    A theory of intraorganizational power is discussed and applied to the information services department. The paper presents the results of a study of the power of five departments in 40 manufacturing plants. Hypotheses about the levels of power of information processing are not supported by the findings, however the power theory in general does receive support. Reasons for the unexpected results that the information services department is perceived as having low levels of power and influence in the organization are discussed. The paper suggests several explanations for the findings and possible problems in the organization. Recommendations to senior management and to the information services department are offered.Information Systems Working Papers Serie

    The Outsourcing of National Defense

    The outsourcing of military activities and services has grown dramatically in recent decades. My objective is to understand and explain this phenomenon at work in the United States Department of Defense (DoD) using theoretical frameworks of strategic efficiency, political ideology and organizational theory factors. This study seeks to answer the question, why has the DOD outsourced support activities and functions that contribute to larger national security objectives and were traditionally performed by DoD personnel? I\u27ll use a case-study methodology to examine outsourcing in the DoD between 1970 and 2005, to include an in-depth look at the information technology (IT) networks area of the military services. I\u27ve chosen these cases because they combine to represent a broad perspective of outsourcing behavior across each service over time as well as a specific core area relevant to the war-fighting mission of each service. Since the phenomenon is under explored in political science, my study will be valuable in expanding our understanding of the factors influencing the increasing role of market actors in national defense activities. I\u27ll also address issues regarding the distribution of power, authority and public accountability while identifying relevant bureaucratic, ideological and organizational factors affecting the development and implementation of national security

    ICT–supported reforms of service delivery in Flemish cities: testing the concept of 'information ecology'

    This paper explores organizational reforms in Flemish cities related to making the cities’ individual service delivery more efficient, customer orientated, customer friendly and integrated. The paper is the first one of a recently started research project and PhD research about the complexity of managing ICT-supported change of ‘individual’ service delivery. The overall objective of this paper is to set the stage for the research project’s research design in terms of its theoretical framework. Therefore, we report about our first explorative, inductive and descriptive findings related to this type of change within one city. We firstly inductively report about the objectives and the objects of change. Secondly, we develop a provisional theoretical framework. We therefore take the notion of an information ecology as a conceptual starting point and use a combination of elements of neo-institutional theory, system theory and a political perspective on organizational development. In order to explore the potentialities of this approach, we test the framework’s value for understanding the changes within the city. The framework enabled us to describe and analyze this type of reforms without neglecting the complexity of these changes. It tries to link some important public administration theories to the study of the e-government phenomenon that is still an important challenge. The most important lesson is that further refinement of the conceptual framework is needed. Although the analysis shows that the framework offers a conceptual basis to analyze front and back office reforms within public organizations, it still lacks a full and straightforward operationalization of its components, constructs, relations, etc

    Don’t throw rocks from the side-lines: A sociomaterial exploration of organizational blogs as boundary objects

    Purpose Social media such as blogs are being widely used in organizations in order to undertake internal communication and share knowledge, rendering them important boundary objects. A root metaphor of the boundary object domain is the notion of relatively static and inert objects spanning similarly static boundaries. A strong sociomaterial perspective allows the immisciblity of object and boundary to be challenged, since a key tenet of this perspective is the ongoing and mutually-constituted performance of the material and social. Design/methodology/approach The aim of our research is to draw upon sociomateriality to explore the operation of social media platforms as intra-organizational boundary objects. Given the novel perspective of this study and its social constructivist ontology, we adopt an exploratory, interpretivist research design. This is operationalized as a case study of the use of an organizational blog by a major UK government department over an extended period. A novel aspect of the study is our use of data released under a Freedom of Information request. Findings We present three exemplar instances of how the blog and organizational boundaries were performed in the situated practice of the case study organization. We draw on literature on boundary objects, blogs and sociomateriality in order to provide a theoretical explication of the mutually-constituted performance of the blog and organizational boundaries. We also invoke the notion of ‘extended chains of intra-action’ to theorise changes in the wider organization. Originality/value Adoption of a sociomaterial lens provides a highly novel perspective of boundary objects and organizational boundaries. The study highlights the indeterminate and dynamic nature of boundary objects and boundaries, with both being in an intra-active state of becoming, challenging conventional conceptions. The study demonstrates that specific material-discursive practices arising from the situated practice of the blog at the respective boundaries were performative, reconfiguring the blog and boundaries and being generative of further changes in the organization

    Negotiating the 'trading zone'. Creating a shared information infrastructure in the Dutch public safety sector

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    Bringing Anglo-governmentality into public management scholarship : the case of evidence-based medicine in UK health care

    The field of public administration and management exhibits a limited number of favored themes and theories, including influential New Public Management and Network Governance accounts of contemporary government. Can additional social science–based perspectives enrich its theoretical base, in particular, analyzing a long-term shift to indirect governance evident in the field? We suggest that a variant of Foucauldian analysis is helpful, namely “Anglo-governmentality.” Having reviewed the literatures, we apply this Anglo-governmentality perspective to two case studies of “post hierarchical” UK health care settings: first, the National Institute for Health and Clinical Excellence (NICE), responsible for producing evidence-based guidelines nationally, and the second, a local network tasked with enacting such guidelines into practice. Compared with the Network Governance narrative, the Anglo-governmentality perspective distinctively highlights (a) a power–knowledge nexus giving strong technical advice; (b) pervasive grey sciences, which produce such evidence-based guidelines; (c) the “subjectification” of local governing agents, herein analyzed using Foucauldian concepts of the “technology of the self” and “pastoral power”; and (d) the continuing indirect steering role of the advanced neoliberal health care State. We add to Anglo-governmentality literature by highlighting hybrid “grey sciences,” which include clinical elements and energetic self-directed clinical–managerial hybrids as local governing agents. These findings suggest that the State and segments of the medical profession form a loose ensemble and that professionals retain scope for colonizing these new arenas. We finally suggest that Anglo-governmentality theory warrants further exploration within knowledge-based public organizations

    The geography of strain: organizational resilience as a function of intergroup relations

    Organizational resilience is an organization’s ability to absorb strain and preserve or improve functioning, despite the presence of adversity. In existing scholarship there is the implicit assumption that organizations experience and respond holistically to acute forms of adversity. We challenge this assumption by theorizing about how adversity can create differential strain, affecting parts of an organization rather than the whole. We argue that relations among those parts fundamentally shape organizational resilience. We develop a theoretical model that maps how the differentiated emergence of strain in focal parts of an organization triggers the movements of adjoining parts to provide or withhold resources necessary for the focal parts to adapt effectively. Drawing on core principles of theories about intergroup relations, we theorize about three specific pathways—integration, disavowal, and reclamation—by which responses of adjoining parts to focal part strain shape organizational resilience. We further theorize about influences on whether and when adjoining parts are likely to select different pathways. The resulting theory reveals how the social processes among parts of organizations influence member responses to adversity and, ultimately, organizational resilience. We conclude by noting the implications for organizational resilience theory, research, and practice.Accepted manuscrip
