM indicated that lack of staff expertise in PM combined with an already full syllabus were the main barriers to introducing a PM class

Community based organizations, funders, and intermediary organizations working in the community development field have a shared interest in building stronger organizations and stronger communities. Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion.
